Chapter 1

THEORETICAL BASIS OF MANAGEMENT OF POLITICAL AND ETHICAL EDUCATION ACTIVITIES FOR STUDENTS


1.1- HISTORY OF THE RESEARCH PROBLEM

Research on political ideology and ethics education for the younger generation is an important educational content, aiming to help schools achieve the goal of comprehensively educating learners' personalities. When he was alive, President Ho Chi Minh once said: "A talented person without virtue is useless."

From that perspective, he attached importance to the goals and content of moral education in schools such as: "Good solidarity", "Good discipline", "Modesty, honesty and courage". Inheriting his thoughts.

Pham Minh Hac - a leading psychologist in our country has raised the ethical value orientations of Vietnamese people in the period of industrialization and modernization and discussed the current situation as well as macro-level solutions for education and training of Vietnamese people according to the above orientation. Regarding the educational goal, Professor Dr. Pham Minh Hac clearly stated "to equip everyone with the necessary knowledge of political ideology, humanistic ethics, legal knowledge, culture and society. Forming for every citizen the right attitude, feelings, beliefs, and pure morality towards themselves, everyone, the revolutionary cause of the Party and the nation, and all phenomena occurring around them; organizing good education for the young generation, helping them to voluntarily implement social ethical standards, have the habit of complying with regulations, making efforts to study and practice, actively contributing their strength and intelligence to the cause of industrialization and modernization of the country" (17 pp. 168, 169, 170)

Political and ethical education for students in general and university students in particular is an issue that many authors are interested in researching.

From the perspective of research on moral education, moral education measures for high school students have been published in many scientific research topics and graduation theses of students majoring in Educational Psychology.


Exploiting the perspective of organizing team activities to educate students about ethics, author Nguyen Thi Kim An (master's thesis in 1996) proposed measures to strengthen the organization of activities to educate students about ethics.

Exploiting the perspective of coordinating educational forces between schools, families and society to build moral education measures for junior high school students in Thai Nguyen province is the research work of author Ha Thi Be (Master's thesis).

In recent years, in the face of integration issues, the Party and State have paid attention to the work of educating political ideology, ethics and law for students in schools, as shown through directives, resolutions and decisions on the work of educating political ideology, ethics and law in professional schools, specifically:

+ Resolution of the 9th Central Committee, Session 5, gradually innovates political and ideological education work.

+ Documents of the 10th National Party Congress on strengthening ideological work and training revolutionary moral qualities

+ Tasks and solutions to strengthen ideological work in the current situation (Central Ideological and Cultural Committee - National Political Publishing House).

+ Decision No. 50/2007/BGD&DT dated August 29, 2007 on educating political qualities, ethics and lifestyle for students in universities, colleges and vocational schools.

+ Official dispatch No. 6051/BGD & DT-CTHSSV dated July 21, 2009 of the Ministry of Education and Training on organizing "Citizenship Activity Week" for students in universities, colleges and vocational schools in 2009.


+ Resolution on the direction and tasks of the Congress of the Party Committee of Thai Nguyen Province, term XVII, 2005-2010 (Strengthening political and ideological education for Party members and people of the whole Thai Nguyen Province in the new situation.

+ Resolution on the direction and tasks of the Party Congress of Thai Nguyen Provincial College of Economics and Technology, term XI 2005-2010, to strengthen political and ideological education for Party members and students of the school.

However, there has been no research on the current status of management of political ideology and ethics education activities within a professional school to propose management measures to increase the effectiveness of political ideology and legal ethics education for students. That is why we chose the topic: " Management measures to enhance political ideology and ethics education for students of Thai Nguyen College of Economics and Finance " .

1.2- SOME TOOL CONCEPTS

*Ideology : According to the Vietnamese dictionary, "ideology" is the general view of humans on the natural and social world.

*Politics : Is the understanding of the purpose, guidelines and tasks of the struggle of the Party as well as the masses. Accordingly, political ideology can be understood as the understanding and common views of people about the purpose, guidelines and policies of the Party and the State and the tasks of the struggle of the Party as well as the masses.

*Political ideology: Is a form of social consciousness that has a particularly important meaning in social life. It appeared in history with the appearance of the ancient State. The political ideology of a social institution is a system of ideological views expressing the fundamental interests of a certain class, it determines the content and form of the State's activities in both domestic and foreign affairs.


