of the islanders. Therefore, this indicator will be divided into two sub-indicators:
a1. Natural tourism attractiveness a2. Cultural tourism attractiveness
b. Tourist capacity
The two island communes in Quan Lan have different capacities to receive tourists. Minh Chau Commune is home to many standard hotels and resorts, attracting high-income domestic and international tourists. Meanwhile, Quan Lan Commune has many motels mainly built and operated by local people, so the scale and quality are not high, and will be suitable for ordinary tourists such as students.
c. Time of exploitation of Quan Lan Island Commune:
Quan Lan tourism is seasonal due to weather and climate conditions and festivals only take place on certain days of the year, specifically in spring. In Quan Lan commune, the period from April to June and from September to November is considered the best time to visit Quan Lan because the cultural tourism activities are mainly associated with festivals taking place during this time.
Minh Chau island commune:
Tourism exploitation time is all year round, because this is a place with a number of tourist attractions with diverse ecosystems such as Bai Tu Long National Park Research Center, Tram forest, Turtle Laying Beach, so besides coming to the beach for tourism and vacation in the summer, Minh Chau will attract research groups to come for tourism combined with research at other times of the year.
d. Sustainability
The sustainability of ecotourism sites in Quan Lan and Minh Chau communes depends on the sensitivity of the ecosystems to climate changes.
landscape. In general, these tourist destinations have a fairly high level of sustainability, because they are natural ecosystems, planned and protected. However, if a large number of tourists gather at certain times, it can exceed the carrying capacity and affect the sustainability of the environment (polluted beaches, damaged trees, animals moving away from their habitats, etc.), then the sustainability of the above ecosystems (natural ecosystems, human ecosystems) will also be affected and become less sustainable.
e. Location and accessibility
Both island communes have ports to take tourists to visit from Van Don wharf:
- Quan Lan – Van Don traffic route:
Phuc Thinh – Viet Anh high-speed boat and Quang Minh high-speed boat, depart at 8am and 2pm from Van Don to Quan Lan, and at 7am and 1pm from Quan Lan to Van Don. There are also wooden boats departing at 7am and 1pm.
- Van Don - Minh Chau traffic route:
Chung Huong high-speed train, Minh Chau train, morning 7:30 and afternoon 13:30 from Van Don to Minh Chau, morning 6:30 and afternoon 13:00 from Minh Chau to Van Don.
f. Infrastructure
Despite receiving investment attention, the issue of infrastructure and technical facilities for tourism on Quan Lan Island is still an issue that needs to be resolved because it has a direct impact on the implementation of ecotourism activities. The minimum conditions for serving tourists such as accommodation, electricity, water, communication, especially medical services, and security work need to be given top priority. Ecotourism spots in Minh Chau commune are assessed to have better infrastructure and technical facilities for tourism because there are quite complete and synchronous conditions for serving tourists, meeting many needs of domestic and foreign tourists.
3.2.1.4. Determine assessment levels and assessment scales
Corresponding to the levels of each criterion, the index is the score of those levels in the order of 4, 3, 2, 1 decreasing according to the standard of each level: very attractive (4), attractive (3), average (2), less attractive (1).
3.2.1.5. Determining the coefficients of the criteria
For the assessment of DLST in the two communes of Quan Lan and Minh Chau islands, the students added evaluation coefficients to show the importance of the criteria and indicators as follows:
Coefficient 3 with criteria: Attractiveness, Exploitation time. These are the 2 most important criteria for attracting tourists to tourism in general and eco-tourism in particular, so they have the highest coefficient.
Coefficient 2 with criteria: Capacity, Infrastructure, Location and accessibility . Because the assessment area is an island commune of Van Don district, the above criteria are selected by the author with appropriate coefficients at the average level.
Coefficient 1 with criteria: Sustainability. Quan Lan has natural and human-made ecotourism sites, with high biodiversity and little impact from local human factors. Most of the ecotourism sites are still wild, so they are highly sustainable.
3.2.1.6. Results of DLST assessment on Quan Lan island
a. Assessment of the potential for natural tourism development
For Minh Chau commune:
+ Natural tourism attractiveness is determined to be very attractive (4 points) and the most important coefficient (coefficient 3), so the score of the Attractiveness criterion is 4 x 3 = 12.
+ Capacity is determined as average (2 points) and the coefficient is quite important (coefficient 2), then the score of Capacity criterion is 2 x 2 = 4.
+ Exploitation time is long (4 points), the most important coefficient (coefficient 3) so the score of the Exploitation time criterion is 4 x 3 = 12.
