2.1.5. Development orientation

Thang Long Elevator Equipment Group operates on the principle of respecting and preserving the word "TRUST", constantly developing high-quality human resources, improving advanced technology to adapt to changes, perfecting service quality in the best way to become the leading supplier of building equipment in Vietnam, bringing the highest satisfaction to customers, creating sustainable development of the Group.


Target

2.2. Current status of occupational safety and health management at Thang Long Elevator Equipment Group

In April 2014, the Company established a specialized Department for Occupational Safety and Health Management to perform the function of inspecting and supervising occupational safety and health. This is a unit that independently performs the task of managing occupational safety and health and supervising construction works.

Thang Long Elevator Equipment Group is managing occupational safety and hygiene according to OHSAS 18001:2007 standards. In 2018, the Company began to lay the foundation for building an occupational safety and hygiene management system according to OHSAS 18001:2007. In order to ensure that the implementation of occupational safety and hygiene achieves the desired results, the Company has established an OHS Board, whose task is to operate, control, evaluate and improve the Company's occupational safety and hygiene-related activities, in which the Occupational Safety and Hygiene Department is the core force in coordinating with units/departments to build, operate and implement. The Company's occupational safety and hygiene management system is applied in all areas related to occupational safety and hygiene, warranty and maintenance of elevator and escalator systems.


The Company's occupational safety and health management system is built in accordance with the scope of work activities, consistent with the announced Occupational Safety and Health Policy and objectives, as well as ensuring that the management system is regularly and continuously improved. The management system is applied, maintained and improved appropriately and effectively under the inspection and supervision of the Company's leadership representative, with the support and commitment of the Board of Directors and Heads of Departments, Projects and Works to ensure the maintenance of the implementation of the 4 core objectives of the management system, which are:

- Provide a structure for policies, procedures and work instructions.

- Determine the organization, responsibilities and interactions between functional tasks related to OSH.

- Effectively control the organization's operational activities and administrative work to minimize impacts on OSH.

- Provide a basis for technical inspection and meet management requirements.

After 2 years of construction, implementation and evaluation, in March 2020, TLE's Occupational Safety and Health Management System was certified by Bureau Veritas Certification as conforming to OHSAS 18001:2007 standard and granted a certificate valid for 1 year until March 2021.

Currently, the Group's occupational safety and health management is carried out as follows:

2.2.1. Labor Safety and Health Department

To ensure compliance and meet the requirements of the law and the standards of the OSH Management System, the Group's Board of Directors has oriented and paid high attention to the OSH apparatus. In 2014, the Occupational Safety and Construction Supervision Department (OSH & Construction Supervision Department) was established with a total of 8 employees. To further improve the effectiveness of the OSH apparatus, the Quality Supervision and Occupational Safety Department (OSH & Construction Supervision Department) at the OSH Units under the OSH Center, and the OSH network were established.

2.2.1.1. Labor Safety & Construction Supervision Department

Currently, the Labor Safety & Construction Supervision Department consists of 15 employees divided into 2 departments: Labor Safety Management Department and Labor Safety & Construction Supervision Department and is spread across 3 regions: North, Central and South.

Function:

- The Department of Labor Safety & Construction Supervision (DOST & Construction Supervision) is a functional unit that assists the Company's Board of Directors in performing management functions and organizing the implementation of occupational safety and hygiene.

- The Labor Safety and Health Department is also the functional unit that monitors compliance with the Company's rules and regulations for units that manufacture and install elevators and escalators.

- Conduct site inspections as required by the Board of Directors.


Mission:

- Develop regulations, rules, procedures and measures to ensure occupational safety and hygiene, and fire prevention measures.

- Develop, monitor and evaluate the implementation of annual occupational safety and hygiene plans.

- Build and update database of occupational safety and health documents.

- Develop measures to ensure safety and prevent occupational accidents based on the construction and installation measures currently being implemented.

- Organize training and coaching on occupational safety and health according to current regulations, organize internal occupational safety and health training.

- Guide and inspect occupational safety and health work in technical stages of construction, installation, and maintenance of elevator and escalator systems.

- Coordinate with Centers, Departments, and functional Offices to deploy and maintain the application of occupational health and safety management system (OHS) at units.

- Research and search for equipment, tools, and technical support measures to ensure safety in construction, installation, warranty and maintenance.

- Prepare periodic reports to send to the Labor Safety Department of the Department of Labor, Invalids and Social Affairs - Hanoi according to current regulations.

- Supervise the implementation of regulations in the construction, installation, acceptance and handover of elevators and escalators at the project.

- Monitor the implementation of company regulations and requirements on the use of tools, labor supplies, and labor progress at the construction site.

- Check the implementation of regulations and rules on occupational safety and health at the construction site.

- Check occupational safety and fire prevention at the construction warehouse, construction area and machine room.

- Check working hours of construction teams at the site.

- Monitor construction progress due to installation ( based on the plan and construction progress of the TCLĐ Centers when starting construction ) as a basis for comparison and synthesis of monthly construction diary reports.

- Coordinate with the Materials & Warehouse department to control and manage machines/equipment with strict requirements on occupational safety and health. Inspect construction works when requested.

- Supervise the handover of the elevator when the handover conditions are not met ( not ensuring safety during operation, no certificate of handover conditions or work request form ).

- Prevent the use of the elevator system for other units or performing work for the Investor or other units not within the scope of the economic contract without the consent of the Board of Directors.

- Check the delivery of elevator equipment to the construction site.

The company identifies the foundation of occupational safety and health management as the top priority, so occupational safety and health management in all aspects is highly focused on, especially in the direct construction sector. With clear orientation, in the implementation work, the Occupational Safety and Health Inspection apparatus is regularly present at construction sites and projects to coordinate with functional departments/divisions to control occupational safety and health.

2.2.1.2. Department of Quality Control and Labor Safety

- The Quality Control and Labor Safety Department is a semi-professional unit of the Construction and Installation Center that performs the function of managing and organizing the implementation of labor safety and hygiene of the Center.

- The Quality Control and Labor Safety Department has the function of monitoring compliance with regulations, rules, and implementing the Unit's safety plan.

2.2.1.3. Hygiene safety network

Pursuant to the Law on Occupational Safety and Health and necessary practical conditions, the Company established an occupational safety and health network according to Decision No. 01/QD-TLMLATVSV dated December 12, 2019 of the Chairman-General Director. The Company has 153 occupational safety and health officers. The occupational safety and health officers are direct construction and production personnel (concurrently performing occupational safety and health duties). These are workers with experience in production and occupational safety and health work, with knowledge, understanding, health and prestige in construction teams. At the same time, they are exemplary and enthusiastic in implementing occupational safety and health regulations.

2.2.2. The Company's occupational safety and health management policy (Appendix 01)

The Occupational Safety and Health Policy is an important requirement and a prerequisite in the Company's Occupational Safety and Health Management System. The Occupational Safety and Health Policy is built on the foundation of compliance with legal requirements, consistent with the Company's production and business activities and MELCO's Occupational Safety and Health Policy for sales companies.

The Occupational Safety and Health Policy developed and issued by the Company's Board of Directors demonstrates to all employees and customers the importance of safety and health, demonstrates the strong commitment of the Board of Directors, creates a corporate culture that prioritizes safety and health in the business activities of employees under all social circumstances, based on the recognition that safety and health management is a core issue in business management and based on the spirit of respect and human dignity, the commitment to continuously improve the management system to ensure that the Occupational Safety and Health Management System is increasingly perfected and rigorous in the implementation process to satisfy the requirements of customers and related parties.

The OSH policy will be published on the Company's website ensuring that it is accessible to all Company employees and will be displayed in prominent locations. The OSH policy will be made available to relevant parties.

The OSH policy will be reviewed and updated as and when necessary to consider changes in the Company's policies and business operations as well as those of MELCO relating to the sales companies.

The Company conducts its business in accordance with applicable laws and policies - striving to build sustainable products and protect the safety and health of employees, customers and users of MELCO elevator/escalator equipment supplied by the Company in the Vietnamese market.

2.2.3. Hazard identification and risk assessment

Hazard identification, risk analysis and assessment is an important core step of occupational safety and health management. Hazard identification and risk assessment, development of control measures are detailed, specific and clear in approved documents and circulated in the Company. Hazard assessment is carried out and updated at the prescribed frequency or when there are changes in technology, techniques and changes in construction methods. Before implementing construction, installation, warranty and maintenance of projects, relevant units, organizations and individuals must make a plan that takes into account factors such as time, space, working environment conditions, working conditions, and preparation of necessary resources to carry out assigned tasks and duties. To ensure occupational safety and health during construction, work steps are clarified and specific safety requirements are given to limit risks that may occur during the work process.


When developing the initial hazard identification and risk assessment document, the scope and content of work are taken into account, identifying and covering existing and potential risks on the construction site and other relevant areas, specifically:
