Building a Grassroots Party Organization in an Enterprise Must Ensure Correct Principles, Appropriateness to the Characteristics, Requirements, and Tasks of Each Enterprise

Enterprises, cadres and party members in the work of building a strong and disciplined working environment in enterprises of all economic sectors in the whole province have had many positive changes, becoming routine, contributing to consolidating and improving the qualifications and political capacity of cadres, party members and business owners, creating high unity within the Party and consensus in society.

The Ha Tinh Provincial Party Committee has issued resolutions, directives, projects and plans to improve the quality of Party organization, promptly overcome the limitations in the awareness of cadres, party members and business owners on the work of building Party organization in enterprises of all economic sectors, specifically: Resolution of the 17th and 18th Provincial Party Congresses, Directive No. 17-CT/TU, dated December 9, 2011 of the Provincial Party Committee Standing Committee on strengthening the work of building the Party and people's organizations in private enterprises and enterprises with foreign investment capital. Especially Resolution No. 07-NQ/TU, dated April 27, 2018 of the Provincial Party Committee Standing Committee on strengthening the work of building the Party and people's organizations in enterprises in Ha Tinh until 2025 and the following years; Directive No. 32-CT/TU, dated May 6, 2019 of the Provincial Party Standing Committee on strengthening the Party's leadership in innovation, improving the quality and efficiency of business operations in the province.

From there, strengthen the direction of education and propaganda work through the education and training system, through professional training for business owners and cadres and party members; through the mass media system such as radio, television, newspapers, etc., making all business owners and cadres and party members clearly aware of the position and role of the Party organization in enterprises of all economic sectors , especially the task of building a strong Party organization in enterprises. Always uphold the spirit and responsibility, have a unified awareness in performing the central political task, thereby creating political determination and determination in action to carry out the work of building a Party organization in enterprises of all economic sectors.

On the basis of the Resolutions and Directives of the Central Committee and the Provincial Party Committee; the Provincial Party Committee Standing Committee has focused on directing units to deploy and organize implementation. In the process of organizing and implementing the work of building the Party organization in enterprises of all economic sectors, Party committees at all levels have regularly provided training, updated new information and knowledge, improved political awareness, ideology, ethics, lifestyle, and working capacity for cadres, party members, and business owners to meet requirements and tasks. The District, Town, and City Political Centers have opened classes such as: political theory training for Party admission, political theory training for new party members, and training courses on programs and topics, with a participation rate of over 95%. Tran Phu Political School has coordinated with Party committees at all levels to open intermediate political theory and administrative classes, training programs, and updated new knowledge for business owners at the grassroots level to help students improve their professional skills and understand the Party's guidelines, policies, and guidelines.

From the awareness and responsibility of business owners, cadres and party members about the position and role of the Party organization in enterprises of all economic sectors is always respected, so the quality of the work of building the Party organization in enterprises of all economic sectors in the province is increasingly improved, the rate of Party organization in enterprises of all economic sectors achieving good corporate governance increases, the rate of weak Party organization

In addition to the achieved results, the awareness of the position and role of the Party Central Committee in enterprises of all economic sectors among some business owners, cadres and party members still has certain limitations such as: some business owners, cadres and party members do not fully understand the position and role of the Party Central Committee and the need to study political theory. The work of implementing the study of the Party's Resolutions and Directives is sometimes not implemented promptly and fully by business leaders and grassroots party committees in accordance with the regulations and instructions of the Provincial Party Committee and Party Committee. The training and coaching to improve the professional qualifications of Party work and update knowledge on economics, socio-politics and law for grassroots party committees, business owners, cadres and party members has not received due attention from Party committees at all levels.

In order to raise awareness and responsibility of business owners, cadres and party members about the position and role of TCCSĐ in enterprises of all economic sectors; in the coming years, the Ha Tinh Provincial Party Committee needs to implement well the following issues:

Firstly , organize training courses, professional development, scientific seminars on building a strong and transparent organizational structure in enterprises; thoroughly understand and educate about the position, role, and importance of organizational structure in enterprises of all economic sectors to raise awareness for business owners, cadres, and party members. Consider this a particularly important and urgent content in the process of leading the building of organizational structure in enterprises of all economic sectors of the Ha Tinh Provincial Party Committee. On that basis, propose policies, measures, and leadership that are appropriate to the characteristics and situation of each organizational structure in enterprises of all economic sectors.