+ Sustainability is determined as sustainable (4 points), the important coefficient is the average coefficient (coefficient 1), so the score of the Sustainability criterion is 4 x 1 = 4 points
+ Location and accessibility are determined to be quite favorable (2 points), the coefficient is quite important (coefficient 2), the criterion score is 2 x 2 = 4 points.
+ Infrastructure is assessed as good (3 points), the coefficient is quite important (coefficient 2), then the score of the Infrastructure criterion is 3 x 2 = 6 points.
The total score for evaluating DLST in Minh Chau commune according to 6 evaluation criteria is determined as: 12 + 4 + 12 + 4 + 4 + 6 = 42 points

Basically, both Minh Chau and Quan Lan localities have quite favorable conditions for developing ecotourism. However, Quan Lan commune has more advantages to develop ecotourism in a humanistic direction, because this is an area with many famous historical relics such as Quan Lan Communal House, Quan Lan Pagoda, Temple worshiping the hero Tran Khanh Du, ... along with local festivals held annually such as the wind praying ceremony (March 15), Quan Lan festival (June 10-19); due to its location near the port and long exploitation time, the beaches in Quan Lan commune (especially Quan Lan beach) are no longer hygienic and clean to ensure the needs of tourists coming to relax and swim; this is also an area with many beautiful landscapes such as Got Beo wind pass, Ong Phong head, Voi Voi cave, but the ability to access these places is still very limited (dirt hill road, lots of gravel and rocks), especially during rainy and windy times; In addition, other natural resources such as mangrove forests and sea worms have not been really exploited for tourism purposes and ecotourism development. On the contrary, Minh Chau commune has more advantages in developing ecotourism in the direction of natural tourism, this is an area with diverse ecosystems such as at Rua De Beach, Bai Tu Long National Park Conservation Center...; Minh Chau beach is highly appreciated for its natural beauty and cleanliness, ranked in the top ten most beautiful beaches in Vietnam; Minh Chau commune is also home to Tram forest with a large area and a purity of up to 90%, suitable for building bridges through the forest (a very effective type of natural ecotourism currently applied by many countries) for tourists to sightsee, as well as for the purpose of studying and researching.

3.2.2. Using SWOT matrix to evaluate Quan Lan island tourism
General assessment of current tourism activities of Quan Lan island is shown through the following SWOT matrix:
Table 3.5: SWOT matrix evaluating tourism activities on Quan Lan island
Internal agent
Strengths- There is a lot of potential for tourism development, especially natural ecotourism and humanistic ecotourism.- The unskilled labor force is relatively abundant.- resource environmentunpolluted, still
Weaknesses- Poorly developed infrastructure, especially traffic routes to tourist destinations on the island.- The team of professional staff is still weak.- Tourism products in general
quite wild, originalintact
general and DLST in particularalone is monotonous.
External agents
Opportunity- Tourism is a key industry in the socio-economic development strategy of the province and Van Don economic zone.- Quan Lan was selected as a pilot area for eco-tourism development within the framework of the green growth project between Quang Ninh province and the Japanese organization JICA.- The flow of tourists and especially ecotourism in the world tends toincreasing
Challenge- Weather and climate change abnormally.- Competition in tourism products is increasingly fierce, especially with other localities in the province such as Ha Long, Mong Cai...- Awareness of tourists, especially domestic tourists, about ecotourism and nature conservation is not high.
Through summary analysis using SWOT matrix we see that:
To exploit strengths and take advantage of opportunities, it is necessary to:
- Diversify products and service types (build more tourism routes aimed at specific needs of tourists: experiential tourism immersed in nature, spiritual cultural tourism...)
- Effective exploitation of resources and differentiated products (natural resources and human resources)

* Some signs to recognize sustainable tourism development
- Tourism income indicators : Tourism, like all other economic sectors, needs to be evaluated for its development through the increase in revenue and value of contribution to the national economy. From a common development perspective, the greater the increase in these values of an economic sector, the more strongly that economic sector is considered to develop. However, from a sustainable development perspective, the increase in these indicators is not decisive, but many other factors need to be considered, such as: steady value increase over the years, the future development of the sector in the national economy, the impact of sector development on society, the environment, etc.
Although not the only decisive factor, GDP growth is still the first and most important sign to recognize the development of an economic sector in general and tourism in particular.
The proportion of tourism GDP in the local GDP structure is represented by the M index and is determined through the following formula:
City M = -------
Np
In which : - Tp = GDP tourism
- Np = Total GDP of the economy
The M index reflects the actual development status of the tourism industry in the national economy . The higher the M value, the more stable and increasing over time, the closer the tourism industry develops to the goal of sustainable development.
Besides, the sign to evaluate the sustainability of tourism activities can be considered through the level of contribution to the state budget of the tourism industry.
