2.2. Research organization
The research topic was conducted from December 2017 to December 202 and was divided into the following 4 research phases:
Phase 1: From January 2017 to December 2017

Phase 2: From January 2018 to December 2018:
Determine criteria for evaluating mass sports movements in the capital Vientiane, Lao PDR;
Survey on the current status of mass sports movement in the capital Vientiane (districts: Chanthabuly, Sikhottabong, Xaysetha, Sisattanak, Hadxaifong; Parkngum, Naxaithong, Sangthong, Xaythany).
Phase 3: From December 2018 to June 2020:
Identify the bases for selecting solutions to develop mass sports movements in the capital Vientiane, Lao PDR;
Selecting solutions to develop mass sports movement in Vientiane capital, Lao PDR; Applying and verifying the effectiveness of some solutions to develop mass sports movement in Vientiane capital, Lao PDR;
Evaluate the effectiveness of solutions for developing mass sports in the capital Vientiane, Lao PDR, applied in practice.
Phase 4: From June 2020 to December 2021:
Publish research results in the form of scientific articles;
Write and complete the thesis, seek comments from scientists; Complete the thesis defense procedures;
Defend the thesis at the Basic Council and the School Council.

RESEARCH RESULTS AND DISCUSSION
3.1. Assessment of the current status of mass sports in the capital Vientiane, Lao People's Democratic Republic.
3.1.1. Identify criteria for evaluating mass sports in the capital Vientiane, Lao People's Democratic Republic.
In recent years, the mass sports movement has made new developments in both breadth and depth. The state management mechanism and institutions on sports have been consolidated and improved; a system of social organizations on sports has been formed. The potential of science, technology and sports medicine has increased significantly. The technical facilities for modern research. Social activities have developed in line with the development trend of modern sports in the world. International cooperation activities on sports have contributed to improving the level of athletes, the organizational and operational capacity of the management staff, referees, medical staff, etc.; through which the image of the country and its people has been widely promoted around the world.
However, in addition to the achievements, Vientiane Capital Sports still has shortcomings and weaknesses such as: The mass sports movement has developed strongly but not evenly, the quality is not high; it has not met the requirements of maintaining and improving people's health; The management of the industry is still affected by the subsidy mechanism, not keeping up with the current socio-economic development situation; the mechanism and policy on sports human resources are still limited and inadequate; The work of educating ideology and ethics in competition and enjoying sports has not received due attention; The proportion of the state budget invested in the development of the sports industry is still low. Therefore, the Lao PDR has not had any legal documents promulgating criteria for evaluating mass sports.
To evaluate the mass sports of the capital Vientiane in a unified and comprehensive manner, the thesis identified 7 criteria through the study of domestic and foreign documents, and asked for opinions from 81 experts and sports management officers of Laos and Vietnam. The specific answers are based on 3 levels:

The thesis will select criteria that achieve 80% of the total score from the interview responses to select criteria for evaluating mass sports in the capital Vientiane. The interview results are presented in Table 3.1.

Chapter III Conclusion
Through the issues presented in Chapter II, we can come to some conclusions:
Based on the strengths of available tourism resources, the types of tourism in Tien Lang that need to be promoted in the coming time are sightseeing and resort tourism, discovery tourism, weekend tourism. To improve the quality and diversify tourism products, Tien Lang district needs to combine with local cultural tourism resources, at the same time combine with surrounding areas, build rich tourism products. The strengths of Tien Lang tourism are eco-tourism and cultural tourism, so developing Tien Lang tourism must always go hand in hand with restoring and preserving types of cultural tourism resources. Some necessary measures to support and improve the efficiency of exploiting tourism resources in Tien Lang are: strengthening the construction of technical facilities and labor force serving tourism, actively promoting and advertising tourism, and expanding forms of capital mobilization for tourism development.

1. Based on the results achieved within the framework of the thesis's needs, some basic conclusions can be drawn as follows:
Tien Lang is a locality with great potential for tourism development. The relatively abundant cultural tourism resources and ecological tourism resources have great appeal to tourists. Based on this potential, Tien Lang can build a unique tourism industry that is competitive enough with other localities within Hai Phong city and neighboring areas.
In recent years, the exploitation of the advantages of resources to develop tourism and build tourist routes in Tien Lang has not been commensurate with the available potential. In terms of quantity, many resource objects have not been brought into the purpose of tourism development. In terms of time, the regular service time has not been extended to attract more visitors. Infrastructure and technical facilities are still weak. The labor force is still thin and weak in terms of expertise. Tourism programs and routes have not been organized properly, the exploitation content is still monotonous, so it has not attracted many visitors. Although resources have not been mobilized much for tourism development, they are facing the risk of destruction and degradation.
2. Based on the results of investigation, analysis, synthesis, evaluation and selective absorption of research results of related topics, the thesis has proposed a number of necessary solutions to improve the efficiency of exploiting tourism resources in Tien Lang such as: promoting the restoration and conservation of tourism resources, focusing on investment and key exploitation of ecotourism resources, strengthening the construction of infrastructure and tourism workforce. Expanding forms of capital mobilization. In addition, the thesis has built a number of tourist routes of Hai Phong in which Tien Lang tourism resources play an important role.
Exploiting Tien Lang tourism resources for tourism development is currently facing many difficulties. The above measures, if applied synchronously, will likely bring new prospects for the local tourism industry, contributing to making Tien Lang tourism an important economic sector in the district's economic structure.

