Ladders and scaffolding used for working at heights do not ensure safety

- Ladder and scaffolding collapse leading to falls from high places.

- Scaffolding, ladders, materials falling on people causing injury.

- Organize self-inspection at the beginning of the shift to detect errors early for timely correction.

- Develop a safety checklist to inspect scaffolding daily.

- The team leader checks the scaffolding and supports to ensure that the scaffolding is stable enough before workers go to work every day. Whenever damage to the scaffolding or supports is detected, work must be temporarily stopped and immediate action taken.

Only after appropriate corrective action can work be resumed.

- Materials and tools from above fall onto people working below.

- Install a sign system in the work area, use warning tape to delineate dangerous areas with the risk of falling objects.

- Arrange for support and warning of workers passing through the construction area.

- Provide tool bags for workers

3.2.2. Organizational and administrative solutions

- Arrange workers who are healthy enough to work at height, workers who do not have diseases such as heart disease, blood pressure or poor eyesight,...

- Organize workers to take turns doing work in unfavorable, cramped spaces, with constrained working postures, not letting one person repeat a difficult job over and over again, avoiding the situation where one worker has to constantly work in an unfavorable space.

- Survey the workers' working positions and arrange the work so that workers do not have to move or change work positions many times during the shift.

- Build, supplement and perfect safe working procedures.

Requirements and conditions for people working at height

+ Age 18 and over

+ Have a health certificate issued by a health authority

+ Must have a health check at least once a year.

+ Pregnant women must have a health check-up at least once a year.

+ Pregnant women, people with heart disease, vascular disease, deafness or poor eyesight are not allowed to work at heights.

+ Have a certificate of occupational safety training confirmed by the project manager

+ Fully equipped with personal protective equipment suitable for working conditions according to regulations

Conduct safety monitoring and inspection when working at height

+ Technical officers in charge of construction, team leaders and specialized officers in charge of labor safety are responsible for regularly monitoring and checking labor safety conditions for work at heights to promptly detect and prevent unsafe working conditions.

+ Every day, before working, check the safety at the worker's work location, including checking the condition of scaffolding, working floors, ladders, safety railings and other means of working at height.

+ Instructions on how to hook safety ropes for workers.

+ Regularly check the correct use of personal protective equipment such as seat belts, hard hats, shoes and protective clothing.

+ Monitor and remind workers to comply with labor discipline and labor safety regulations when working at height. In case workers continue to violate labor safety regulations after being reminded, they will be re-educated and re-examined on labor safety, or disciplined according to regulations.

3.2.3. Technical measures

Safety measures to prevent falls from heights must be studied, proposed and established together with the design of construction measures. To prevent falls from heights, the most basic measure is to equip safety railings or scaffolding to create safe working conditions.

- At work locations at heights without safety railings, workers must be equipped with safety harnesses, for example when working on roofs.

- Safety ropes as well as extension ropes, before first use, must be tested for durability with a force of about 300kg for 5 minutes. Only if safety is guaranteed will they be issued to workers. Check and test periodically every six months or when there is doubt about the rope quality (frayed, rotten or frayed due to friction, etc.)

*Safe working with ladders

- The ladder system must be securely anchored to the ground to prevent the ladder from tipping over when a horizontal load suddenly appears (due to strong winds or collision with vehicles or machines) and the wheels at the foot of the ladder must have a braking system.

- When setting up a ladder, the angle of the ladder to the horizontal should be about 75 degrees , or the ratio between height and width when setting up the ladder should be 4:1, which is most reasonable.