* Political ideology: Is a system of ideological views expressing the fundamental interests of a certain class, concretized in a political platform based on history and society, in the strategic and tactical lines of the Party and the law.

* Political consciousness : Is a reflection of social relationships, reflecting the fundamental interests and status of classes and the relationships between those classes in governing the country.

- Political awareness includes:

+ Awareness of national rights, territorial integrity, and national prosperity.

+ Awareness of implementing the Party and State's guidelines and policies, and the country's development strategy.

+ Awareness of rights and civic obligations is demonstrated in life of study, work and socio-political activities for the prosperity of the country and the happiness of the people.

+ Awareness of military duty to build and protect the fatherland against all plots and tricks that violate national order, security and sovereignty.

* Ethics: is a form of social consciousness, a system of concepts about good and evil in human relationships. In essence, ethics are rules and standards in social relationships, formed and developed in life, recognized by society and voluntarily implemented. Ethics is a rule of life, although not written down, but has great value in human life. For anyone living on earth, ethics is necessary because ethics is the root to determine the human part in humans.


Ethical values ​​are expressed in the concepts:

+ Good, evil, reason, justice, conscience, responsibility, altruism, etc. the scale of moral values ​​changes over history, each different historical period has a different orientation of moral values.

* Moral consciousness is the individual's consciousness of the purpose of life and the individual's relationship in society.

- Moral consciousness is expressed in human life in three aspects: Perception, emotion and moral behavior.

- Moral awareness is formed through education at school, family, society, etc.

There is a close relationship between ethics and politics, which is shown in the fact that specific regulations in documents and resolutions, policies of the Party, and laws of the State have moral significance. These are objective good things that form the basis for rules and standards of behavior of subjective (self-conscious) good things in ethics that can make a part of political ideology adjust to suit progressive ethical needs, in accordance with the tradition of the nation's community. The political ideology of a State can change according to each historical period, but the ethical factor exists for a long time, even if the mode of production of society changes. However, through each social regime, progressive ethical factors are promoted, backward factors will inevitably be eliminated by the correct ideology of the State.

* Ethical education for students is a purposeful and planned process by educators to consciously transform the requirement for implementing social ethical standards into the need to demonstrate ethical behavior and habits in students.


- Moral education content includes:

+ Educate awareness of one's own life purpose

+Educate about personal lifestyle awareness

+ Educate awareness of relationships in the family, in the collective, in society, that is a family with a culture of communication, a culture of polite, civilized, well-mannered behavior, ensuring truth, goodness, and beauty.

+ Educate awareness of working life and creativity.

+ Educate citizens about military duty

* Political ideology and ethics education for students is a purposeful, planned, and methodical educational process by educators to transform the ideology of Marxism-Leninism, Ho Chi Minh's ideology, and the Party and State's policies and guidelines into valuable qualities of each individual.

- The nature of this process is to turn the Party and State's policies and guidelines into voluntary implementation by individuals.

* In summary: The process of political and moral education is a purposeful and scientific process organized by educators to consciously transform the political and moral values ​​of society into valuable qualities of individuals.

* Management : As a social dynamic system at the macro as well as micro level, there are many approaches and different concepts of management.

Management is the continuous, organized, and oriented impact of the subject (manager, management organization) on the object (management object) in terms of politics, culture, society, economy... Through a system of laws, policies, principles, methods and specific measures to create an environment and conditions for the development of the object. The management object can be on a global scale, regional, national, industry, unit, can be a specific person, a specific object.


Management represents the organization and operation of a collection of people, tools, means, finances..., to combine those elements together to achieve predetermined goals.

Management is the purposeful command and operation of the management subject to control the activities of the management object to achieve the set management goals.

- According to author Nguyen Ngoc Quang, "Management is the purposeful and planned impact of the management subject on the collective of workers in general, the management object, to achieve the expected goals" [35, p. 24]

- According to author Nguyen Minh Dao, " Management is the continuous, organized, and oriented impact of the management subject (manager or management organization) on the management object (object) in terms of politics, culture, society, economy, etc., by a system of laws, policies, principles, methods and specific measures to create an environment and conditions for the development of the object" [14, p.7].

- According to authors Nguyen Quoc Chi - Nguyen Thi My Loc, "Management activities are the directional and purposeful impact of the management subject (Manager) on the management object (Managed person) in an organization to make the organization operate and achieve the organization's goals [6, p. 1].

