INTRODUCTION
1. Reason for choosing the topic
In recent years, with the guidelines and strategies for economic development, our Party and State have affirmed: Education and training is the top national policy, the driving force, the decisive factor for economic growth and social development. In particular, our State has identified that university, college and vocational training with high quality, meeting the needs of society is a decisive issue for the cause of industrialization and modernization of the country, meeting the requirements of building and defending the Fatherland, for the goal of a rich people, a strong country, a fair, democratic and civilized society. With the above viewpoint, the Government has issued many preferential policies for education, especially policies to encourage students to study such as tuition exemption and reduction policies for students in security, military, pedagogy training majors, etc.; scholarship and reward policies for students, etc., including preferential credit policies for students in difficult circumstances.
In fact, in our country, a large proportion of students with difficult circumstances studying at universities, colleges, vocational high schools and vocational training are at risk of dropping out of school because they do not have enough money to cover the costs of studying until the end of the course, especially students from remote provinces, students in remote areas, children of ethnic minorities studying in the city... To support students with difficult circumstances, the Government has issued a preferential credit policy for students. This policy has been and is being implemented with the efforts of agencies: State Bank, Ministry of Finance, Ministry of Labor - Invalids and Social Affairs, Ministry of Education and Training, especially the Vietnam Bank for Social Policies (VBSP) - the unit directly implementing the loan program for students with difficult circumstances.
After more than 10 years of implementation, the credit policy for students has brought about practical social effects, helping over 3.3 million students in difficult circumstances to borrow preferential loans worth over VND55,000 billion; outstanding credit balance of over VND55,000 billion.
24,000 billion VND. This is one of the most successful policies of the Government; The policy has been effective, helping children of families in difficult circumstances to study, receive vocational training and stabilize their lives, and has been supported by the people.
In addition to the achieved results, in the process of organizing and implementing credit policies for students, the VBSP also encountered a number of difficulties and problems that need to be studied and resolved to contribute to perfecting the policy and promoting better policy effectiveness. The main problems encountered in the process of implementing the policy are that the credit scale is not commensurate with the borrowing needs; the overdue debt rate is still high, and there are difficulties in debt collection; some cases of improper use of loans; the loan level is still low, not meeting the needs of students; the coordination mechanism between the policy implementing entities: schools, banks, local authorities and families still has many shortcomings; the policy dissemination and propaganda work is still limited.
Based on that situation, the author chose the topic "Implementing credit policy for students at the Vietnam Bank for Social Policies" as a research topic, hoping to make a certain contribution to improving the implementation of policies of the Vietnam Bank for Social Policies, contributing to the sustainability of the preferential credit program for students, this is an important factor in the career of training high-quality human resources, serving the cause of industrialization and modernization of the country.
2. Research status related to the topic
The model of the People's Credit Fund is a new banking model in Vietnam. The credit activities of the People's Credit Fund are unique, so there are still many shortcomings and limitations that need to be further considered and resolved. Therefore, there have been many works, articles, and studies on credit and the model and operating mechanism of the People's Credit Fund, typically:
- Tran Huu Y (2010), Building a sustainable development strategy of the Vietnam Bank for Social Policies, PhD thesis. The thesis analyzed and evaluated the current status of implementing the sustainable strategy of the Vietnam Bank for Social Policies, from which
propose sustainable development strategies suitable for the current situation.
- Ha Thi Hanh (2010), Solutions to improve the organizational model and operating mechanism of the Vietnam Bank for Social Policies, PhD thesis. The topic has generalized the basic issues of the organizational model and operating mechanism of the Vietnam Bank for Social Policies, and proposed solutions to improve the organizational and operating mechanism of the Vietnam Bank for Social Policies.
- Pham Thi Thanh An (2013), Solutions for developing credit for students at the Vietnam Bank for Social Policies, Master's thesis in economics. The thesis systematizes general issues on student credit, analyzes and evaluates the current status of credit activities for students at the Vietnam Bank for Social Policies, thereby providing proposals, solutions and recommendations to contribute to developing credit for students at the Vietnam Bank for Social Policies.
- Tran Thi Minh Tram (2016), Credit for students in Hanoi City, PhD Thesis in Economics. The author has approached from the overview of the research situation, systematized basic theories, studied practical experiences at home and abroad, analyzed and evaluated the current situation of student credit in Hanoi City in the period of 2011-2015, thereby proposing viewpoints and solutions to promote credit for students in difficult circumstances in Hanoi City until 2020, with a vision to 2030.
