Chapter 2 Summary
For some countries such as Brazil, England, Germany, Italy, "Street Festival" has become a strength, a typical product bearing the brand name of their country. However, for Vietnam, a country considered to have a developed tourism industry with much potential, the concept of "Street Festival" is still

of the islanders. Therefore, this indicator will be divided into two sub-indicators:
a1. Natural tourism attractiveness a2. Cultural tourism attractiveness
b. Tourist capacity
The two island communes in Quan Lan have different capacities to receive tourists. Minh Chau Commune is home to many standard hotels and resorts, attracting high-income domestic and international tourists. Meanwhile, Quan Lan Commune has many motels mainly built and operated by local people, so the scale and quality are not high, and will be suitable for ordinary tourists such as students.
c. Time of exploitation of Quan Lan Island Commune:
Quan Lan tourism is seasonal due to weather and climate conditions and festivals only take place on certain days of the year, specifically in spring. In Quan Lan commune, the period from April to June and from September to November is considered the best time to visit Quan Lan because the cultural tourism activities are mainly associated with festivals taking place during this time.
Minh Chau island commune:
Tourism exploitation time is all year round, because this is a place with a number of tourist attractions with diverse ecosystems such as Bai Tu Long National Park Research Center, Tram forest, Turtle Laying Beach, so besides coming to the beach for tourism and vacation in the summer, Minh Chau will attract research groups to come for tourism combined with research at other times of the year.
d. Sustainability
The sustainability of ecotourism sites in Quan Lan and Minh Chau communes depends on the sensitivity of the ecosystems to climate changes.
landscape. In general, these tourist destinations have a fairly high level of sustainability, because they are natural ecosystems, planned and protected. However, if a large number of tourists gather at certain times, it can exceed the carrying capacity and affect the sustainability of the environment (polluted beaches, damaged trees, animals moving away from their habitats, etc.), then the sustainability of the above ecosystems (natural ecosystems, human ecosystems) will also be affected and become less sustainable.
e. Location and accessibility
Both island communes have ports to take tourists to visit from Van Don wharf:
- Quan Lan – Van Don traffic route:
Phuc Thinh – Viet Anh high-speed boat and Quang Minh high-speed boat, depart at 8am and 2pm from Van Don to Quan Lan, and at 7am and 1pm from Quan Lan to Van Don. There are also wooden boats departing at 7am and 1pm.
- Van Don - Minh Chau traffic route:
Chung Huong high-speed train, Minh Chau train, morning 7:30 and afternoon 13:30 from Van Don to Minh Chau, morning 6:30 and afternoon 13:00 from Minh Chau to Van Don.
f. Infrastructure
Despite receiving investment attention, the issue of infrastructure and technical facilities for tourism on Quan Lan Island is still an issue that needs to be resolved because it has a direct impact on the implementation of ecotourism activities. The minimum conditions for serving tourists such as accommodation, electricity, water, communication, especially medical services, and security work need to be given top priority. Ecotourism spots in Minh Chau commune are assessed to have better infrastructure and technical facilities for tourism because there are quite complete and synchronous conditions for serving tourists, meeting many needs of domestic and foreign tourists.
3.2.1.4. Determine assessment levels and assessment scales
Corresponding to the levels of each criterion, the index is the score of those levels in the order of 4, 3, 2, 1 decreasing according to the standard of each level: very attractive (4), attractive (3), average (2), less attractive (1).
3.2.1.5. Determining the coefficients of the criteria
For the assessment of DLST in the two communes of Quan Lan and Minh Chau islands, the students added evaluation coefficients to show the importance of the criteria and indicators as follows:
Coefficient 3 with criteria: Attractiveness, Exploitation time. These are the 2 most important criteria for attracting tourists to tourism in general and eco-tourism in particular, so they have the highest coefficient.
Coefficient 2 with criteria: Capacity, Infrastructure, Location and accessibility . Because the assessment area is an island commune of Van Don district, the above criteria are selected by the author with appropriate coefficients at the average level.
Coefficient 1 with criteria: Sustainability. Quan Lan has natural and human-made ecotourism sites, with high biodiversity and little impact from local human factors. Most of the ecotourism sites are still wild, so they are highly sustainable.
3.2.1.6. Results of DLST assessment on Quan Lan island
a. Assessment of the potential for natural tourism development
For Minh Chau commune:
+ Natural tourism attractiveness is determined to be very attractive (4 points) and the most important coefficient (coefficient 3), so the score of the Attractiveness criterion is 4 x 3 = 12.
