INTRODUCTION
1. Urgency of research topic
Human resources are an important resource of each country. When the economy develops, the role and position of labor becomes more important, because only a high-quality labor force can absorb and apply new scientific and technological advances, high technology, and effectively use other material resources in the production of goods. For businesses, to improve competitiveness, one of the important factors is to improve labor quality.
Human resources are one of the most valuable and important assets in the development process of a business. However, when we say that human resources are the most valuable and important assets, we need to understand that they are people who are knowledgeable, creative, enthusiastic, dedicated, and responsible for achieving the vision and mission of the business, not people in general. The quality of human resources will determine success or failure in competition. This becomes even more urgent in the context of Vietnam joining the WTO and being proactive in the process of international integration.

Current Status of Human Resource Quality in terms of Mental Power
When Vietnam began to open up for integration, many people proudly claimed that one of the attractive features of the foreign investment environment in Vietnam was cheap labor and were proud of this issue. The integration process has clearly shown that cheap labor is not an advantage, it shows the weakness of human resource quality and thus leads to low added value, low competitiveness of enterprises and the economy, and ultimately leads to low quality of life.
At Hanoi Construction Joint Stock Company No. 1, human resource quality is a matter of top concern. Human resources in the company are currently changing in both quantity, quality and structure. The quantity and quality of human resources have not really stabilized to create motivation.

But this is not easy for many staff, so some project staff cannot keep up or after a while they quit. In addition, some female staff take maternity leave, so the company needs to recruit new staff to supplement and meet current work needs.
Realizing the human resource issues during my internship at Hanoi Construction Joint Stock Company No. 1, combined with the theory learned at the University of Commerce and practical research, I chose the topic: "Improving the quality of human resources at Hanoi Construction Joint Stock Company No. 1" as my Master's thesis to contribute to providing more complete solutions to organize the human resource apparatus and improve the quality of human resources at the Company.

Nationwide, there are many scientific research projects, scientific seminars, master's and doctoral theses of scientists on the topic of human resources from many different perspectives and scopes such as:
Nguyen Minh Thao, Nguyen Quoc Viet (2015), "Improving human resource quality through labor skills development and the role of general education" , Economics and Business Expert, the article has collected the requirements
of business managers on the skills of workers in the recruitment process and promotion to higher positions. The article pointed out that gap is the reality in Vietnam about the weakness in soft skills and vocational skills, and proposed integrating labor skills development programs into the general education and training program.
Vu Ngoc Minh (2015), "Improving human resource quality at Thien Nam Hung Investment and Construction Joint Stock Company" , Master's thesis of University of Commerce, the thesis has researched and clarified the theoretical basis of human resources, human resource quality and improving human resource quality in enterprises, thereby clearly analyzing the current situation of human resource quality and improving human resource quality at Thien Nam Hung Investment and Construction Joint Stock Company, proposing solutions to improve human resource quality at Thien Nam Hung Investment and Construction Joint Stock Company by 2020.
Le Thi Khanh Linh (2017), "Improving the quality of human resources of Makita Vietnam Co., Ltd. - Northern branch" , Master's thesis of University of Commerce, has built a theoretical framework on human resources, human resources quality, improving human resources quality, thereby analyzing the current situation and finding solutions to improve the quality of human resources of Makita Vietnam Co., Ltd. - Northern branch.

Researching human resources to improve the quality of human resources in modern Vietnamese wood processing industry enterprises, the thesis has clearly pointed out the factors that make up the quality of human resources and proposed a system of criteria for evaluating the quality of human resources applicable to current wood processing industry enterprises.
Some other research projects have directly mentioned improving the quality of human resources in a specific enterprise such as:

From there, proposing viewpoints and solutions to improve the quality of office human resources at the company in the period up to 2020.

The thesis researches and clarifies the theoretical basis of human resources, human resource quality and improving human resource quality in enterprises. Analyzes and clarifies the current status of human resource quality and improves human resource quality at Phuc Yen Shoe Joint Stock Company. On that basis, proposes some main solutions to improve the quality of human resources at Phuc Yen Shoe Joint Stock Company by 2020.
From the overview of the above research works, it can be seen that the above research works all focus on contents such as pointing out the current situation of Vietnam's human resources, proposing solutions to improve the quality of human resources to meet the requirements of industrialization and modernization of the country. These are documents of practical value, providing a comprehensive, multi-dimensional view reflecting the current situation of human resources in Vietnam.

- Analyze the current status of human resource quality of Hanoi Construction Joint Stock Company No. 1 in the period of 2017 - 2019.
- Proposing solutions to improve the quality of human resources of Hanoi Construction Joint Stock Company No. 1 in the period of 2020 - 2025.
4. Research object and scope

The research object of this topic is to improve the quality of human resources of Hanoi Construction Joint Stock Company No. 1.

Scope of content: Research topic, analysis of issues related to improving the quality of employees and direct workers of Hanoi Construction Joint Stock Company No. 1.
Spatial scope: The thesis researches within the scope of Hanoi Construction Joint Stock Company No. 1.
Time scope: Research on improving the quality of human resources of Hanoi Construction Joint Stock Company No. 1 in the period of 2017-2019; Research on orientation and solutions until 2025.
5. Research method
5.1. Data collection method:
Secondary data collection: The author collected information through company reports from 2017 to 2019. In addition, the author also collected documents published in books, magazines, and related research topics. These documents were collected to describe the human resources of Hanoi Construction Joint Stock Company No. 1.
Primary data collection: The author collected through a questionnaire survey to employees and officers in Hanoi Construction Joint Stock Company No. 1. The survey form was 100, the number of returned questionnaires was 80, corresponding to 80%, of which the number of valid questionnaires was 72, the number of invalid questionnaires was 8. (Refer to the survey form in Appendix 1).
5.2. Data processing and analysis methods:
+ Survey forms are entered, processed and analyzed using Excel software.
+ Use synthesis, analysis and evaluation methods to describe, compare and infer about the research problem.

1.1.1. Concept of human resources
For a country's economy to develop, it needs resources for economic development such as: natural resources, capital, science.
- technology, human. Among those resources, human resources are the most important, decisive in the economic growth and development of every country from the past to the present. A country, even if it has abundant natural resources and modern technical machinery, but does not have qualified people who are capable of exploiting those resources, will hardly be able to achieve the desired development.

According to Associate Professor, Dr. Tran Xuan Cau and Associate Professor, Dr. Mai Quoc Chanh, Human Resource Economics Textbook, Hanoi National Economics University (2008), “Human resources is a category used to indicate the potential strength of the population, the ability to mobilize participation in the process of creating material and spiritual wealth for society in the present as well as in the future. That strength and ability are demonstrated through the quantity, quality and structure of the population, especially the quantity and quality of people who are qualified to participate in social production.”

According to Dr. David Begg: “Human resources are the entire process of expertise that people accumulate, it is highly valued because of its potential to bring income in the future. Just like material resources, human resources are the result of past investment with the purpose of bringing income in the future”.
Human resources are evaluated on aspects such as quantity, quality and structure:
In terms of quantity: shows the scale of human resources and the growth in the number of human resources.
In terms of quality: expressed through physical strength, intelligence, labor skills, spirit, attitude, labor awareness and working style.
Regarding human resource structure through the proportions of each department, human resources are divided according to many criteria such as: human resource structure by age, by gender, by professional level...
