- Review and supplement the staffing of environmental management staff from city to ward level, to strengthen the management and supervision of wards in environmental management in general and solid waste management in particular.

3.7.3. Speed ​​up the construction of solid waste treatment plants and relocate facilities causing environmental pollution.

- Speed ​​up the construction progress of the solid waste plant to ensure it is operational by June 2014. Synchronously deploy the plant items to ensure that they are in accordance with the design and operate effectively. First of all, ensure the completion of the plant infrastructure in 2013.

- The landfill must be carried out in accordance with the correct procedures, the filling of the vent pipe at the landfill must be corrected, the leachate collection ditch must be created in accordance with the approved design documents, and the completion of the leachate treatment area in the project area must be accelerated. Establish a manual for the operation of the km 26 landfill, and conduct periodic environmental monitoring according to regulations.

- Develop a plan to relocate facilities causing environmental pollution according to the urban construction planning, specifically develop a plan and scheme to relocate the landfill in area 6 Hai Hoa to a centralized treatment area, in addition to ensuring the progress of the Bac Luan II bridge project, it also ensures the handling of pollution problems in residential areas around the landfill (planning of densely populated residential areas).

- Develop a plan to renovate and restore the environment of the closed landfill area in zone 6, Hai Yen ward.

3.7.4. Classification of domestic solid waste.

- Propose to develop a plan to classify waste at source into two main groups:

+ Group 1: biodegradable organic waste, mainly food waste

+ Group 2: includes all remaining types

Thus, after classification, we can recover a large amount of recyclable and reusable materials.

3.7.5. Collection and transportation

- Proposal to collect manure in 2 separate systems:

+ Specialized organic waste collection system

+ Collection system for other types

- In addition to collecting on main roads, it is necessary to increase collection in small alleys to ensure thorough collection of waste generated in the city.

- Develop a project to collect waste generated from commercial activities on the border river (Bac Luan - Ka Long), transfer waste management for this area to the River Management Board to perform the monitoring function.

- Review the gathering points (meeting points) on the basis of ensuring urban aesthetics without polluting the surrounding environment, study the relocation of the gathering points at market 3, at Hoa Hong kindergarten where there are signs of public outrage.

- Invest in collection equipment, containers for organic waste and other waste in the city. Especially in urban areas.

3.7.6. Reduce, reuse, recycle

- Strengthen the reduction of industrial, domestic, commercial and service waste by measures such as: encouraging sustainable consumption, changing waste discharge behavior...,

- Increase reuse and recycling of waste: reuse household items to the maximum extent, promote reuse of industrial waste and be cautious in reusing medical waste.

Programs need to be approved through the communication system, science and technology application topics, and environmental inspections of the city, thereby promoting the work of reducing, recycling, and reusing.

3.7.7. Develop mechanisms and policies on solid waste management

- Develop coordination regulations between departments and localities, have regular training plans to discuss outstanding issues in solid waste management to improve the effectiveness of strict supervision in the management of industrial waste, medical waste, domestic waste... in the city.

- Develop a solid waste management mechanism between state management agencies and enterprises providing solid waste collection, transportation and treatment services in the area.

- Develop a plan to implement the province's solid waste management plan. Review, update, and propose additional adjustments to the solid waste management plan in Quang Ninh province;

3.7.8. Raising community awareness.

- Attracting the community to participate in waste management, enhancing the role of the community in waste management through annual environmental day events, implementing support mechanisms so that people have the opportunity to participate in the community-based waste management model. Encourage the community to participate in the waste separation program at source to produce compost.

- Disseminate information to the community through the loudspeaker system in communes and wards, through reports and news articles on solid waste management and solutions for waste treatment and disposal. It is necessary to carry out activities to raise awareness among the community about the harmful effects caused by improper waste management as well as the responsibility of people to pay for better waste management services.

- Develop a community education program to design the program to suit each target group such as people, students of all levels... to provide basic knowledge about hygiene, creative and practical ideas about socialization programs to transfer part of the responsibility for waste management to community groups.

3.7.9. International cooperation in solid waste management.

- To take advantage of opportunities to access ODA capital for the Vietnamese Government in addition to attracting ODA capital from the Kingdom of Belgium in investment work

The City's centralized wastewater treatment system needs to take advantage of attracting this capital source in the field of waste treatment investment.

- Continuously exchange and work with the delegation of Dongxing City, China to improve the effectiveness of cooperation in border environmental protection, especially related to solid waste management.

CONCLUDE


1. Conclusion:

During the research of my thesis, I assessed the current status of solid waste management in Mong Cai city as well as forecasted the amount of solid waste generated by 2020 to serve the operation phase of the solid waste treatment plant in village 5, Quang Nghia commune, specifically:

- The unit directly responsible for collecting and treating domestic solid waste is the Urban Environment and Construction Joint Stock Company. The average volume of domestic solid waste collected is 82 tons/day. There are 34 transfer points in the city. The city has 03 landfills, domestic solid waste is currently treated at the landfill at km 26 - Quang Nghia Commune. It is forecasted that by 2020, domestic solid waste will be generated at 163.8 tons/day.

Construction progress and relationship of solid waste treatment plant at km 26, Quang Nghia commune with solid waste management situation of Mong Cai city.

- Location of the treatment plant in village 5, Quang Nghia commune. The plant uses high-speed aerobic biological technology in an automatic, closed equipment system to produce high-grade organic biofertilizer, with a designed waste supply of 150 tons/shift/day. During peak days, the plant can run at maximum capacity of 300 tons/day.

Domestic waste generated in the city is about 82 tons/day, when the factory is put into operation it will meet 54.7% of the designed supply.

Considering the city's administrative boundaries, by 2020, phase I of the plant will still be able to meet treatment needs without needing to increase capacity.

Organic matter contained in domestic solid waste accounts for 60.7%, so choosing this technology completely meets practical needs.

2. Recommendations:

With the current rapid urbanization, the city needs to invest resources to solve existing problems related to management.

solid waste as it is now. The construction of a factory with modern advanced technology to meet the needs of the City besides the need to speed up the construction progress of the factory to ensure completion in 2014.

For the landfill currently in use, it is recommended that the City People's Committee direct the unit directly implementing the management and construction of an operating manual, overcoming the consequences of covering the exhaust pipes at the landfill. Building drainage ditches for wastewater and surface water to ensure compliance with the design and regulations. It is necessary to strengthen supervision at the landfill to avoid the situation where production facilities dump expired products.

Pay attention to allocating capital to invest in a system of waste sorting containers as well as adding solid waste collection equipment.

Review the team of environmental officers from the city level to the ward level, clearly divide the responsibilities of the management staff. Strengthen the environmental team at the ward level. In particular, it is necessary to transfer the management and supervision focal point from the Finance - Planning Department to the Urban Management Department according to regulations, ensuring the quality of supervision.

Develop regulations for coordination with departments and branches in environmental inspection in general and solid waste in particular.

Regularly organize training courses for environmental officers in general as well as open seminars at the village, ward and commune levels so that people are aware of the importance and sense of responsibility in solid waste management in general.

Develop an implementation plan that closely follows the solid waste management plan of Quang Ninh province. Integrate priority projects related to waste management into the development plan of border economic zones and industry plans under construction...
