Through the above table, it can be seen that the labor force of Dak Lak Irrigation Management Company Limited has grown in both quantity and quality in the period of 2018-2020. In particular, due to the nature of the work, the number of male workers always accounts for a much larger proportion than female workers. In addition, the number of trained workers with intermediate and college degrees or higher has increased during this period. This is a young workforce with skills and knowledge, plus dynamism and creativity, capable of absorbing many new things and promoting the Company's strength in the future. It can be said that with such a force, the Company's employees fully meet all requirements in the management and exploitation of works in the area prescribed by the State, especially according to the provisions of Point b, Clause 3, Article 8 of Decree No. 67/2018/ND-CP dated May 14, 2018 of the Government detailing a number of articles of the Law on Irrigation.
2.2.5. Financial management for organizations managing and exploiting irrigation works
Financial management for units participating in the management and exploitation of irrigation projects formed from state capital is carried out in accordance with Articles 36, 37, 38, and 39 of the Law on Irrigation and is specifically guided in Decree 96/2018/ND-CP dated June 30, 2018 and Circular 73/2018/TT-BTC dated August 15, 2018 of the Ministry of Finance. Accordingly, the revenue of these units includes: revenue from providing irrigation services and financial support from the State; revenue from providing other irrigation services; other financial income and revenue from other business activities included in revenue and other income. Currently, the revenue of units managing and exploiting irrigation projects in Dak Lak province is mainly from support for the use of irrigation services, accounting for nearly 99% of the total revenue.
Total revenue. Of which, only Dak Lak Irrigation Management Company Limited has revenue from other irrigation product and service supply activities and other production and business activities.
2.2.5.1 Building Economic and Technical Norms
To have a basis for arranging, organizing and using labor reasonably; managing and operating CTTL in accordance with the correct procedures and regulations; assigning contracts in the management, exploitation and protection of CTTL in the unit (agricultural enterprises, groups, clusters, irrigation stations, etc.); as a basis for State management agencies to examine and appraise production plans and financial plans of units participating in the management and exploitation of CTTL, and at the same time as a basis for building unit prices for ordering, assigning plans for management, exploitation and protection of CTTL. On May 22, 2019, the People's Committee of Dak Lak province issued Decision No. 09/2019/QD-UBND on promulgating economic and technical norms in the management and exploitation of CTTL in Dak Lak province. These norms include: labor norms; raw material and fuel norms for maintenance and operation; regular repair norms and enterprise management cost norms.
The issuance of this Decision has created favorable conditions for State management agencies and units participating in the management and exploitation of CTTL during operation.
2.2.5.2 Prepare and submit estimates
The determination of the support level for using CITL SPDV is implemented according to Decree 96/2018/ND-CP dated June 30, 2018 of the Government, Decision 1050a/QD-BTC dated June 30, 2018 on the maximum price of CITL SPDV in the period of 2018-2020. Implementing this Decision, on December 6, 2018, the People's Council of Dak Lak province issued Resolution No. 12/2018/NQ-HDND regulating the price of CITL SPDV for CTTL using State capital in Dak Lak province in the period of 2018-2020.
Based on the Plan for providing and using CITL SPDV of the units managing and exploiting CTTL (Dak Lak Irrigation Management Company Limited and District People's Committees), the Department of Agriculture and Rural Development shall appraise and submit to the Provincial People's Committee for approval. Based on the approval decision of the Provincial People's Committee, the Department of Finance shall advise the Provincial People's Committee to develop a budget and support funds for using CITL SPDV and submit to the Ministry of Finance for consideration and support.
According to the provisions of Decree 96/2018/ND-CP, from 2021, localities must develop a price plan for irrigation services as a basis for supporting CITL service fees for supported subjects and collecting fees for using irrigation services that are not supported subjects. However, up to now, provinces and cities in general and Dak Lak in particular have not yet issued a price plan for CITL service fees, because the instructions in Decree 96/2018/ND-CP still have many shortcomings and are difficult to implement. Currently, the Government has drafted a Decree to replace this Decree and is soliciting comments on the draft.
2.2.5.3 Allocation and payment
Every year, based on the approved budget estimate and the estimates of the units participating in the management and exploitation of CTTL, the Department of Finance advises the Dak Lak Provincial People's Committee to allocate funds twice a year, 60% of the total budget is allocated at the beginning of the first quarter and the remaining 40% is allocated at the beginning of the third quarter. Based on the report on the implementation of the first 6 months of the year, the expected implementation of the last 6 months of the year and the estimated implementation of the whole year of the CTTL management and exploitation unit.
The allocation of funding to support the use of CITL SPDV for grassroots irrigation organizations is implemented by the District People's Committee (Department of Agriculture and Rural Development or Economic Department, Department of Finance - Planning advises); for Irrigation Project Management Company Limited, it is implemented by the Provincial People's Committee (Department of Agriculture and Rural Development, Department of Finance advises).
