INTRODUCTION
1. Urgency of the topic
In the development of each country, culture is considered a resource, a capital that plays an important role in sustainable development. In Vietnam, cultural capital is expressed in the system of tangible cultural heritage and intangible cultural heritage. Cultural heritage is what was created in the past and passed down to the next generation, is the creation of our ancestors, showing the depth of the nation, and has historical significance.
Through historical periods, our Party and State have always paid attention to the work of preserving and promoting the value of the nation's cultural heritage. In particular, the 5th Central Committee Conference of the Communist Party of Vietnam (VIII tenure) issued the Resolution "On building and developing an advanced Vietnamese culture imbued with national identity" . The conference clearly stated: " The achievements of the world's scientific and technological revolution along with the expansion of international exchanges are the basis for us to absorb the intellectual achievements of mankind, while also posing new challenges in preserving the national cultural identity" [10, p.41].
However, due to the impact of the market mechanism and the integration process, many intangible cultural heritages are being mixed and gradually disappearing. Even many folk songs, traditional dances, national musical instruments, folk festivals, some traditional crafts and daily living means are lost, the remaining ones are also in a state of not having the conditions to produce, and are under great competitive pressure. There are not many documents and materials mentioning each field preserved, the remaining ones are scattered, without the conditions to collect and assemble. Artists and artisans who are knowledgeable in their profession are getting old...
Although the preservation and promotion of intangible cultural heritage values have been gradually institutionalized, there are still many gaps from policies to implementation, and there is not a high level of consensus in the direction and management. Funding, budget, means, and human resources needed for investment and arrangement in this field are still difficult. In addition, there are challenges that cannot be solved overnight, because for a long time our concerns have only been limited to the heritage.
