To promote tourism activities in the province in the coming time, in addition to the projects that have been implemented such as the project to restore historical sites of the Dien Bien campaign, the project to develop Homestay tourism clusters for ethnic minorities in the area. From now until the end of 2020 and 2030, Dien Bien province will continue to implement four important project groups including: (1) planning project group; (2) infrastructure development project group; (3) tourism product development project group; (4) tourism development support project group. These are 4 groups that Dien Bien province pays special attention to to promote tourism in the province, contributing to accelerating the process of economic restructuring of the province in the coming time. In particular, the planning project group, as planned to be completed in 2020, will not only contribute to enhancing the tourism image of the province but also create more tourism works for domestic and foreign tourists when coming to Dien Bien.
By 2020, the development of Dien Bien Phu - Pa Khoang Tourist Area will basically meet the criteria of a National Tourist Area. Strive to truly become a National Tourist Area by 2030 with a synchronous system of technical facilities.
modern; high-quality, branded, competitive tourism products, imbued with the cultural characteristics of the Northwest region associated with the values of the special national relic of Dien Bien Phu Battlefield, Pa Khoang Lake and Muong Phang Cultural - Historical Forest to make this National Tourist Area a highlight, a milestone on the tourist route through the Northwest, creating a driving force to promote sustainable tourism and socio-economic development of Dien Bien province, the Northern Midlands and Mountains region and the whole country. Among them, the long-term strategic projects expected to be completed by 2030 at the latest are also of great interest to the province. The province has assigned the Department of Culture, Sports and the Department of Planning and Investment to coordinate with the Department of Finance in implementing these projects. To ensure the progress of projects according to plan, the province requires that these projects must be closely monitored in terms of both time and workload. In addition, the province also requires specific reports on the progress of projects in annual phases so as not to delay the progress of project implementation.
Based on the Master Plan for Tourism Development in Dien Bien Province, the government has developed specific plans for functional areas in tourist areas, tourist spots with natural tourism resources, and tourism development investment projects in the city. This plan is also the basis for directing and managing the development of tourism development plans in Dien Bien in the following stages. Dien Bien has developed a list of projects calling for investment in tourist areas such as Pa Khoang Tourist Area, Muong Phang Eco-tourism Area, Huoi Pha. Recently, the province has focused on planning a number of entertainment areas, but these projects are mainly concentrated in the city center. Currently, entertainment and sports facilities, projects under construction and about to be completed and put into use will enrich the tourism product system of Dien Bien, contributing to sustainable tourism development.
3.3.2. Current status of implementation of mechanisms and policies on tourism activities in Dien Bien province
With the aim of promoting tourism activities and making tourism a key economic sector of the locality, Dien Bien province has implemented many mechanisms and policies to encourage economic sectors to invest in the tourism sector. In 2019, the province developed and proposed competent authorities to issue specific mechanisms to encourage corporations, general companies, and investors to develop high-end tourism projects in the Dien Bien Phu - Pa Khoang national tourist area according to the planning approved by the Prime Minister. In addition, the province also issued many mechanisms and policies to support the development of companies and enterprises operating in the fields of tourism, services, and trade in the province; mechanisms and policies to allow organizations and individuals to participate in the restoration, upgrading, management, and exploitation of tourist attractions that have been invested from the state budget in the province. Participate in, amend, and supplement documents at the request of competent authorities related to mechanisms and policies for effective tourism development. At the same time, promote administrative reform, especially administrative procedures, towards shortening the time for appraisal, licensing and approval of investment projects; creating a favorable, open, public and transparent legal environment to attract economic sectors to operate tourism services.
