1.3.3. Recruitment of state administrative civil servants

Recruitment of public servants is the process of recruiting suitable people who meet the requirements of a specific job position. Recruiting the right public servants who meet the job requirements is one of the important steps for public servants today. Recruitment is an important step, determining the quality of the public servants. If the recruitment is done well, it will recruit people who are truly capable and have good moral qualities to supplement the public servant force. On the contrary, if the recruitment is not given due attention, it will not be possible to select people with sufficient capacity and good moral qualities to supplement this force.
However, regardless of the form of recruitment of public servants, the recruitment of public servants must ensure the following principles:
Firstly, recruitment of public servants must be based on the needs and job positions of the agency or unit to select people. The most important criterion when recruiting public servants is to meet the requirements of the job.
Recruitment of civil servants must ensure impartiality, objectivity and accuracy, must comply with Government regulations, be consistent with the Party's leadership orientation in each period; select qualified, capable and
qualities for certain positions in the state administrative apparatus. Implementing this principle requires a centralized agency to unify the management of civil servant recruitment. This is a unique feature of civil servant recruitment in state administrative agencies.
1.3.4. Using the state administrative civil service
The use of public servants must come from many factors, based on the functions, tasks and work of each agency and unit.
For the public service staff, the two important bases for arrangement and use are the requirements of public service and the current human resource conditions of the organization, agency, or unit. The use of public service staff must be based on the following principled orientations:[59, pp.133-134].
- The use of civil servants must be based on planning.
- Use must be based on goals. The goals of management activities lead to the goals of using civil servants.
- Appointment must be based on the organization's human resource structure.
- Appointment based on public service requirements and available human resources (right person, right job).
- Comply with the principles of objectivity, impartiality and fairness when implementing State policies. This is an important basis for implementing policies on the use of cadres.
- In use, it is necessary to pay attention to ensuring the balance between positions in an agency, between the team of public servants and the team of Party and mass organization officials within the structures of the political system.
Central Resolution 3 (VIII term) emphasizes the arrangement and use of cadres and civil servants as follows:
- The arrangement must ensure the correct standards and be suitable to the strengths. That means when using cadres and civil servants; especially those in leadership and management positions, both objective factors (cadre and civil servant standards) and subjective factors (qualities, abilities, aspirations...) must be considered.
- Promotion must be at the right time, with the right person, for the right job. Improper arrangement and promotion can lead to artificial surplus or shortage of civil servants, poor work development, and undeveloped potential.
- Respect talented people, without discrimination between talented people inside or outside the Party, people in the country or Vietnamese people living abroad.
- Pay attention to harmoniously combining the contributions of cadres and civil servants with the salary regime and policies and other benefits. Rewards and punishments must be clear, fair, timely, and based on the quality and effectiveness of the work of cadres and civil servants.
In the work " Reforming the way of working" [35, pp. 24-49], when referring to the issue of using cadres, President Ho Chi Minh raised 6 extremely important requirements, which are: "Must know cadres clearly; Must promote cadres correctly; Must skillfully use cadres; Must distribute cadres correctly; Must help cadres correctly and must preserve cadres" . President Ho Chi Minh also pointed out three diseases caused by the wrong way of using cadres. He noted: "The purpose of skillfully using cadres is to fully implement the policies of the Party and the Government". To "skillfully use" cadres, Uncle Ho required the following points to be practiced:

1.4.1. Objective factors
Objective factors affecting the quality of the public service staff include factors such as: the circumstances and history of the establishment of public service staff, the economic, political and social situation of the country in each historical period, the cultural level, the general health of the population, the development of national education, the development of the health sector in caring for public health, the quality of the labor supply market, the development of information technology, the economic and political development guidelines and the viewpoints on using the public service staff of the Party and the State, etc.
The cause of industrialization, modernization of the country and international economic integration is also an objective factor. It is a process of fundamental and comprehensive transformation of production, business, service and socio-economic management activities from mainly using manual labor to the widespread use of labor with advanced technology, means and modern methods based on the development of science and technology, creating high labor productivity. The above issues raised by our Party are the premise for the process of international economic integration. That is a reflection of a basic and urgent requirement of the cause of building and developing the country in the direction of socialism in the current period. If we do not focus on developing productive forces and promoting industrialization and modernization, we cannot improve the material and spiritual life of the people.

Our Party and State have set the goal and key task of promoting industrialization and modernization as a key issue, a pressing issue in the country's development, and the foundation for the process of international economic integration. This is a creation of our Party, different from the understanding and way of doing of the previous countries. It is a way to make the most of available conditions, the conditions of today's world, notably the new achievements of science and technology in the process of developing the country's economy. It is a process with each step sequentially, at the same time there are leaps and bounds "shortcuts, anticipating" in the current socio-economic development strategy of our country. In this process, we mobilize all resources: human resources, resources, facilities, capital, science and technology, management capacity, information..., in which human resources are the most important and decisive; at the same time, we maximize and effectively use external resources such as capital, technology, and management experience of countries with developed economies.