- According to Harold Koonyz "Management is the essential activity, it ensures the coordination of individual efforts to achieve group goals. The goal of every manager is to create an environment in which people can achieve group goals with the least amount of time, money, material and personal dissatisfaction. As a practice, management is an art, and organized knowledge about management is a science". [20, p. 33].

International management theorists such as: Frederich wiliam Tay Lor (1856-1915) , USA; HenriFayol(1841-1925), France; MaxWeber(1864-1920),

Germany affirms: Management is both a science and an art that promotes social development.


- According to the theory of Marxism - Leninism: "Scientific social management is the conscious impact of the management subject on the whole or different human systems of the social system on the basis of awareness and correct application of objective laws to ensure the system operates and develops optimally according to the set goals" [5]

In terms of content, the term "Management" has many different meanings. In the textbook: Management Science (volume 1, Hanoi Science and Technology Publishing House, 1999), it is clearly stated:

Management is the practical activity of getting work done through the efforts of other people.

- Management is the work of effectively coordinating the activities of other associates within an organization.

- Management is an essential activity that ensures the coordination of individual efforts towards the achievement of group goals.

- Management is being responsible for something.

- According to author Nguyen Van Ho - Dang Quoc Bao: "Management is the process of purposeful, planned, and lawful impact of the management subject on the management object to achieve the set goals". Or it can be generalized "Management is the impact, direction, guidance, and adjustment of social processes and human behavior to achieve the set goals" [21, p. 2].

- According to author Tran Quoc Thanh: "Management is the conscious influence of the management subject to command, control and guide social processes and human activities to achieve goals, in accordance with the manager's will, in accordance with objective laws" [25, p. 1].

According to the system theory perspective: Management is a method of intentional impact of the management subject on the system, including a system of binding rules on behavior for all objects at all levels in the system to maintain the rational dominance of the structure and bring the system to achieve its goals soon.


The above definitions are different in expression but all meet in basic content, management must include the following elements (conditions):

+ There must be at least one management subject that is the agent creating the impacts and at least one managed object that directly receives the impacts created by the management subject and other objects that are indirectly affected by the management subject. The impact can be just once or can be continuous many times.

+ There must be a goal and a trajectory set for both the object and the subject. This goal is the basis for the subject to create impacts.

+ The subject can be one person or many people, and the object can be one or many people (in a social organization).

Regardless of an organization's purpose, structure and size, it needs management and managers to organize its activities and achieve its goals.

Nowadays, management is often defined more clearly: Management is the process of achieving organizational goals by applying the activities (functions) of planning, organizing, directing (leading) and controlling.

Thus, it can be summarized: "Management is the influence of command, control, and guidance of social processes and human activities to achieve the set goals. The influence of management must somehow make the managed person always enthusiastic, excited, and use all his capacity and intelligence to create benefits for himself, for the organization, and for society."

Management is a science that uses knowledge from many other natural sciences and social sciences such as mathematics, statistics, economics, psychology and sociology, etc. It is also an "art" that requires high ingenuity and sophistication. The concept of management is understood from many different perspectives. In our opinion : " Management is the purposeful and planned impact of the management subject on the managed object and the managed object in order to command and operate the objects.

* Education management:

Like the concept of management, educational management has many different definitions.

According to Soviet theorists, “Educational management is a set of measures (organization, methods, educational staff, planning, finance), “aimed at ensuring the normal operation of agencies in the educational system, ensuring the continued development and expansion of the system in both quantity and quality (according to MM Mech Ti - Zade)”.

According to PV.Khu Do Min XKy "Scientific management of the education system can be defined as the systematic, planned, conscious and oriented impact of management subjects at different levels on all links of the system (from ministries to schools, other educational institutions) with the aim of ensuring socialist education for the young generation, on the basis of awareness and application of general laws of socialism, as well as the laws of the educational process, physical and psychological development of adolescents and young people" [19, p.10]

According to Associate Professor Dr. Nguyen Ngoc Quang, "Educational management is a system of purposeful, planned, and regular impacts of the management subject in order for the system to operate according to the Party's educational guidelines and principles. Implementing the characteristics of a socialist school, the focal point of convergence is the process of teaching and educating the young generation, bringing the educational system to the expected goal of advancing to a new state of quality" [35, p. 35]

- At the macro level: Educational management is the purposeful, planned, systematic impacts of management subjects at different levels on all links of the educational system (from the Ministry to the School, from the Central to the local level) to achieve the goal, to improve the quality and effectiveness of education.
