1. The necessity of the thesis topic

bidding in particular. Thanks to that, in our country in recent times, bidding work in general, and bidding for construction of traffic works in particular, has been implemented quite smoothly and brought encouraging achievements to the national economy.

However, the current situation of bidding in our country in recent times still has many shortcomings and problems; the quality of bidding is still not high, the efficiency is not up to the level of the country's requirements and demands. Therefore, the author wishes to invest efforts in researching, learning, and summarizing the practice of the quality of bidding for construction of traffic works in Vietnam. Based on objective and scientific assessments and comments, the thesis will propose measures to contribute to improving the quality of this work in the field of traffic construction.

Reality is always moving and changing, especially in the modern business environment, where the production force develops rapidly, information technology develops like a storm, businesses have to face increasingly fierce competition. That forces them to find many ways to win in bidding. Also stemming from the desire to win by all means, the quality of biddings has taken an undesirable direction for managers. That reality is clearly shown in the report of Mr. Nguyen Ngoc Long, Director of the Department of Appraisal and Quality Management of Transport Works, Ministry of Transport: "The main problems in bidding are low bidding quality,

shows that some bidding packages have many registered contractors (sometimes hundreds), when submitting documents, only a few remain, all are eliminated in the preliminary round, only 1-2 contractors have enough technical points" (57, 5). The above situation requires scientific research on the current situation and understanding the causes, from which to propose solutions to improve the quality of bidding for construction of traffic works in our country in the coming time.

Studying the training programs of training schools in Vietnam today, we can easily see the fact that the training content on bidding has not been invested in research and teaching properly. The programs and content of subjects of Universities, Institutes, and Training Centers in Vietnam rarely mention this content. Therefore, researching this topic will contribute to strengthening the position of the subject on bidding and construction management in the training programs of training institutions in the future in Vietnam.

From the reasons presented above, the researcher chose the topic "Improving the quality of bidding for construction of traffic works in Vietnam" as the research topic for his PhD thesis in Economics. Researching this topic, therefore, is very necessary and highly practical for the cause of innovation in our country.

2. Research objectives of the thesis

Based on a scientific study of the quality of bidding for construction of traffic works in Vietnam, the thesis will achieve the following practical objectives:

- Systematize basic theoretical issues on bidding quality in general, especially bidding quality for construction of traffic works and issues related to construction bidding quality.

- Apply the basic theories systematized above to analyze,

Evaluate the current status of construction bidding activities and the quality of construction bidding for traffic works in recent times to propose solutions to improve the quality of construction bidding for traffic works in our country.

- Analyze the opinions of managers in State management agencies on bidding, bidding managers of investors, and contractors on

their assessment of the bidding quality, of the current regulations on construction bidding of the Vietnamese State, in order to propose directions for improving those regulations to improve the quality of bidding for construction of traffic works in our country.

3. Research object and scope

Research object: The thesis focuses on studying the quality of bidding for construction of traffic works from the perspective of the investor in relation to the management institutions of the State and contractors. Quality

be considered from different perspectives, and will be understood in different ways under the influence of objective and subjective factors. The thesis will consider the quality of bidding from the perspective of the investor, the person who is assigned the responsibility of managing the investment capital for construction works with the desire to implement the project in the most effective, highest quality, most objective, and fair way, ensuring the proposed progress.

Scope of research: The thesis will focus on studying the current status of activities.

Bidding activities for construction of traffic works and bidding quality of traffic works from the perspective of investors in the last 10 years (1996 - 2006). Traffic construction is a very broad subject including many fields such as bridge and road construction; construction of traffic works

waterways and sea routes; construction of air traffic works, but the thesis only focuses on studying bidding activities for the construction of bridges and roads. Moreover, the thesis also focuses on studying bidding activities as a process from preparation, planning of bidding until the announcement of bidding results, negotiating with contractors to sign contracts to implement the bidding package. Issues before and after this process will not be the focus of the thesis. However, to ensure

The documents collected in the thesis are published documents or those issued by bidding management agencies, contractors, or articles and documents.

published domestically and internationally in the period from 1996 to 2006. In the process of completing the thesis, if there is any updated information to the years after 2006, the thesis author will request to supplement it to make the thesis richer. In addition, the thesis also uses documents collected from a sociological survey conducted from October 1, 2005 to March 31, 2006 as a basis for evaluation and commentary.

4. Contributions of the thesis

With the structure and research methods presented above, the thesis has the following main contributions:

- Systematize theoretical and methodological bases for construction and

5. Overview of the research problem

The thesis has studied and synthesized previous studies on bidding.

There are hundreds of previous research articles on bidding and bidding for construction of traffic works. Those studies either only mention different aspects of bidding such as articles on “anti-dumping in construction bidding”; “for a healthy competition in construction bidding”. There are also elaborate research works such as the ministerial-level scientific research topic with M number: B2002-38-42 with the topic: “Solutions to improve the competitiveness in bidding of construction enterprises”.

At the National Economics University, as of 2006 there were two theses.

PhD thesis on bidding research. The first thesis of Ms. Nguyen Thi Tiep

was completed in 1999 with the topic "Improving the bidding regime in the construction of national road traffic works in Vietnam". The second thesis with the topic "Some solutions to improve the competitiveness in bidding of traffic construction corporations" was completed in 2003 by author Nguyen Chi Thanh. Both theses do not mention the issue.

In general, all previous studies have either not mentioned the issue of bidding quality for construction of transport works or have only mentioned bidding quality in separate, independent aspects, or have mentioned bidding in other fields of activity without mentioning the field of transport construction. In particular, there are studies that only mention a specific project in which there is a bidding issue. Therefore, this thesis will study, inherit in a learned way, and criticize the results of previous studies.

In summary, this thesis studies the issue of bidding quality for construction of traffic works in relation to other bidding activities independently, with a deeper and more comprehensive focus than previous studies. On that basis, the thesis will propose measures and solutions to contribute to improving the bidding quality for construction of traffic works in Vietnam.

Vietnam. This thesis is an independent work of the author under the guidance of the group of instructors, Prof. Dr. Le Du Phong, and Assoc. Prof. Dr. Le Cong Hoa. The author hopes that the thesis will continue to add new knowledge to the bidding work in our country.

6. Research methods

The thesis uses a combination of qualitative and quantitative research methods.

The following quantitative measurements were made during the study:

- Dialectical materialism and historical materialism methodology. The thesis analyzes documents and materials recording the history of traffic construction and traffic construction bidding in the whole country for many years, especially in recent years.

The thesis also considers the research topic in logical and dialectical correlation with other issues, making the thesis highly applicable.

- Survey method to collect expert opinions through direct interviews, sending survey forms to selected experts in the field of bidding for construction of domestic traffic works.

- Scientific statistical analysis method.

- And some other scientific methods such as sharing experience of managers, giving opinions of experienced managers in the field of bidding in general and bidding for construction of traffic works in particular.

The process of conducting scientific research using the expert opinion survey method is carried out according to a strict process described in the appendix ... of this thesis.

In addition to the introduction, conclusion, list of references and appendix, the thesis content is presented in 3 chapters:

Chapter 1: Scientific basis for bidding quality of construction of traffic works.