The topics focus on theoretical and practical research, on that basis, they propose viewpoints and solutions to perfect the organizational model and improve credit quality in the activities of the Vietnam Bank for Social Policies, but there has not been any topic researching the issue of credit for students at the Vietnam Bank for Social Policies from the perspective of Policy Science.
3. Research purpose and tasks
3.1. Research purpose
Systematize and clarify basic theories in policy implementation, combined with practical experience in policy implementation to analyze and evaluate the current status of credit policy implementation for students at
The Social Policy Bank for the period 2012 - 2015, proposes viewpoints and solutions to perfect policy content and perfect the organization of policy implementation with students at the Social Policy Bank by 2020.
3.2. Research tasks
To solve the above purposes, the thesis performs the following tasks:
Firstly, collect, systematize and supplement new ones to clarify the theoretical basis of credit policy for students, specifically related to contents such as: concept, characteristics, necessity of policy, content, evaluation criteria and factors affecting the implementation of credit policy for students. Including research on the experience of some countries in resolving credit relations for students in difficult circumstances, drawing practical lessons that the Bank for Social Policies can refer to;
Second, survey, analyze and evaluate the current status of credit policy implementation for students at the Vietnam Bank for Social Policies in the period of 2012 - 2015, clarify the achievements, limitations and causes of that situation;
Third, propose some solutions to improve the content of policies and the organization and implementation of credit policies for students at the Vietnam Bank for Social Policies by 2020.
4. Subject and scope of the research topic
- Research object: The thesis studies the implementation of credit policy for students at the Vietnam Bank for Social Policies from the perspective of policy science, specifically studying the theoretical basis and practical implementation of credit policy for students.
- Research scope:
+ Regarding content: Implementing the lending policy of the People's Credit Fund for students in difficult circumstances.
+ About space: Student lending activities of the Social Policy Bank system nationwide.
+About time: The period from 2012 to 2015 and the proposal
solutions to be implemented by 2020.

- What are the contents of the policy implementation process? What are the criteria for measuring the results of implementing credit policies for students?
- What is the current status of credit policy implementation for students at the Vietnam Bank for Social Policies? What are the results, limitations and causes of those limitations?
- What solutions are proposed to improve policies and improve policy implementation at the People's Credit Fund?
6. Theoretical basis and research methods
6.1. Theoretical basis and research approach
- Theoretical basis
The thesis is based on the theory of Marxism-Leninism to examine credit relations in the market economy and the role of credit in development. Practical research is also based on the foundation of Ho Chi Minh's ideology on the viewpoints and renovation guidelines of the Communist Party of Vietnam and the policies and laws of the State. The thesis also inherits scientific achievements and published research works related to the topic of credit for students.
- Research approach
The thesis approaches research problems from the following perspectives:
+ Approaching from the theoretical basis of credit for students from the perspective of policy science.
+ Approaching from practice, surveying practice, researching documents, evaluating the current status of credit implementation for students at the Vietnam Bank for Social Policies in the context of implementing the State's social policies to develop human resources, meeting the requirements of industrialization, modernization and international integration of our country in the current period.
+ Approach from the orientations and goals of credit development for students in particular and the general credit development goals of the People's Credit Fund.
6.2. Research methods
The main methods used by the author during the research process are:
- Analyze and synthesize based on official data such as the Charter, operating regulations of the People's Credit Fund, State policies on students, system of professional guidance documents, reports, assessments and summaries.
- Statistical methods, comparison, synthesis, information collection approaches, comparison... to clarify the problem to be researched.
7. Theoretical and practical significance of the thesis
7.1. Theoretical significance
- The thesis systematizes basic theoretical issues on policies and requirements in implementing credit policies for students, contributing to supplementing theories to perfect policies.
- The thesis is a useful reference for students majoring in public policy and researchers who want to study in depth about student lending activities at the Vietnam Bank for Social Policies.
7.2. Practical significance
In practice, the thesis helps leaders of the Social Policy Bank understand the current situation as well as the existing problems in implementing policies for students at the bank, thereby proposing solutions to improve the organization and implementation of policies, gradually achieving the goals of the policy, creating trust in the Party and the people.