Table 3.1 shows that: According to the interview principles, all 7 proposed criteria for evaluating mass sports in Vientiane were evaluated by experts and sports management officers of Laos and Vietnam as very necessary with a rate of 80.66% to 89.30% of the total interview score. Thus, according to the interview principles, all 7 criteria above meet the conditions for selection in the evaluation of mass sports in Vientiane.
How to evaluate mass sports of Vientiane capital according to selected criteria as follows:
Number of people who regularly exercise and play sports: People who regularly exercise and play sports are those who exercise at least 3 times a week; each exercise session lasts at least 30 minutes. Determined by the percentage (%) of the total number of people who regularly exercise and play sports compared to the total population in the area.
Number of sports families: Sports families are households whose total number of members who regularly practice physical exercise and sports accounts for 50% or more of the total number of family members. Determined by the percentage (%) of the total number of sports families compared to the total number of households in the area.
Number of sports clubs: Grassroots sports clubs are established with the function of propagating and mobilizing people with similar interests to organize, disseminate, and guide mass sports activities to satisfy the needs of physical training, entertainment, health improvement, cultural and spiritual life improvement, and sports achievements for practitioners; Sports business establishments organize training for practitioners according to the club model. The sports club criteria are determined by the total number of grassroots sports clubs.
Number of sports tournaments organized in the year: The criterion for the number of sports tournaments organized annually is determined by the total number of mass sports tournaments organized in the area.
Facilities serving mass sports movement: Determined by the number of outdoor sports training and competition grounds and facilities serving mass sports activities.
Number of mass sports cadres: Mass sports cadres are the ones who directly organize, manage and guide mass sports activities in the locality at all levels according to the assignment. The criteria for the number of mass sports cadres are determined by quantity, professional qualifications, and level of performance of assigned tasks.
Amount of funds spent on mass sports activities: The criterion for the amount of funds spent on mass sports activities is determined by the total annual funds used for mass sports activities in the area.
3.1.2. Current status of mass sports in the capital Vientiane, Lao People's Democratic Republic.
3.1.2.1. Current status of organizational structure of the Department of Education and Sports of Vientiane capital, Lao PDR.
Regarding the organizational structure of the Mass Sports Department: The organizational management structure, in other words, is the organizational management and leadership apparatus of the Sports Department in each locality.
Each territory plays a very important role in guiding the organization and management of the sports movement at the grassroots level. That is the decisive factor in the development of the sports movement. The results of the study on the current situation of the mass sports organization apparatus in the capital Vientiane are presented in diagram 1.

In recent years, the mass sports movement has made new developments in breadth and depth. According to data from the Department of Education and Sports of districts and counties as of 2018, the entire capital has about 36.29% of the population regularly practicing sports in the capital Vientiane. Table 3.2 shows: The current situation of people who regularly practice sports in the capital Vientiane has a very low growth rate of people who regularly practice sports in 2016 and 2018 (even some districts/counties have a decrease compared to the previous year), the number of people participating in training is the Saysettha district, specifically in 2016 there were 48,892 people, accounting for 44.33%, by 2018 there were 49,392, accounting for 44.77%, an increase of 1.01%; the second largest number of people participating in training is the Nasaithong district, specifically in 2016 there were 30,979 people, accounting for 42.93%, by 2018 there were 31,159, accounting for 43.16%, an increase of 0.57%; and the number of people participating in training is the least in Sangthong district in 2016 with 7,315 people, accounting for 23.04%, by 2018 with 7,405 people, accounting for 23.31%, an increase of 1.23%, and there are districts/counties with a decrease in the rate of people practicing sports regularly, namely Chanthabouly, Saythany and Hatsaiphong districts. This is a very important indicator to evaluate the mass sports movement in the capital Vientiane, Lao PDR.
3.1.2.3. Current status of sports families in the capital Vientiane
According to the survey results, the rate of people who regularly practice sports in the capital Vientiane is relatively high, but the rate of families who practice sports is still low due to the limited number of people practicing in the same family. The specific results are presented in Table 3.3.
