Policy of Ha Tinh Provincial Party Committee on Building Grassroots Party Organizations in Enterprises


The 6th Central Conference of the 10th tenure issued Resolution No. 22-NQ/TW, dated February 2, 2008, “On improving the leadership capacity and fighting strength of grassroots party organizations and the quality of cadres and party members” , based on a clear assessment of the current situation of grassroots party organizations and cadres and party members, including their strengths and weaknesses; proposing groups of tasks and comprehensive solutions to strengthen Party building at the grassroots level. The Resolution clearly stated the viewpoint and affirmed: grassroots party organizations are the foundation of the Party, the bridge between the Party and the people, and have a very important position in the Party's organizational system; strengthening the close relationship between the Party and the people in building the Party at the grassroots level; synchronously implementing solutions to improve the leadership capacity and fighting strength of grassroots party organizations [63, pp.94-95]. Accordingly, the Resolution identifies viewpoints (3 viewpoints) and objectives: Focusing efforts on building, consolidating, and improving the leadership capacity and fighting strength of the Party's grassroots organizations; Perfecting and arranging the organization of the political system in a synchronous and unified manner, ensuring the leadership of the Party at the grassroots level; Taking care of building a contingent of Party committee members, first of all Party committee secretaries and cadres and Party members [63, pp.95-96]. Tasks and solutions: 1- Strengthening political and ideological education, building political mettle and revolutionary moral qualities for cadres and Party members; 2- Perfecting the organizational model of all types of Party committees, taking care of recruiting Party members; 3- Strongly implementing the policy of rejuvenation, standardization, institutionalization and gradually unifying the titles of cadres; 4- Improving the quality, strongly innovating the content and methods of operation of all types of Party committees; 5- Strengthening the work of directing, inspecting, supervising, and managing party members, relying on the people to build the Party [63, pp.96-106].

To thoroughly grasp and implement the Resolution of the 10th Central Committee, the Party committees at all levels have focused on implementing many specific and practical measures to improve the leadership capacity and fighting strength of the Party's grassroots organizations and the quality of cadres and Party members at the grassroots level, a factor that directly contributes to deciding the improvement of the Party's leadership capacity and fighting strength.


The 11th National Congress of the Party (January 2011) advocated continuing to improve the Party's leadership capacity and fighting strength, clearly pointing out the direction, goals, tasks and solutions for building the Party's organizational structure:

Direction, goal :

Focus on consolidating and improving the leadership capacity and fighting strength of the Party organizations, creating a clear change in the quality of activities of all types of Party organizations, especially Party organizations in public service units and enterprises of all economic sectors. Perfecting the organization of the political system, ensuring the comprehensive leadership of the Party at the grassroots level [64, pp. 259 - 260].

Tasks, solutions

Firstly, continue to innovate content and methods, further enhance the combativeness, persuasiveness, and effectiveness of political and ideological education for cadres and party members.

Second, pay attention to training, fostering and building a team of Party Committee members, first of all Party Committee secretaries. Implement rejuvenation, standardization, and enhance training in skills and expertise according to the titles of grassroots cadres.

Third, innovate and strengthen the management and development of party members, ensuring the quality of party members according to the requirements of the Party Charter. Develop specific criteria and requirements on political ideology, capacity, moral qualities, and lifestyle of party members to meet the requirements of the new revolutionary stage; promote the exemplary vanguard, proactiveness, and creativity of party members in performing assigned tasks.

Fourth, resolutely expel from the Party those who are not qualified to be Party members. Summarize, evaluate the results and draw lessons to continue implementing Regulation No. 15-QD/TW of the 10th Party Central Committee "On Party members doing private business". Pilot the admission of qualified private business owners into the Party.


Fifth, enhance the sense of responsibility, better perform the inspection and supervision tasks according to the Party Charter; continue to innovate the Party's leadership method for the activities of the political system. Overcome the situation where the Party covers up, replaces or loosens the leadership of state management agencies [64, pp.256-264].

In order to concretize the Resolution of the 11th Party Congress, on January 16, 2012, Resolution No. 12 - NQ/TW of the 4th Central Conference of the 11th tenure "Some urgent issues on Party building at present" was issued, emphasizing the need to rectify the organization, improve the leadership capacity and fighting strength of the Party Central Committee, improve the quality of Party cell and Party committee activities; strictly implement the principle of self-criticism and criticism within the Party.

The Party's policy on building grassroots organizations mentioned above is a very important basis for the Ha Tinh Provincial Party Committee in determining the policy on building and consolidating grassroots organizations; it continues to be the orientation for the Ha Tinh Provincial Party Committee in leading Party building in general and the work of building grassroots organizations in enterprises in particular.

