The two island communes in Quan Lan have different capacities to receive tourists. Minh Chau Commune is home to many standard hotels and resorts, attracting high-income domestic and international tourists. Meanwhile, Quan Lan Commune has many motels mainly built and operated by local people, so the scale and quality are not high, and will be suitable for ordinary tourists such as students.
c. Time of exploitation of Quan Lan Island Commune:
Quan Lan tourism is seasonal due to weather and climate conditions and festivals only take place on certain days of the year, specifically in spring. In Quan Lan commune, the period from April to June and from September to November is considered the best time to visit Quan Lan because the cultural tourism activities are mainly associated with festivals taking place during this time.

The minimum conditions for serving tourists such as accommodation, electricity, water, communication, especially medical services, and security work need to be given top priority. Ecotourism spots in Minh Chau commune are assessed to have better infrastructure and technical facilities for tourism because there are quite complete and synchronous conditions for serving tourists, meeting many needs of domestic and foreign tourists.
3.2.1.4. Determine assessment levels and assessment scales
Corresponding to the levels of each criterion, the index is the score of those levels in the order of 4, 3, 2, 1 decreasing according to the standard of each level: very attractive (4), attractive (3), average (2), less attractive (1).
3.2.1.5. Determining the coefficients of the criteria
For the assessment of DLST in the two communes of Quan Lan and Minh Chau islands, the students added evaluation coefficients to show the importance of the criteria and indicators as follows:
Coefficient 3 with criteria: Attractiveness, Exploitation time. These are the 2 most important criteria for attracting tourists to tourism in general and eco-tourism in particular, so they have the highest coefficient.
Coefficient 2 with criteria: Capacity, Infrastructure, Location and accessibility . Because the assessment area is an island commune of Van Don district, the above criteria are selected by the author with appropriate coefficients at the average level.
Coefficient 1 with criteria: Sustainability. Quan Lan has natural and human-made ecotourism sites, with high biodiversity and little impact from local human factors. Most of the ecotourism sites are still wild, so they are highly sustainable.

Basically, both Minh Chau and Quan Lan localities have quite favorable conditions for developing ecotourism. However, Quan Lan commune has more advantages to develop ecotourism in a humanistic direction, because this is an area with many famous historical relics such as Quan Lan Communal House, Quan Lan Pagoda, Temple worshiping the hero Tran Khanh Du, ... along with local festivals held annually such as the wind praying ceremony (March 15), Quan Lan festival (June 10-19); due to its location near the port and long exploitation time, the beaches in Quan Lan commune (especially Quan Lan beach) are no longer hygienic and clean to ensure the needs of tourists coming to relax and swim; this is also an area with many beautiful landscapes such as Got Beo wind pass, Ong Phong head, Voi Voi cave, but the ability to access these places is still very limited (dirt hill road, lots of gravel and rocks), especially during rainy and windy times; In addition, other natural resources such as mangrove forests and sea worms have not been really exploited for tourism purposes and ecotourism development. On the contrary, Minh Chau commune has more advantages in developing ecotourism in the direction of natural tourism, this is an area with diverse ecosystems such as at Rua De Beach, Bai Tu Long National Park Conservation Center...; Minh Chau beach is highly appreciated for its natural beauty and cleanliness, ranked in the top ten most beautiful beaches in Vietnam; Minh Chau commune is also home to Tram forest with a large area and a purity of up to 90%, suitable for building bridges through the forest (a very effective type of natural ecotourism currently applied by many countries) for tourists to sightsee, as well as for the purpose of studying and researching.

Through the issues presented in Chapter II, we can come to some conclusions:
Based on the strengths of available tourism resources, the types of tourism in Tien Lang that need to be promoted in the coming time are sightseeing and resort tourism, discovery tourism, weekend tourism. To improve the quality and diversify tourism products, Tien Lang district needs to combine with local cultural tourism resources, at the same time combine with surrounding areas, build rich tourism products. The strengths of Tien Lang tourism are eco-tourism and cultural tourism, so developing Tien Lang tourism must always go hand in hand with restoring and preserving types of cultural tourism resources. Some necessary measures to support and improve the efficiency of exploiting tourism resources in Tien Lang are: strengthening the construction of technical facilities and labor force serving tourism, actively promoting and advertising tourism, and expanding forms of capital mobilization for tourism development.

