INTRODUCTION
1. Urgency of the topic
In the Resolution of the 8th Conference, the Central Executive Committee of the 11th tenure (Resolution No. 29-NQ/TW) emphasized : “ Education and training is the top national policy, the cause of the Party, the State and the entire people. Investment in education is investment in development, given priority in socio-economic development programs and plans ”. This viewpoint is concretized by many educational policies. Among them are support policies for ethnic minority students and students in particularly difficult areas. These policies play an important role in training future human resources and contributing to the goal of social equity in education. Some policies include: support policies for boarding students and ethnic minority secondary schools; support policies for secondary school students in areas with particularly difficult socio-economic conditions; rice support policies for students in schools in areas with particularly difficult socio-economic conditions; mechanism for collecting and managing tuition fees for educational institutions in the national education system and policies on tuition exemption and reduction, and support for learning costs from the 2015-2016 school year to the 2020-2021 school year; Decree 116/2016/ND-CP, dated July 18, 2016, on supporting students and general schools in extremely disadvantaged communes and villages, effective from September 1, 2016.
The policy of supporting high school students in extremely disadvantaged communes has helped students nationwide in general and students in Cao Bang province in particular to benefit and study with peace of mind when receiving support for food, housing, and rice every month throughout the school year. The exemption and reduction of tuition fees and support for study expenses have partly created favorable conditions for students from disadvantaged families and households.