+ Capacity is determined as average (2 points) and the coefficient is quite important (coefficient 2), then the score of Capacity criterion is 2 x 2 = 4.
+ Exploitation time is long (4 points), the most important coefficient (coefficient 3) so the score of the Exploitation time criterion is 4 x 3 = 12.
+ Sustainability is determined as sustainable (4 points), the important coefficient is the average coefficient (coefficient 1), so the score of the Sustainability criterion is 4 x 1 = 4 points
+ Location and accessibility are determined to be quite favorable (2 points), the coefficient is quite important (coefficient 2), the criterion score is 2 x 2 = 4 points.
+ Infrastructure is assessed as good (3 points), the coefficient is quite important (coefficient 2), then the score of the Infrastructure criterion is 3 x 2 = 6 points.
The total score for evaluating DLST in Minh Chau commune according to 6 evaluation criteria is determined as: 12 + 4 + 12 + 4 + 4 + 6 = 42 points

b. Assessment of the potential for humanistic tourism development
For Quan Lan commune:
+ The attractiveness of human tourism is determined to be very attractive (4 points) and the most important coefficient (coefficient 3), so the score of the Attractiveness criterion is 4 x 3 = 12.
+ Capacity is determined to be large (3 points) and the coefficient is quite important (coefficient 2), then the score of the Capacity criterion is 3 x 2 = 6.
+ Mining time is average (3 points), the most important coefficient (coefficient 3) so the score of the Mining time criterion is 3 x 3 = 9.
+ Sustainability is determined as sustainable (4 points), the important coefficient is the average coefficient (coefficient 1), so the score of the Sustainability criterion is 4 x 1 = 4 points.
+ Location and accessibility are determined to be quite favorable (2 points), the coefficient is quite important (coefficient 2), the criterion score is 2 x 2 = 4 points.
+ Infrastructure is rated as average (2 points), the coefficient is quite important (coefficient 2), then the score of the Infrastructure criterion is 2 x 2 = 4 points.
The total score for evaluating DLST in Quan Lan commune according to 6 evaluation criteria is determined as: 12 + 6 + 6 + 4 + 4 + 4 = 36 points.

Basically, both Minh Chau and Quan Lan localities have quite favorable conditions for developing ecotourism. However, Quan Lan commune has more advantages to develop ecotourism in a humanistic direction, because this is an area with many famous historical relics such as Quan Lan Communal House, Quan Lan Pagoda, Temple worshiping the hero Tran Khanh Du, ... along with local festivals held annually such as the wind praying ceremony (March 15), Quan Lan festival (June 10-19); due to its location near the port and long exploitation time, the beaches in Quan Lan commune (especially Quan Lan beach) are no longer hygienic and clean to ensure the needs of tourists coming to relax and swim; this is also an area with many beautiful landscapes such as Got Beo wind pass, Ong Phong head, Voi Voi cave, but the ability to access these places is still very limited (dirt hill road, lots of gravel and rocks), especially during rainy and windy times; In addition, other natural resources such as mangrove forests and sea worms have not been really exploited for tourism purposes and ecotourism development. On the contrary, Minh Chau commune has more advantages in developing ecotourism in the direction of natural tourism, this is an area with diverse ecosystems such as at Rua De Beach, Bai Tu Long National Park Conservation Center...; Minh Chau beach is highly appreciated for its natural beauty and cleanliness, ranked in the top ten most beautiful beaches in Vietnam; Minh Chau commune is also home to Tram forest with a large area and a purity of up to 90%, suitable for building bridges through the forest (a very effective type of natural ecotourism currently applied by many countries) for tourists to sightsee, as well as for the purpose of studying and researching.

3.2.2. Using SWOT matrix to evaluate Quan Lan island tourism
General assessment of current tourism activities of Quan Lan island is shown through the following SWOT matrix:
Table 3.5: SWOT matrix evaluating tourism activities on Quan Lan island
Internal agent
Strengths- There is a lot of potential for tourism development, especially natural ecotourism and humanistic ecotourism.- The unskilled labor force is relatively abundant.- resource environmentunpolluted, still
Weaknesses- Poorly developed infrastructure, especially traffic routes to tourist destinations on the island.- The team of professional staff is still weak.- Tourism products in general
quite wild, originalintact
general and DLST in particularalone is monotonous.
External agents
Opportunity- Tourism is a key industry in the socio-economic development strategy of the province and Van Don economic zone.- Quan Lan was selected as a pilot area for eco-tourism development within the framework of the green growth project between Quang Ninh province and the Japanese organization JICA.- The flow of tourists and especially ecotourism in the world tends toincreasing
Challenge- Weather and climate change abnormally.- Competition in tourism products is increasingly fierce, especially with other localities in the province such as Ha Long, Mong Cai...- Awareness of tourists, especially domestic tourists, about ecotourism and nature conservation is not high.
Through summary analysis using SWOT matrix we see that:
To exploit strengths and take advantage of opportunities, it is necessary to:
- Diversify products and service types (build more tourism routes aimed at specific needs of tourists: experiential tourism immersed in nature, spiritual cultural tourism...)
- Effective exploitation of resources and differentiated products (natural resources and human resources)

a fairly new phrase, unexploited or rather we still do not really understand all the aspects and strengths that this type can bring.
While street festivals around the world are characterized by vibrant dances and passionate dances, in Vietnam, these festivals are still purely performance-oriented, focusing on the festival, with little integration or attraction for viewers into the festival atmosphere. That is understandable because between cultures

The East and the West have many differences, especially in psychology and lifestyle.
Through some festivals held in our country such as Ha Long Carnival, Da Lat Flower Festival... we have received many positive effects and positive reactions from tourists and people. However, a problem that arises to create a truly vibrant and impressive atmosphere is to convey and highlight the traditional cultural features of the people and regions where the festival is held. Because it is the factor that creates the difference to attract tourists.
For Vietnam, a country with a long-standing culture rich in identity, carrying within itself the historical flow of the past and present. If we do not know how to use that as a strength to preserve and exploit, it is a pity. Because the attraction of the festival is that tourists are attracted by some of the cultural characteristics of that nation, that region.
With the festivals that have been held in our country, the festival part is not really exciting, the organization time is short, due to lack of experience in organizing, the festival is still quite superficial and somewhat vague although it has been invested quite elaborately.
As a country with many advantages in both natural resources and human resources. It is a good condition for the Vietnamese tourism industry to develop as well as build
To build and organize new and unique types of tourism. In order for the "Street Festival" to truly become a new playground that brings high efficiency to the tourism industry, it needs to be invested in, exploited and researched for application in many regions. Consider it as an independent program with the Festival or a large tourism festival. If we know how to promote that advantage, the Vietnamese tourism industry will certainly develop more and more and create a unique brand of Vietnam.
CHAPTER 3
RESEARCHING ABOUT THE HA LONG CARNAVALS THAT HAVE BEEN ORGANIZED OVER THE YEARS AND EVALUATING THEIR SIGNIFICANCE FOR TOURISM ACTIVITIES IN QUANG NINH
3.1. General introduction to Quang Ninh
Quang Ninh has an area of 5,938km2, population in 2004 was 1,076.2 thousand people, provincial capital is Ha Long city and districts are: Cam Pha town, Uong Bi town, Mong Cai town, Binh Lieu district, Hai Ha, Tien Yen, Ba Che, Van Don, Yen Hung, Dong Trieu, Hoanh Bo...
Quang Ninh is a province located in the Northeast of Vietnam. The north borders China with a 170km long border, the south borders Hai Phong, the east borders the Gulf of Tonkin with a 250km long coastline, the west borders Lang Son, Bac Giang and Hai Duong provinces. The province's location is convenient for transportation and has strategic significance in national defense and economic development.
Quang Ninh is a province with diverse terrain including mountains, plains and a potential sea area. There is a coal mine with reserves of over 3 billion tons, accounting for 90% of the country's coal reserves. There are many limestone mountains, mineral water, clay. The province also has Ha Long Bay, which was recognized by UNESCO as a World Natural Heritage twice with exceptional criteria in 1994 and geology and geomorphology in 2000. There is Bai Tu Long Bay, Bai Tu Long National Park where many historical and cultural relics are preserved. This is a great tourism potential of the country with famous attractions such as: Bai Chay, Ti Top Island, Quan Lan Island, Tuan Chau Island, Yen Tu Pagoda:
"A hundred years of virtue and practice
"If you have not been to Yen Tu, you have not achieved the results of your practice"
Not only that, Quang Ninh is also an ancient land. Archaeological relics in Tan Mai, Cua Luc and some islands show that this place dates back about 3000 years, in the early Paleolithic period, when people lived. There are many ethnic groups here, each with its own customs and practices, but all of them are
Unite to build and protect the homeland. This land has witnessed many glorious victories against foreign invaders, especially the historic Bach Dang victory, which defeated the Yuan invaders in the 13th century.
That heroic tradition has been deeply imprinted in the cultural identity of the coastal residents of Quang Ninh. Every year, many festivals are held in localities in the province to commemorate those events such as: Quan Lan communal house festival...
In short, this is a land that converges many conditions for development not only in terms of economy but also in terms of tourism - one of the annual activities that brings a huge source of revenue to the province. Making Quang Ninh a promising land to attract tourists, a great tourism potential of the whole country. Especially the organization of Ha Long Carnival, the foundation to create a brand for Quang Ninh Tourism to increasingly develop and expand domestically and internationally.
3.2 Reasons for organization
Since becoming a World Natural Heritage, Ha Long Bay is no longer a property of Vietnam alone. Therefore, what to do to widely share the value of the Heritage, so that international tourists can visit Ha Long Bay, more and more, thereby contributing to socio-economic development is identified by the province as a great responsibility. In many efforts to realize the above goal, Ha Long Tourism Festival, with the focus being Ha Long Carnaval, is increasingly expected by tourists and people as an ideal meeting place, a gathering place for tourists from all over the world, and the beginning of fruitful tourist seasons...
Indeed, nature has given this land many favors, because in addition to the world-famous Ha Long Bay World Natural Heritage, this place also has 541 tangible cultural heritages such as communal houses, temples, pagodas, shrines, and scenic spots. Folk art forms such as "hat dum" in spring from ancient times, the Cau Ngu scenery of the people of Quang Ninh coastal area. It is also a factor that urges the province to organize this special event to promote to tourists more deeply about the cultural beauty of this place.
Thanks to its position as the home to the famous world heritage site of Ha Long Bay - a place that converges many values of great significance, Quang Ninh has the potential to develop diverse types of tourism such as: sightseeing tourism, sea tourism, cultural tourism, eco-tourism.
Ecotourism, adventure tourism, research tourism... In addition to the formation and use of tourist areas such as Tuan Chau, Yen Tu, Hoang Gia, Bai Dai, Tra Co - Mong Cai... have created the premise for the idea of organizing the Carnaval event. Because when visitors come to the Festival, they not only have the opportunity to enjoy, learn and participate in the festival, but they also have the opportunity to participate in many other activities here.
International cooperation in tourism development in Quang Ninh has been and is being strengthened, in which the connection and cooperation with localities and international friends of Quang Ninh is quite close and good. Such as with the provinces: Hainan, Guilin
, Beihai - China, Laos, Indonesia, India, Korea... Based on that advantage, if Quang Ninh organizes the Ha Long Carnival, it can invite countries to participate as well as become partners of Quang Ninh in linking tours and routes to ensure mutual benefits. Through that, Quang Ninh's tourism activities will have many opportunities to develop and learn from experiences from other provinces and different countries.
Quang Ninh has all the advantages of friendly people, beautiful nature and unique and diverse cultural identity, especially Ha Long Bay. It is a fundamental reason for Quang Ninh to decide to organize this new event.
In particular, the province is promoting and encouraging the socialization of tourism, calling on economic sectors, large enterprises, domestic and international investors to join hands in comprehensive cooperation with Quang Ninh, together building and developing the market, aiming to build a professional brand of "Quang Ninh Tourism". And the province's decision to organize the Ha Long Carnival event is also one of the reasons to realize that.
The reason why Quang Ninh chose the Carnaval type to organize instead of other types is because: unlike the previously organized Tourism Festival programs that often focused on the ceremony, this type of Carnaval operates in a more "dynamic" manner. It has a new style, a new look with many unique art performances and the participation of many domestic and international art troupes... And the special thing is that the people and tourists are the main subjects.
in open spaces, blending traditional and modern cultural values, the beauty of people and nature
Quang Ninh is a province with strong economic potential, located in the 3 poles of the economic growth triangle of the Northern region, the "Black Gold of the Fatherland". With full conditions of resources, human resources, resources and especially finance, organizing a large-scale and magnificent event like Carnaval is not too difficult. Because for provinces and cities with favorable natural conditions, cultural capital, heritage is highly appreciated not only at the national level but also at the world level. When having such unique values, but not knowing how to exploit and exploiting them poorly, surely, everyone will say that it is a pity. And Quang Ninh's bold organization of this event is considered very wise and has created very good effects.
All of the above reasons are the motivation for the Provincial Leadership Board as well as the departments to boldly organize this event. In order to create a new image as well as a new direction for tourism activities here to increasingly promote the inherent tourism potential.
3.3 Objectives and conditions when organizing Ha Long Carnival
33.1 Organizational objectives
As we all know, for many years now, Quang Ninh has been one of the localities that has maintained the annual tourism festivals well and developed them into a traditional activity of the province. In 2007, in the Ha Long Tourism Festival program, the province successfully organized the Street Tourism Festival (Carnaval) for the first time to promote the image of Ha Long tourism. Quang Ninh has attracted a large number of domestic and foreign tourists to Ha Long. Each year, Ha Long Carnival has its own characteristics and highlights. And the highlight of the Ha Long Tourism Festival 2007 is to demonstrate the appearance of a new Quang Ninh that is dynamic in the integration process and flexible in all economic conditions, giving visitors fresher and more impressive feelings about Ha Long - Quang Ninh.
Entering 2008, Ha Long - Quang Ninh with changes and breakthroughs
The most miraculous discovery is that Ha Long Bay is one of the scenic spots of Vietnam named in the list of 7 world wonders voted by the New Open World organization, which promises a new and successful tourist season. The Ha Long Tourism Festival 2008 takes place at a very important time in that voting race. Within the framework of the festival, a grand Carnaval program is organized not only to carry out the sustainable development goal of the first year of organizing the Ha Long Carnaval 2007 to attract visitors, but its highlight is to create a special propaganda and promotion event about Ha Long Bay, focusing the attention of the masses at home and abroad to Quang Ninh, voting for Ha Long Bay as a world wonder. And through this Carnaval to create a unique brand of Quang Ninh.
Therefore, after the first organization of the Ha Long Carnival 2007, Quang Ninh continued to organize this event in the following years. But each year the Carnival was organized in a different style with new and more attractive features. In the third year - 2009, all activities of the opening ceremony were directed towards the main theme "Ha Long Wonder - Rendezvous". The program attracted the audience right from the preparation stage when thousands of actors and animators gathered on the road, outside the main stage area. From local people to tourists, everyone eagerly awaited the opening time, lining up two hours in advance. It can be seen that Ha Long Carnival has truly become an expectation of many people and tourists every time it is organized, although they may have seen it last year, but next year they still do not want to miss this bustling, vibrant and attractive street activity.
And this year, 2010, is considered the most anticipated year of the Ha Long Carnival with the theme of the “1000th anniversary of Thang Long – Hanoi” festival. This is the largest festival ever organized, demonstrating the high level of socialization and the rich cultural diversity of the mining region.
It can be affirmed that the long-term goal of organizing the Ha Long Carnival is to preserve and sustainably promote the potential values of the World Natural Heritage Ha Long Bay, cultural and historical values for today and forever.
The development platform for tourism activities makes Quang Ninh increasingly become an attractive brand and destination for many tourists.
3.3.2 Organizational conditions
Organizational conditions are always the top consideration, because only when all conditions and influencing factors are fully ensured can the festival tourism activity take place.
A festival tourism activity when held in a certain place and at a certain time, natural resources are a prerequisite because with resources there can be tourism activities.
“Carnaval” is a community art performance activity taking place on the streets, including main activities such as parades, processions, performances of traditional cultural and artistic programs, folk games, etc.
*Favorable
For a Carnival to be organized, it must have many factors, not just resources. Because the success of a street festival is the gathering and guarantee of conditions such as: Security forces, technical facilities for tourism... moreover, the main content of Carnival is parades and street performances, so artistic activities are an important factor in making the festival.
Ha Long Carnival is held in Ha Long City - Quang Ninh on the shore of Ha Long Bay heritage. The site has been recognized twice by Unesco as a World Natural Heritage with outstanding values (in 1994) and geological and geomorphological values (in 2000) - a rare heritage of humanity. In particular, this is a site on the list of seven natural wonders of the world voted by the New Open World organization. Therefore, when Ha Long Carnival is held, it not only aims to attract visitors, but also has great significance in promoting and mobilizing people to vote for Ha Long Bay and join hands to protect and preserve this priceless natural heritage.
Quang Ninh is one of the three poles of the tourism growth triangle of the Northern tourism region: Hanoi - Hai Phong - Quang Ninh. And Ha Long city is the economic, political and cultural center of the province. In addition to factors such as: Transportation
