The tasks of the District Continuing Education Center as prescribed by the regulations can be considered basic activities. However, depending on the specific conditions of each locality, the Continuing Education Center can carry out other tasks.
1.3.2. Authority of the Center for Vocational Education - Continuing Education
The 2005 Education Law stipulates that the national education system includes the following components: Preschool education; General education; Vocational education; University and postgraduate education; the Education Law affirms: The national education system includes formal education and continuing education. Article 44 of the Education Law clearly states: “Continuing education helps people to learn while working, to learn continuously, to learn for life, to perfect their personality, to broaden their knowledge, to improve their academic level, professional expertise, to improve their quality of life, to find jobs, to create jobs for themselves and to adapt to social life [24].

1.3.3. Organizational structure of the Center for Vocational Education - Continuing Education
- For District Continuing Education Centers
+ Continuing Education Center has 1 director, 1 or 2 deputy directors
+ The organizational structure of the district-level Continuing Education Center includes the following groups:
Administrative - General Team, Professional Team, Cultural Teaching Team, Vocational Training Team, Foreign Language and Information Technology Team, Specialized Team and other professional teams. Each team has 1 team leader and 1 deputy team leader appointed by the Director, the functions, tasks and organizational structure of these teams are decided by the Director of the Center.
- For provincial vocational training centers.
+ Provincial Continuing Education Center has 1 director, 1 or 2 deputy directors.
+ The organizational structure of the provincial continuing education center includes: Administrative organization department, training management department, advanced training department, cultural teaching department and other specialized departments and groups; each department has 1 head of department, 1 or 2 deputy heads of department; each group has 1 group leader or 1 deputy group leader appointed by the Center Director. Functions, tasks and organizational structure are prescribed by the Center Director [24].
1.3.4. Duties and powers of the Director of the Center for Vocational Education - Continuing Education
The duties and powers of the director of a continuing education center are stipulated by law in Article 9 of Circular 57/2015/TT-BLDTBXH on the Regulations of continuing education centers issued by the Minister of Labor, War Invalids and Social Affairs as follows:
1. The director of a continuing education center is the person who operates the organization and apparatus of the continuing education center.
2. The duties and powers of the director of a continuing education center are stipulated in Clause 3, Article 13 of the Law on Continuing Education and the following specific duties and powers:
a) Develop and approve the center's training development strategy and plan;
b) Develop regulations on: Number, labor structure, job positions, recruitment, management, use, development of teachers, managers, and workers according to the provisions of law;
c) Organize recruitment, management and effective use of teachers, managers, civil servants and other employees according to the provisions of law;
d) Annually, organize the assessment and classification of teachers, managers, civil servants and other employees;
d) Consider the advisory council's opinions before deciding on issues assigned to the advisory council;
e) Regularly take care to improve working, teaching and learning conditions for managers, teachers, civil servants, employees and learners;
g) Organize and direct the building of a healthy pedagogical environment; ensure political security and social order in the center;
h) Implement democratic regulations in the center; implement State policies and regimes for managers, teachers, civil servants and learners in the center according to the provisions of law;
i) Decide on measures to implement the tasks and powers of the continuing education center as prescribed in Article 7 of this Charter;
k) Sign training contracts with learners in accordance with the provisions of law;
l) Signing cooperation contracts with other continuing education institutions; production, business and service establishments in training activities or organizing production, business and service activities according to the provisions of law;
m) Grant primary certificates and training certificates to learners who meet the requirements according to regulations;
n) Decide on rewards and disciplines for managers, teachers, civil servants, employees and learners within the scope of decentralized management authority.
1.3.5. Teaching activities at the Center for Vocational Education - Continuing Education
- The subjects of GDTX are diverse, including many components, ages, levels, all occupations and jobs in urban and rural areas... Therefore, the number of people studying GDTX is increasing compared to formal school education.

Continuing Education provides opportunities for people who, for reasons that they do not have the opportunity to complete formal education, helps them to study and achieve a complete educational level.
+ Continuing education function: Continuing education helps people who, for this or another reason, have to drop out of school, or do not have the conditions to study at a formal school. Continuing education helps people to work and study, to study continuously throughout their lives to perfect their personality, broaden their knowledge, improve their professional qualifications to improve their quality of life, find jobs, and adapt to social life.
- Perfection function: GDTX provides topics suitable to individual interests and aspirations, helping learners perfect their personality.
1.3.6. Continuing education program
- Regular education content is implemented in the following programs: Literacy eradication program and continuing education after literacy;
Educational programs meet learners' needs, update knowledge, skills, and transfer technology.
Training program, fostering and improving professional and technical qualifications.
Education program to obtain a diploma of the national education system.
- Forms of implementing continuing education programs to obtain diplomas of the national education system include: Work-study, distance learning; self-study with guidance.
The content of the educational program specified in Clause 1 (Article 45 of the Law on Education) must ensure the requirements on the content of the educational program at each level and training level specified in Articles 29, 35, and 41 of the Law on Education.
- Continuing education methods must promote the proactive role, exploit the experience of learners, attach importance to fostering self-study capacity, use modern means and information technology to improve the quality and effectiveness of teaching and learning.
In general, the program and content of GDTX are diverse, flexible and adaptable to meet the needs of learners " Whatever is needed, learn it" to meet different learning needs and different subjects. Learners not only need to study for certificates and degrees but also study to apply the knowledge they have learned to production and life " Learn to know, learn to do, learn to survive, learn to live together" .
1.4. Managing teaching activities of continuing education programs at high school level
1.4.1. Current status of program management, content, and teaching plans
The teaching program stipulates the methods and forms of teaching subjects, teaching time for each subject, in order to fulfill the requirements of the educational level. Implementing the teaching program is implementing the training plan according to the objectives of the Continuing Education Center, the teaching program is a State Decree issued by the Ministry of Education and Training. The Director must strictly implement it, must not arbitrarily change, add or subtract to distort the teaching program. Therefore, the Director of the Continuing Education Center must grasp and organize for all teachers to study and grasp the objectives and teaching program of the educational level.
Managing teachers to teach the correct and complete curriculum means grasping all teaching activities of teachers such as: preparing lessons, teaching, reviewing, testing, organizing, etc.