1. Based on the results achieved within the framework of the thesis's needs, some basic conclusions can be drawn as follows:
Tien Lang is a locality with great potential for tourism development. The relatively abundant cultural tourism resources and ecological tourism resources have great appeal to tourists. Based on this potential, Tien Lang can build a unique tourism industry that is competitive enough with other localities within Hai Phong city and neighboring areas.
In recent years, the exploitation of the advantages of resources to develop tourism and build tourist routes in Tien Lang has not been commensurate with the available potential. In terms of quantity, many resource objects have not been brought into the purpose of tourism development. In terms of time, the regular service time has not been extended to attract more visitors. Infrastructure and technical facilities are still weak. The labor force is still thin and weak in terms of expertise. Tourism programs and routes have not been organized properly, the exploitation content is still monotonous, so it has not attracted many visitors. Although resources have not been mobilized much for tourism development, they are facing the risk of destruction and degradation.
2. Based on the results of investigation, analysis, synthesis, evaluation and selective absorption of research results of related topics, the thesis has proposed a number of necessary solutions to improve the efficiency of exploiting tourism resources in Tien Lang such as: promoting the restoration and conservation of tourism resources, focusing on investment and key exploitation of ecotourism resources, strengthening the construction of infrastructure and tourism workforce. Expanding forms of capital mobilization. In addition, the thesis has built a number of tourist routes of Hai Phong in which Tien Lang tourism resources play an important role.
Exploiting Tien Lang tourism resources for tourism development is currently facing many difficulties. To solve this problem, the People's Committee of Can Gio district has directed the People's Committees of communes to strengthen measures to maintain security, order and social safety in the area, regularly inspect and resolutely handle the situation of soliciting tourists according to Decree No. 158/2013/ND-CP dated November 12, 2013 of the Government on administrative sanctions in the field of culture, sports and tourism;
Strengthening the prevention of social evils in tourist businesses and ensuring safety and convenience for tourists at ferry terminals, ferry terminals and public bus routes.

- About community education work:
During the period from 2013 to 2015, the Department of Tourism coordinated with the People's Committee of Can Gio district to organize classes on environmental protection awareness, classes on responsible tourism, and topics on sustainable and long-term ecotourism development for local people to help them understand and have orientation and awareness in environmental protection work.
However, to make the local community aware of protecting the environment for themselves as well as for tourists, it takes a long time and perseverance for people to gradually realize and understand the impact of the environment if it is polluted and destroyed. Currently, although this work has been implemented, in general, it has not achieved the desired results, specifically:
+ Can Gio products and specialties are not guaranteed in quality, tourists can easily be fooled, such as pineapple fish being replaced with basa fish, which damages the brand of this specialty.
+ Prices are not listed in all types of prices, causing confusion for tourists. There is a lack of information on the website about facilities and shops displaying and introducing Can Gio's specialties and souvenirs with reputation, quality, and clear origin for tourists to know and come to buy as gifts for friends and relatives. This is also considered an effective channel of information to promote tourism for Can Gio through specialties and souvenirs.
To overcome the above situations, it is necessary to organize training sessions on knowledge of civilized commercial business, communication skills, regulations on brand registration, trademarks, and prices for tourism businesses.

Can Gio has strengths in forests and seas, but these strengths have not yet been fully exploited. In addition, the lack of entertainment areas

The promotion and introduction of sustainable ecotourism has not been carried out regularly and has not focused on the target market, so the effectiveness is not high. The workforce in the tourism sector has not met the needs of tourists.
Some limitations of Can Gio in developing resources to serve the development of sustainable ecotourism:
1. Limited tourism human resources:
The human resources are thin and unevenly distributed in terms of positions, there is a lack of experienced staff and experts with adequate knowledge of tourism development, especially in the field of sea and islands. Tour guides currently lack practical knowledge as well as interpretation of resources according to very primitive tours and tourist destinations, lack expertise and are weak in professional skills.
2. Tourism organization and promotion work still has many limitations:
The exploitation and development of tourism in Can Gio is still at the initial stage, not yet systematic. Cultural and ecological tourism is also limited.
4. The competitiveness of tourism products is still low, the variety of tourism products is still monotonous.
Currently, most of Can Gio's tourism products only focus on exploiting available tourism resources, investing in natural landscapes to create eco-tourism areas and coastal resorts. There is a lack of large-scale artificial products with their own characteristics, especially unique tourism products that meet the entertainment and relaxation needs of high-income tourists. Artificial tourism products such as water music stages, modern music performance stages, international standard sports centers, high-class spas that are very familiar to tourists when traveling anywhere, these products are completely absent from the Can Gio tourism product list.
5. The progress of tourism project implementation still has many shortcomings.
The speed of project implementation is still slow due to legal problems and the weak financial capacity of investors. Many investors rent land with the reason of building a tourist area, but in fact they wait for the land price to increase and then "transfer" it to other investors to make a profit.
Most of the high-quality tourism projects are built on the beautiful natural landscapes of Can Gio to serve the large number of domestic and foreign tourists. Can Gio also has great potential for some types of sports tourism, forest exploration, diving, sea sports and resort tourism that can bring in large revenues, but currently has not been seriously invested to become the strength of local tourism. 6. Main causes