2.2.5.4 Final settlement
On the basis of the Contract for supply and use of CITL products and the Minutes of acceptance and liquidation of the Contract for use of CITL products, the District People's Committee organizes the settlement with grassroots irrigation organizations. The Department of Finance presides over and coordinates with the Department of Agriculture and Rural Development to settle the settlement with Dak Lak Irrigation Project Management Company Limited.
Supervise the implementation of collection, expenditure, payment and settlement of support funds.
The Department of Finance coordinates with the Department of Agriculture and Rural Development to supervise the collection, disbursement, and settlement of support payments implemented by the Irrigation Management Company Limited; the district-level Finance and Planning Department supervises the collection, disbursement, and settlement of support payments implemented by grassroots irrigation organizations.
The funding source to support the use of CITL SPDV is currently very poor, because it has not changed since 2012; meanwhile, the expenses have increased (basic salary from 850,000 VND to 1,490,000 VND, electricity from
1,100 VND/kwh increased to nearly 2,000 VND/kwh,...)
2.2.6. Investment in construction, upgrading and repair of irrigation works in Dak Lak province
2.2.6.1 Key CTTL construction investment projects
Agriculture has long been considered a pillar in the socio-economic development of Dak Lak, so irrigation water resources are considered one of the factors that play a pivotal role, a solid foundation for the sustainable development of the province's agricultural sector. Therefore, in agricultural development, irrigation needs to be one step ahead to create a solid foundation for improving crop productivity and efficiency. This is the reason why, for a long time, central ministries, branches and even localities have invested in key irrigation projects here. Since the early years of the 20th century, many large irrigation projects have been invested in and built,
upgrading from old projects in really difficult areas such as Ea Sup Thuong Irrigation Lake, Buon Joong Irrigation Lake, Buon Triet Irrigation Lake, Ea Kao Irrigation Lake, to the later stage there will be projects such as Krong Buk Ha Irrigation Lake, Ea Rot Irrigation Lake, Ea Hleo Irrigation Lake, and currently the Ministry of Agriculture and Rural Development is urgently implementing the construction of Krong Pac Thuong Irrigation Lake, the irrigation canal system of Ia Mo Inter-provincial CTTL... Dak Lak province. The above projects will contribute significantly to the supply of water for daily life and most of the crop area of the whole province, gradually increasing income, improving the lives of people, especially people in border areas, places with many difficulties and shortages, on the other hand, the above projects also contribute significantly to regulating the climate in the region.
2.2.6.2 Situation of capital mobilization and use in the period 2018-2020 in the irrigation sector
Implementing the contents of Decision No. 1603/QD-UBND dated June 29, 2017 of the Dak Lak Provincial People's Committee on promulgating the Action Plan to implement the Project on Restructuring the Irrigation Sector in Dak Lak Province, in which the goal is to specifically determine the content, tasks, implementation solutions, progress and assign tasks to Departments, branches, localities, and units for each specific task to implement the restructuring of the Irrigation Sector (including Planning, Plans, Projects, Schemes, Programs, Regulations, and Regulations according to the Resolutions issued by the Provincial People's Council and the Decisions issued by the People's Committee on the field of irrigation; clean water supply and rural environmental sanitation; disaster prevention and control and dykes). On that basis, from 2018-2020, many programs and projects have been implemented such as:
Agricultural and rural projects: Investing in 114 projects, with capital
905,363 billion VND (Central budget: 491,840 billion VND; local budget:
413,523 billion VND), including: of which Irrigation projects: Investing in 98 projects, with the number
capital of 681,472 billion VND (Central budget: 292,165 billion VND; local budget: 389,307 billion VND);
National target programs: National target program on sustainable poverty reduction in rural agriculture; National target program on new rural construction; Program on restructuring agricultural economy and preventing and mitigating natural disasters, stabilizing people's lives. In these programs, there are irrigation projects that are invested in, repaired and upgraded and are one of the criteria to evaluate the level of completion of the program.
Government bond capital source: A total of 06 CTTLs are invested by the Ministry of Agriculture and Rural Development (in which the locality implements the component of compensation, site clearance and construction of a canal system with irrigation F ≤ 150 ha), with a capital of 7,862,877 billion VND, of which the Government bond source is arranged to be 6,127,596 billion VND (including completed projects and projects transferred to the 2021-2025 period)
In addition to domestic capital sources (from the Central and local levels), Dak Lak province is also one of the provinces that is given priority to use preferential loans from foreign sources from international banks and Asian banks through cooperation programs between the Government and the above banking organizations. The total number of irrigation projects is: 11 projects, with a capital of 325,861 billion VND.
It can be said that in recent times, irrigation has been one of the priority investment sectors, constructions have been built, upgraded and repaired to ensure the safety of the works as well as ensure the implementation of national and local target programs. However, there are still shortcomings in the implementation, specifically:
Central budget capital is still limited, capital allocation is not timely, and project implementation progress is not guaranteed (Group B projects take more than 5 years, Group C projects take more than 3 years).