2.2. Policy of Ha Tinh Provincial Party Committee on building grassroots party organizations in enterprises

On the basis of thoroughly grasping and flexibly applying the policies of the Communist Party of Vietnam on building, consolidating and improving the quality of Party organization activities such as: Resolution of the 10th Central Committee, Session 6 "On improving the leadership capacity, fighting strength of grassroots Party organizations and the quality of cadres and Party members"; Resolution of the 11th National Party Congress; Resolution of the 11th Central Committee, Session 4 "Some urgent issues on Party building at present", the Provincial Party Committee has had many policies, issued resolutions, directives and regulations on building and consolidating Party organization in general and Party organization in enterprises in particular.

2.2.1. Direction

Documents of the 17th Ha Tinh Provincial Party Congress, term 2010 - 2015, determined: Strengthening Party building in terms of politics, ideology and organization, ensuring unity of will and action. Creating positive changes in


Work on building a strong and loyal Party organization. “Continue to improve the leadership capacity and fighting strength of grassroots party organizations, to meet the requirements and tasks in the new period, and to truly be the core of grassroots political leadership” [58, p.27]. Innovate and improve the overall quality of the Party building and rectification campaign, associated with improving the quality of Party cell and Party committee activities; focus on training and fostering the standardization of cadres at all levels; effectively manage, educate, and assign tasks to cadres and party members, enhance the exemplary vanguard role of cadres and party members; regularly do a good job of inspection, supervision, and enforcement of Party discipline. Strengthen the work of creating sources, developing new party members, and resolutely fight to remove unqualified cadres and party members from the Party.

Based on the Resolution of the Provincial Party Committee on the above general direction; The first Resolution of the Party Committee of the Enterprise Bloc, term 2010 - 2015, concretized and determined: "Focus on leading enterprises to perform well their political tasks, build a clean and strong Party organization, associated with building strong enterprises and organizations in enterprises; inspect and supervise the implementation of the Party's guidelines, policies and laws of the State; mobilize resources to invest in enterprise development, improve position and competitiveness, strive for each enterprise to achieve high and sustainable growth, thereby affirming its brand and proactively integrating into the international economy" [70, p.11].

2.2.2. Objectives

Documents of the 17th Ha Tinh Provincial Party Congress, term 2010 - 2015, define the general goals:

Continue to thoroughly grasp and effectively implement the Party and State's policies and guidelines in the locality. Focus on leadership and direction to create breakthrough developments in both quantity and quality of types of TCCSĐ in enterprises, improve competitiveness, meet the requirements of international and regional economic integration, contribute to promoting rapid and sustainable socio-economic development, maintain national defense - security, and political stability in the province [58, p.28].


Implementing the objectives of the 17th Resolution of the Ha Tinh Provincial Party Committee issued above; the first Resolution of the Party Committee of the Enterprise Bloc concretizes the building of a strong and clean Party organization with specific targets: First , strive for the Party Committee of the Enterprise Bloc to be clean and strong and 100% of the Party organizations to complete their tasks, of which over 85% of the Party organizations are clean and strong. Second , strive for 100% of Party members to be qualified and complete their tasks, of which over 85% of Party members are qualified and complete their tasks well. Third , strive to admit 1,200 new Party members or more; develop 10 new Party organizations in all types of enterprises [70, p.12].

2.2.3. Tasks and solutions

Firstly, innovate and improve the quality of political and ideological education; promote the Campaign "Studying and following Ho Chi Minh's moral example" for the staff and party members of enterprises [58, p.40].

Identifying political and ideological education as an important task in the process of building the Party organization in enterprises. Therefore, organizing education for cadres and party members to study and imbue them with Marxism-Leninism, Ho Chi Minh's thought, seriously implementing the political platform and the Party Charter. Deploying, studying and thoroughly grasping the Resolution of the 11th National Party Congress, the Resolutions of Party Congresses at all levels and the policies and resolutions of the Central Committee and the Provincial Party Committee ensure practicality and effectiveness; linking study with discussion and building action programs and implementation plans of each enterprise. "Strengthening education on revolutionary ethics and lifestyle; building corporate culture, preserving national cultural identity in international economic integration for cadres, party members, workers and laborers, especially young laborers in enterprises" [70, p.16]; Do a good job of preventing and combating deviant views and ideologies, pragmatic lifestyles, and combating all manifestations of “self-transformation and self-evolution” among cadres and party members. Grasp, forecast, and correctly analyze developments in ideology and public opinion among cadres and party members, thereby doing a good job of orienting ideology and guiding public opinion to serve the requirements of central political tasks in enterprises.