1. The infrastructure to serve the development of eco-tourism is increasingly modern but close to nature, limiting concreting in construction, taking advantage of natural materials so that visitors can feel living with nature, nature is always around.
2. The number of international and domestic tourists coming to Can Gio for ecotourism has increased over the years, bringing income and stabilizing the lives of local people.
3. Training of tourism human resources has been improved with the support of domestic and foreign organizations, especially the EU, which has devoted many policies and training programs to local communities in the past 3 years.
4. Investors and city leaders pay special attention and have close instructions in developing sustainable eco-tourism in line with international trends in Can Gio.
5. Environmental protection work is concerned to bring positive aspects to the people, environmental protection tours when visiting Can Gio are widely replicated and strongly implemented such as planting trees.
The forest is supported by domestic and foreign tourists and actively contributes to improving the environment.
6. Local people are more aware before participating in local tourism activities, reminding tourists not to litter and to put trash in the right place.
In order to develop sustainable ecotourism most effectively in the future, Can Gio should have preferential policies for investors, promote ongoing tourism projects, strengthen education and environmental protection of natural resources, between state agencies and local people there must be high consensus in coordinating the development of sustainable ecotourism and there must be a clear division of profits between the two sides when participating and investing in the field of sustainable ecotourism development in the next stages.

The current situation of tourism exploitation in Can Gio is not commensurate with its current potential, the resources exploited for tourism activities have not been highly effective and have not attracted many international tourists, mainly domestic tourists, the average number of international visitors to Can Gio is only about 10-15%. Although there are strategies, plans and projects for tourism development, Can Gio has not really become the most attractive destination of the city. Therefore, to attract visitors and exploit the potential, Can Gio needs to quickly speed up the progress of investment projects such as sea reclamation works, commercial centers and technical infrastructure serving tourism development activities.
Known as a world biosphere reserve with the advantage of forests and seas, the development of ecotourism has been formed for a long time but the exploitation has not been highly effective, especially the protection of environmental resources is a problem. How to exploit natural resources but still ensure the environment, at the same time must protect and embellish to promote and maintain the landscape here. On that basis, the development of sustainable ecotourism is the orientation of tourism development in Can Gio in the coming time. To do this, it is necessary to have other resources such as people, roads, security and order, policies and guidelines on investment in tourism, promotion, accommodation, shopping and dining facilities and ecotourism products associated with the natural environment must be new to attract tourists.
In addition to the difficulties that need to be overcome, the advantages of Can Gio are one of the factors that help Can Gio develop sustainable ecotourism such as investment portfolios and tourism development projects that are being resolutely directed and implemented by the district to speed up the implementation progress to avoid affecting tourism activities. The attention and direction of the leaders of the City People's Committee and the City Party Committee in meetings with departments and branches must create the best conditions and focus on developing sustainable ecotourism in Can Gio.
Chapter 3. SOME SOLUTIONS TO EXPLOIT THE POTENTIAL FOR SUSTAINABLE ECO-TOURISM DEVELOPMENT IN CAN GIO BIOSPORES RESERVE
3.1. Orientation for sustainable ecotourism development in Can Gio:
Based on the orientation of sustainable ecotourism development, Can Gio needs to focus on exploiting its inherent potential strengths, at the same time, it is necessary to invest in complete development and organize effective exploitation of tourism space in a way that is suitable for the psychology, cultural beliefs of the local people, demonstrating the diversity of the ecosystem of Can Gio Biosphere Reserve, ensuring the maximum carrying capacity of the destination to meet the needs of many current tourist markets.
To ensure the sustainable development of ecotourism, Can Gio needs to overcome the existing weaknesses that affect the ability to attract visitors related to infrastructure, transportation, and human resource quality. Thereby, gradually improve all aspects to improve the quality of local products and services, increase investment attraction to build more accommodation facilities suitable to local characteristics, and strengthen marketing and promotion of Can Gio ecotourism. At the same time, strengthen strategic policy planning, focus resources on promoting tourism development into a spearhead economic sector.
Based on Can Gio's current resources to develop sustainable ecotourism, it is necessary to promote and implement the following 5 orientations to attract domestic and foreign tourists to Can Gio:
