1.1.1. Concept and nature of bidding
According to the Law on Bidding No. 61/2005/QH11 dated November 29, 2005, some related concepts in bidding are understood as follows:
Project: is a set of proposals to carry out part or all of the work to achieve a certain goal or requirement within a certain period of time based on a specified source of funding.
Bidding package: is a part of a project, in some special cases the bidding package is the entire project; the bidding package can include similar procurement contents

On the owner's side, the borrower directly manages and implements the project.

Bidding document:

or restricted bidding includes the requirements for a bidding package as the legal basis for bidders to prepare bidding documents and for the inviting party to evaluate bidding documents to select the winning bidder; is the basis for negotiating, finalizing and signing the contract.
Bidding documents: are all documents prepared by the bidder according to the requirements of the bidding documents and submitted to the inviting party according to the regulations stated in the bidding documents.
Bidding in general is an economic category associated with the commodity economy. It is essentially a form of choosing to buy certain goods at a certain price.
An acceptable price given that there is one buyer but there are
many sellers
Bidding also has a buyer and a seller. The buyer (party A) is the investor: they want to be like consumers in commercial activities.

The goods must be of good quality and at a reasonable price. The seller (party B) is the contractor who wants to sell as many goods as possible at the most profitable price for the business (T'>T) and the goal of the contractors is to create
There are many other T' values, and the first step in this is to win multiple bids.
Thus, it can be understood that bidding is an economic category that exists in a market economy. In it, the buyer plays the role of an organizer for contractors (sellers) to compete with each other. The buyer's goal is to obtain goods and services that satisfy their technical and quality requirements at the lowest cost. The contractor's goal is to win the right to provide goods or services.

According to the Law on Bidding No. 61/2005/QH11 dated November 29, 2005, the concept of bidding is understood as follows:
Bidding: is the process of selecting contractors that meet the requirements of the inviting party to implement bidding packages belonging to projects specified in Article 1 of the Law on Bidding on the basis of ensuring competitiveness, fairness, transparency and economic efficiency.

Contractors: Construction bidding is a method of finding
Find business opportunities and grow your business.
The essence of bidding for contractors is a process of competing with other contractors on the ability to carry out construction work ensuring the requirements of quality, progress, and cost to win the contract to implement the project proposed by the inviting party. Bidding is an extremely difficult, sensitive process with many possible risks.