Second , Party committees at all levels need to strictly implement regulations, study regimes, and thoroughly grasp the Party's directives and resolutions, combined with providing information and updating new knowledge for business owners and cadres and Party members to firmly grasp the Party's policies and guidelines on building grassroots organizations in general and building grassroots organizations in enterprises of all economic sectors in particular; knowing how to flexibly, creatively, and appropriately apply them in the process of leading the building of grassroots organizations in enterprises of all economic sectors of the Provincial Party Committee.

Third , promptly commend and reward exemplary party organizations, cadres, party members, and business owners who perform well in the task of building a grassroots organization; at the same time, give comments and severely criticize cadres, party members, and business owners who show signs of negligence, underestimating the role of grassroots organization and the task of building grassroots organization in enterprises of all economic sectors.

4.2.2. Building grassroots party organizations in enterprises must ensure correct principles and be consistent with the characteristics, requirements, and tasks of each enterprise.

Building a Party organization in an enterprise must ensure principles, respecting "democratic centralism" as the basic principle in Party building, to suit the characteristics, requirements and tasks of each enterprise, because:

An enterprise is an economic organization with its own name, assets, and a stable transaction office, registered in accordance with the law, for the purpose of conducting business activities. Thus, an enterprise is a for-profit economic organization, although in reality some business organizations have activities that are not entirely for profit. Types of enterprises include: state-owned enterprises and non-state enterprises.

The Party's Resolution has identified Vietnamese enterprises as the core force in socio-economic development, industrialization and modernization, and building an independent and autonomous economy in the context of globalization and international integration. In a socialist-oriented market economy, strengthening the work of Party building and people's organizations in all types of enterprises is of great significance, in order not to

Stop enhancing the role of the Party organization in leading economic development and promoting the people's mastery, building socialist democracy; is an objective requirement of the cause of building socialism itself, is an inevitable condition, ensuring the success of the cause of industrialization and modernization of the country. However, it is necessary to ensure the principles of the Party and be consistent with the characteristics, requirements and tasks of each enterprise.

President Ho Chi Minh pointed out: “The root organization of the Party is the Party cell. The Party cell is led by the Party Committee; Party members are under the leadership of the Party Committee. All Party members, all levels, and organizations are united according to a certain principle. That principle is democratic centralism” [100, p.286]. “… If the Party cell is good, the cooperative is good, if the Party cell is bad, the cooperative is bad. That is the common experience” [102, p.250].

President Ho Chi Minh also always paid attention to the principles of Party building. President Ho Chi Minh advised: “... To do that, what principles must be firmly grasped? First, the principle of internal solidarity. Second, the principle of collective leadership and individual responsibility. To do that well, what else is needed? Internal democracy. What else is needed to have good internal democracy? Criticism and self-criticism. This is related to the other. If you do that well, you must make the people know, understand, and realize that you are the masters of the country and the masters of the cooperatives. All people must understand that. Once you understand that, you must be frugal in building the country and frugal in building socialism. In the army, you must be frugal in building the army. In enterprises, you must be frugal in building enterprises. In the countryside, you must be frugal in building cooperatives. That is its path” [102, p.252].

Thoroughly implementing President Ho Chi Minh's teachings, the Party affirms: "Resolutely uphold the principles in Party building work. Enhance the Party's governing capacity and ensure the Party's leadership is effective and efficient; maintain the political mettle of the Party, Party organizations, cadres and Party members" [67, p.199].

The Central Committee has issued many Resolutions, Directives, Guidelines, and Regulations on strengthening Party building and developing Party organizations and mass organizations in all types of enterprises. In particular, Directive No. 07-CT/TW of the 8th Politburo “On strengthening the work of building the Party and mass organizations in private enterprises, limited liability companies, private joint stock companies (hereinafter referred to as private enterprises) and enterprises with foreign investment capital” and Conclusion No. 80-KL/TW dated July 29, 2010 of the 10th Secretariat on continuing to promote the implementation of Directive No. 07-CT/TW of the 8th Politburo.

In practice from 2010 to 2020, the Ha Tinh Provincial Party Committee has focused on consolidating and building Party organizations in enterprises of all economic sectors, always ensuring the right principles, in accordance with the characteristics and requirements of each enterprise in the whole province; combining the building and strengthening of Party organizations with the building and strengthening of enterprises and people's organizations in enterprises.

The Ha Tinh Provincial Party Committee has paid attention to directing the improvement of leadership capacity, fighting strength of the Party Central Committee and the quality of cadres and party members in enterprises; most party organizations in enterprises have gradually performed their functions and tasks quite well; operated in a disciplined manner, affirming their roles and positions; attached importance to doing well the propaganda and education work to raise awareness for workers, mobilizing business owners to comply with the Party's guidelines and policies, the State's policies and laws; in addition, promptly grasping the legitimate aspirations and recommendations of workers to participate with business owners in resolving and protecting the legitimate and legal interests of workers, contributing to limiting spontaneous disputes and strikes.

Practices in the period 2010 - 2020 show that: The vast majority of enterprises with party organizations operate effectively in production and business, contributing positively to the province's budget revenue; promoting higher implementation of democratic regulations, better self-criticism and criticism; performing well the inspection function.

Inspection and supervision of Party committees, Party cells and Party members, limiting negative impacts, bringing sustainable development to enterprises in the current market mechanism.

The highlight in the consolidation and improvement of the Party Committee compared to before 2010 is: The implementation of the policy that the Chairman of the Board of Directors or the General Director (Director) is also the Secretary of the Party Committee for state-owned enterprises has brought into play the effect: in the leadership, direction, operation, and management of enterprises, the connection is closer than before; the role of the Party organization has been promoted in production and business leadership; the management, direction, and operation of the Director of the Board of Directors has been linked with the leadership role of the Party Committee; creating a close and unified relationship between the Party Committee, Director, and Chairman of the Board of Directors, ensuring effectiveness and efficiency in leadership and management. Many business owners of private economic units are increasingly aware of the position, role and benefits of party organizations and mass organizations for the stability and sustainable development of enterprises, thereby creating favorable conditions for the establishment and operation of party organizations and mass organizations.

In addition to directing the construction and innovation of the operation methods of the Party organizations in accordance with the characteristics and situations of each type of enterprise. The Ha Tinh Provincial Party Committee also focuses on leading and directing the innovation of the relationship between organizations in the enterprise system; depending on the location, scale, number of party members, industry, production and business locations to establish appropriate party organizations to ensure both leadership and improve the quality of activities of the Party Committee, Party cell, Party Committee, and ensure the strengthening of the close relationship between cadres, party members, union members, association members, and mass organizations in enterprises with the grassroots and residential areas.

With that approach, the process of building a socialist-oriented market economy in enterprises of all economic sectors is organized in a unified and synchronous manner with administrative units and organizations in the political system at the same level in the enterprise. Leaders develop production and business, stabilize the lives of workers, maintain political stability and social order and safety.

In the coming years, the construction of TCCSĐ in enterprises of all economic sectors must still ensure the correct principles, be consistent with the characteristics, requirements, and tasks of each enterprise, and be associated with the practical conditions of the Province. Therefore, it is necessary to focus on implementing well the following basic contents:

Firstly, Party committees at all levels must regularly do a good job of propagating and educating the Party's guidelines, policies, and laws to enterprises (business owners); pay attention to leadership, direction, and closely grasp the actual situation at enterprises, thereby developing specific programs and plans to organize propaganda, mobilize, and support the establishment of grassroots organizations.

Second , assign capable and dedicated cadres to directly do propaganda and mobilization work to develop party organizations and unions in enterprises. There must be close coordination between party organizations, trade unions and other organizations in enterprises in the process of mobilizing and developing party organizations and party members.

Third , innovate the content and methods of party and union activities in enterprises to suit the practical situation and task requirements, so as not to affect the production and business tasks of enterprises. Increase thematic meetings, focus on disseminating information on the political, economic and social situation, new policies and guidelines of the Party and State to cadres, party members, union members and association members.
