3.4.2.5. Solutions to promote international cooperation in the legal field

Strengthening international cooperation in education is one of seven groups of tasks and solutions proposed by the Politburo in Conclusion No. 242/TB-TU dated April 15, 2009 to continue implementing Resolution of the Central Committee 2 (VIII Term) on strategic orientation for education and training development in the period of industrialization and modernization of the country.

In the coming time, it is necessary to focus on implementing some contents on international cooperation as follows:

- Strengthen and expand educational cooperation with countries and international organizations, through signing international agreements and treaties, participating in international forums, conferences and seminars to exchange information, exchange experiences, research and propose initiatives and solutions to build appropriate educational policies, suitable to Vietnam's circumstances, serving the goal of innovation in management and improving the quality of education.

- Mobilize aid sources through cooperation programs and projects with countries, international organizations, and non-governmental organizations to invest in education; encourage Vietnamese educational institutions and foreign educational institutions to expand international cooperation within the framework of legal regulations.

- Complete the system of legal documents to encourage foreign cooperation and investment in education, improve the effectiveness of management of international cooperation activities in the field of education.

CONCLUDE


Right from the first year of the republic, the law on education was built by President Ho Chi Minh, the Party and the State and demonstrated the basic principles of the new education of the Democratic Republic of Vietnam.

After a long period of two resistance wars to save the country, in that context, the law on education is still an important tool to regulate educational activities.

Since the renovation, in the context of gradually building a rule-of-law state, legal education has continued to be improved and has made remarkable progress since the first law, the Law on Universal Primary Education in 1991, regulating a narrow field of education. In turn, the Law on Education in 1998, the Law on Education in 2005, the Law on Amending and Supplementing a Number of Articles of the Law on Education in 2009, and the Law on Education in 2012 have been issued as important legal bases for regulating educational activities in our country.

Currently, the fundamental and comprehensive innovation of education in the context of building a rule-of-law state requires that the law on education must be further improved to create a solid legal basis for strong innovation in education to train human resources to meet the requirements of socio-economic development of the country, aiming to basically turn our country into an industrialized country by 2020. This reality requires the construction of a complete and synchronous legal system on education, reflecting the legal nature of the rule-of-law state, institutionalizing the Party's viewpoints and policies, and educational activities must be regulated by legal documents. To do that, it is necessary to implement many solutions to build and perfect the legal system on education, requiring the continued development of laws on teachers,

learners, preschool education, general education, vocational education, continuing education so that social relations and educational activities have legal documents with higher legal value, more complete legislative techniques, more synchronous regulation, creating consistency in educational activities to achieve educational goals.
