Organizations and individuals organizing flight activities must submit an application for a flight license. The application for a flight license includes the following documents:

- Application for flight license in Vietnamese and English (according to the form attached to Decree 79/2011/ND-CP)

- Technical documents on aircraft, including photos of the aircraft or aircraft model and a description of the aviation technical features of that aircraft or aircraft (according to form No. 2/TLKTPTB);

- License or legal authorization allowing aircraft and flying vehicles to take off and land at airports, areas on land or water;

Flight permit content

The contents of the flight permit include:

- Name, address, contact phone number of the organization or individual licensed to fly.

- Identification characteristics of aircraft and flying vehicles (including appendix with photos and explanations of technical features of the aircraft or flying vehicle).

- Area where flight activities are organized, flight direction, flight trail.

- Purpose, duration, time of flight organization.

- Regulations on flight coordination notification; designation of flight management, supervision or control agency.

- Other security and defense restrictions and regulations.

* Licensing authority

The authority to grant licenses, refuse, and suspend flight operations is stipulated in Clause 1, Article 8 of Decree 36/2008/ND-CP as follows:

- The Operations Department - General Staff grants or refuses to grant licenses for flights of unmanned aircraft, unmanned balloons, flying models, and manned balloons that do not take off or land from airports open for civil use.

* Submit application

Once you have prepared all the documents, you can submit your application in one of two ways:

- Method 1 : Submit application directly at the office of the Department of Operations - Ministry of National Defense, address: No. 1 Nguyen Tri Phuong, Ba Dinh District, Hanoi

- Method 2 : Send documents by post to the address: Ministry of National Defense - No. 1 Nguyen Tri Phuong, Ba Dinh District, Hanoi.

Note: During the process of applying for a flycam/drone flight license:

- Complete documents must be sent to the Operations Department at least 14 days before the scheduled date of the flights;

- At least 10 days before the scheduled date of flight organization, organizations and individuals must submit an application to amend the flight permit to the Department of Operations - General Staff.

- Individuals/organizations flying flycam/drones without a license will have their flying vehicle confiscated and will be prosecuted for related violations.

* Duration of flight license

- Normally, for using flycam/drone for events such as filming, taking photos, temporary events, etc., flight permits are only granted for 1-2 days.

- For the use of flycam/drone for construction of large projects, a flight permit can be applied for for a maximum of 90 days.

- For seasonal agricultural aircraft, flight permits can be applied for for up to 6 months.

* Documents to bring when exploiting and using flycam


- Flight permit issued by the Operations Department - General Staff.

- Records and documents proving the legality of agencies, organizations and individuals operating unmanned aircraft and ultralight aircraft (hereinafter referred to as Operators) include:

+ Identity card, or personal identification number (if any), or passport;

+ Business license, license to operate press, film, take photos, tour guide; license or certificate to operate aircraft or flying vehicles (if any).

- Records and documents proving the legality of unmanned aircraft and ultralight aircraft include: Authorization to use license, import license, invoice for purchase of aircraft, aircraft, aircraft insurance, registration, inspection (if any).

- In case of operating unmanned aircraft and ultralight aircraft in an airspace area with a width of ten (10) kilometers from the national border to the interior of Vietnam; The operator must provide a flight area diagram, determine the distance of the nearest flight path to the border, flight control method, communication equipment, navigation, positioning equipment, and hanging equipment (if any).

- In case of operating unmanned aircraft and ultralight aircraft in adjacent areas or within the working areas of agencies of the Party, State, National Assembly, Government, Ministry of National Defense, Ministry of Public Security, People's Committees of provinces and centrally run cities and defense and security areas, the Operator must have written approval from the competent state agency (directly managing and protecting the above area).

Ability to fly and transmit images

- Mavic 2 Zoom is equipped with noise-reducing wings, the machine has a maximum speed of 72 km/h, maximum flight time of 31 minutes with a 3850 mah battery.

- Mavic 2 Zoom is equipped with Ocusync 2.0 technology with the ability to transmit 1080p images with a maximum range of 8 km. Along with the use of both 2.4 Ghz and 5.8 Ghz waves, Mavic 2 Zoom helps minimize interference and optimize signal transmission.

- Mavic 2 Zoom is equipped with APAS pilot assistance technology, this technology will calculate the collision distance and actively help the pilot avoid obstacles when flying. With 6-way sensors around the machine: Up, down, front, back, left, right.

Front Sensor:

- Dual sensor camera system. Accurate measurement range up to 20 meters. Detection range is 20-40 meters. Able to detect obstacles and stop in time when flying at speeds up to 50.4 km/h.


Rear sensor:

- Dual sensor camera system.

Image quality

3.2.5. Drone training plan for departments

For machinery and equipment with strict safety requirements such as forklifts, hoists, cranes, oil heaters, elevators, etc., there are clear regulations on operating conditions and a specific list of machinery types. Therefore, the management, organization and training of these subjects is quite easy, without too many difficulties, because these subjects have specific and clear legal bases to rely on and apply. The content and training program for the group of subjects operating machinery and equipment requiring vocational certificates or machinery and equipment with strict safety requirements are available and can be easily trained and certified with full legal value by hiring a training service provider for workers. However, for the use of Drones, there are currently no specific regulations on the conditions of operators, as well as the certificates required to operate it. Therefore, if businesses want to use drones to serve


Construction supervision or any other field must develop its own training process and set standards for training employees to use drones at the company, to ensure a certain basis for determining the ability of employees to operate drones, as well as ensure safety, reputation and protect the company's assets.

Plan 1 : Register the safety department and other departments that need to use drones to participate in Drone control training courses organized by training service centers.

Plan 2 : Build your own training program

Step 1 : Choose a trainer

+ Trainer : People who have been trained to fly drones at a training service center, have a certificate of completion of a Drone flying course and have 4 years or more of experience using drones will be considered to become internal trainers for the company (Subsidy of 1 million/month).

+ Depending on the actual situation at the company or construction project, those who have taken the drone training course at the training center will meet and discuss and build a self-training program that is reasonable and suitable for the conditions at the project.

Step 2 : Build an internal training program

Based on the reality and conditions of the company, those who have participated and completed the flycam/drone training course will be gathered to discuss, contribute ideas and build reasonable content for the training program.
