2.1. General overview of administrative boundaries of Cam Xuyen district - Ha Tinh
2.1.1. Geographical location of Ha Tinh province
Ha Tinh is located in the North Central region, with coordinates 17 53'50" - 18 45'40" North latitude and 105 05'50" - 106 29'40" East longitude. Area of Ha Tinh: 605km2, accounting for about 1.7% of the country's area.
Currently, Ha Tinh's administrative units include Ha Tinh City, Hong Linh Town and 10 districts: Nghi Xuan, Duc Tho, Huong Son, Vu Quang, Huong Khe, Can Loc, Thach Ha, Loc Ha, Cam Xuyen, Ky Anh.
Ha Tinh borders Nghe An province to the north, Quang Binh province to the south, Laos to the west and the East Sea to the east. Ha Tinh is 340km from Hanoi, 348km from Hue and 451km from Da Nang. Cam Xuyen is a district in the East of Ha Tinh. The North borders Ha Tinh city and Thach Ha district. The South borders Ky Anh district. The West borders Huong Khe district. The Southwest borders Quang Binh province. The East borders the sea.
The entire Cam Xuyen district has 25 communes and 2 towns. The natural area is 635.6km2, of which agricultural land accounts for nearly 130km2.
In the district, National Highway 1A passes through 11 communes and 1 town with a length of 25 km. 5 coastal communes with a length of 18 km, including Thien Cam beach, a resort being planned to become a National Tourist Area with an area of 1,570 ha, including 2 3-star hotels, many rooms qualified to welcome international guests.
Cam Xuyen is also a district with many large irrigation works such as: Ke Go Lake with 340 million m3 of water, Song Rac Lake with 110 million m3 of water and many other small lakes and dams. The district has 4 main rivers including: Ngan Mo River, Rac River, Gia Hoi River and Quen River.
2.2.2. History
Cam Xuyen district in particular and Ha Tinh region in general from the 2nd millennium BC to the 10th century were often referred to under the name Viet Thuong. Viet Thuong existed from the Viet Thuong Thi state to Viet Thuong district, repeating itself in history as an administrative unit, affirming the long-standing existence of this land of talented people.
Under different dynasties, there were different administrative arrangements, but it can be affirmed that: From the 15th to 17th centuries, Cam Xuyen district belonged to the northwestern half of Ky Hoa district, Ha Hoa prefecture, town (Thua Tuyen) Nghe An. Also from 1837, Ky Hoa district was divided into 2 districts, Ky Hoa and Hoa Xuyen, in 1841 Ky Hoa was changed to Ky Anh and Hoa Xuyen to Cam Xuyen. Mountains and hills: Occupying about 60% of the natural area, distributed to the south of the district. Starting from Cam Thach - Cam My - Cam Quan communes and Cam Thinh - Cam Lac - Cam Minh communes. Along with that system is a system of separate mountain blocks, located between the plains and the coast, creating medium-sized mountain ranges such as Thanh mountain (Cam Thach commune), Nhuoc Thach mountain (Cam Quang commune), Trooc mountain (Cam Huy commune), Tron mountain in Cam Duong, Hoi mountain in Cam Xuyen town, Thien Cam mountain in Thien Cam town and some mountains in Cam Linh commune (Ba Coi, Chai mountain...).

Hill, sand dune and plain system: The low hill system on Cam Xuyen land belongs to the foothills of Hoanh Son Tay mountain, belonging to the communes of Cam Thach, Cam My, Cam Quang, Cam Thinh, Cam Son, Cam Lac, Cam Minh. However, under the impact of human activities in logging and land reclamation for cultivation, the land in this area has been eroded, turning into bare hills.
The plain terrain of Cam Xuyen only accounts for 2/5 of the total natural area of the district, lying in a long strip running from West to East. The plain is divided into many types and is distributed throughout the communes.
Sea and islands: The sea is located in the northeast of Cam Xuyen district, stretching from Thach Hoi commune to Cam Hoa commune, through Cam Duong commune, Thien Cam town, Cam Nhuong commune, Cam Linh commune. The coastline is 28km long.
In Cam Xuyen, the coastal area of Cam Nhuong plays a very important role because this is the confluence of two river systems, Ngan Mo and Rac, which flow into the river.