Improve the quality of the Campaign “Studying and following the moral example of Ho Chi Minh”, creating a strong change in the awareness and actions of cadres and party members. “Pay due attention to “studying”, attach importance to “following” Uncle Ho’s moral example, especially promoting the pioneering and exemplary role of managers, party committee members at all levels and leaders in enterprises” [70, p.16]. Strengthen propaganda and education to raise the spirit of revolutionary vigilance for cadres and party members in enterprises; fight against and defeat all “peaceful evolution” plots of hostile forces.

Second , continue to improve the leadership capacity and fighting strength of party organizations; take care to build a team of party committees and leaders to meet the requirements of the business's tasks [58, p.41].

Clearly aware of the issue of leadership capacity and fighting strength of Party organizations - building a contingent of Party committees and leaders is a fundamental limitation of Party building work at the enterprise level for many years and has been slow to overcome. The Ha Tinh Provincial Party Committee considers this an important and urgent task. Therefore, it is necessary to synchronously and effectively implement tasks and solutions to improve the leadership capacity and fighting strength of Party organizations, the pioneering and exemplary role and quality of cadres and Party members in enterprises. Strictly implement the regulations of the Central Secretariat on the functions and tasks of Party organizations of all types. "Focus on building and developing more grassroots Party organizations in all types of enterprises" [70, p.16]. "Do a good job of developing the Party in both quantity and quality, focusing on educational areas, remote areas, disadvantaged movement areas and in all types of enterprises; "Eliminate enterprises without party members and joint party cells" [58, p.42].

Building a team of party committees and leaders in enterprises is one of the decisive factors in building a strong enterprise. The Ha Tinh Provincial Party Committee determines, in the short and long term:


“Associate the building of the Party organization in enterprises with improving the quality of the Party committees and leaders. Effectively implement the policy of unifying the positions of Party committee secretary, Party cell secretary who is also the chairman of the board of directors, general director (director), and business owner to ensure direct and comprehensive leadership and improve the quality of activities of the Party committees in all types of enterprises; effectively implement the dialogue regulations between leaders (directors, business owners, Party committee secretaries) and workers and laborers; promote the pioneering and exemplary role of the Party committees and leaders” [70, p.17].

Continue to improve the quality of activities of agencies and staff at all levels; innovate content, improve the quality of Party activities, the quality of assessment and classification of cadres and Party members. "Implement well the management, education, and assignment of tasks to Party committees and leaders; periodically assess the quality of Party committees and leaders according to regulations" [58, p.42]. Attach importance to training, fostering, and improving the capacity, political theory, expertise, and professional skills of cadres. Specify the regulations of the Central Committee so that mass organizations in enterprises can monitor and contribute to Party committees and leaders. At the same time, have a mechanism to create conditions for Party committees and leaders to promote their roles and improve the quality of their work. Discover, build, and replicate new factors and examples in the patriotic emulation movement.

Third , improve the quality of Party activities and the quality of annual evaluation and classification of Party members and cadres [58, p.42].

Continue to promote and implement Directive No. 10-CT/TW, dated March 30, 2007 of the Central Party Secretariat on "Improving the quality of Party cell activities"; Instruction No. 05-HD/BTCTW, dated May 25, 2007 on "Content of Party cell activities in types of grassroots Party organizations" in the new situation; raise awareness of Party committees and Party members at all levels about the role and importance of annual quality assessment. From there, do a good job of political and ideological work, create


change in awareness for cadres and party members, on the basis of good self-criticism and criticism to correctly assess the quality of party organization activities and the results of party members' task performance [70, p.17].

Promote the role and responsibility of leaders in agencies, units and enterprises; promote the role and functions of mass organizations in participating in Party building, enterprise building, supervising cadres and cadre work from the grassroots level [58, p.42].

Fourth , strictly implement regulations on inspection, supervision and enforcement of Party discipline in enterprises [58, p.42].

Inspection, supervision and enforcement of Party discipline in general and in enterprises in particular are very necessary in enterprises. Party committees at all levels need to thoroughly grasp and seriously implement the provisions of the Party Charter; resolutions, directives and regulations of the Party on inspection and supervision work. Focus on inspection and supervision of the implementation of the Party's guidelines, policies, resolutions, directives and regulations, policies and laws of the State and the Province in all fields, especially key political tasks in each period; compliance with principles, regulations and working regimes, implementation of democracy within the Party, maintenance of internal solidarity; prevention and combat of corruption, waste, and practice of thrift; outstanding cases, complaints and denunciations that are still pending and prolonged in land management, resettlement, site clearance, basic construction investment, financial management, budget, personnel work, etc. Focus on supervising the heads of Party committees, authorities, the Fatherland Front and socio-political organizations in the performance of assigned duties and tasks. In addition to directing, inspecting and supervising according to functions, tasks and powers; members of the working group attend activities with Party committees and Party cells in enterprises. Through this, difficulties and obstacles are detected to promptly propose to Party committees and authorities to remove and resolve, creating trust in the business community.