- Tourist indicators : From the perspective of normal tourism development, people are often only interested in the number of visitors. However, when tourism develops, especially from the perspective of sustainable development, indicators of length of stay, spending ability, satisfaction level and return rate to a country, region or tourist destination of visitors are more interested and appreciated.
- In terms of economic efficiency, compared to having many visitors but short stay and low spending, having few visitors but longer stay and higher spending brings higher efficiency. Because this allows to ensure the growth of tourism revenue while limiting the cost of serving a larger number of visitors and limiting the impact on the environment.
- The number (rate) of visitors returning to a country, region or tourist area or destination is one of the measures of the quality of tourism products of that country, region, area or destination. The results of the research analysis only
This number will contribute significantly to forecasting the development trend of tourist flow and help build tourism products that meet customer needs.
Tourist satisfaction is a mirror reflecting the quality of tourism products, service quality, and labor quality, in addition to favorable objective conditions such as weather, political security, etc. Moreover, the level of tourist satisfaction will be an important factor in determining the length of stay, the level of spending, and the return of tourists. Therefore, the level of tourist satisfaction will be an important sign of the sustainability of tourism activities and one of the goals of sustainable tourism development.
- Quality of tourism human resources : In tourism activities, the quality of the workforce is always an important factor that has a decisive meaning for development. This becomes even more urgent in the context of fierce competition in tourism activities. The quality of the workforce is an important factor in determining the quality of tourism products, service quality and the final result is to affect business efficiency, to the growth of tourism from an economic perspective. Thus, the high quality of the workforce is not only a factor in attracting visitors, enhancing the reputation of the industry and the country, but also an important factor in competing to attract visitors, ensuring sustainable tourism development and is considered one of the important signs to recognize the sustainable development of tourism.
- Investment in tourism : For any economic sector, investment is always a lever to promote the growth of that economic sector. Investment capital exists in two forms: mobilized capital and foreign direct investment capital. If domestic investment capital, especially capital mobilized from the people to develop small and medium private enterprises, has the effect of enriching service types and creating jobs
In addition to doing and avoiding risks, foreign investment capital plays a role as a lever, promoting the development of the tourism industry in particular and the economy in general.
In a certain research period (maybe 5 years, 10 years), the level of change in foreign direct investment capital in tourism will give us basic assessments of the future development of the industry. In which, the ratio "K" will be a sign of the sustainability of the tourism industry from the perspective of ensuring investment capital for development.
Foreign direct investment in tourism
K = ------------------------------------------------ -----------------------
Total foreign direct investment in the economy
Economic development in a market economy requires rapid adaptation to changes due to many objective and subjective factors to limit risks. This can be done by developing a system of small and medium enterprises. As an economic sector, tourism development activities need to pay attention to this issue to ensure sustainable development from an economic perspective. This is even more meaningful for developing countries where national management capacity is still limited. Local investment will limit the rate of "leakage" of tourism profits. In addition to economic significance, the development of a system of small and medium enterprises also has social significance, creating conditions for a large number of local workers to have jobs. In addition, this is also an environment that attracts huge social resources for tourism development, in line with the highly socialized nature of tourism, ensuring sustainable development.
In addition to considering the source and value of investment capital, from the perspective of sustainable development, the investment object (infrastructure, tourism facilities, resource restoration, environmental protection, human resource training, etc.) is also an important factor that needs to be evaluated and considered as an important sign of
sustainable development. This sign can be considered and evaluated through indicators on the ratio of capital investment for resource restoration and environmental protection in a project or the ratio of tourist areas and spots in a locality that are invested in restoration and protection. The more tourist areas and spots in a region or country that are invested in restoration and protection, the more closely tourism development activities in that region or country are linked to sustainable development goals. According to the WTO, if this ratio exceeds 50%, tourism activities are considered to be in a state of sustainable development.
In addition, in investment, in addition to the investment source from the State supporting infrastructure development, an important investment source is from tourism income. The larger this investment source is, the more it demonstrates the tourism industry's awareness of the importance of sustainable development. Therefore, the scale of investment (reinvestment rate) from tourism income will be considered an important sign of sustainable tourism development from the perspective of ensuring the sustainability of resources and the environment. Not only that, the higher the percentage of revenue that the tourism industry allocates to the agency in charge of tourism resources for reinvestment, the better the ability of inter-sectoral coordination.
- Organizing and managing tourism development activities : In the process of organizing and managing tourism development activities, planning as a basis for implementing specific development plans plays an important role. Planning is the process of inventorying and analyzing resource potentials and related conditions to determine appropriate development options, ensuring effective exploitation of tourism resource potentials and finding solutions to limit the impact of development activities on the environment, bringing economic and social efficiency. Therefore, the number (ratio) of planned tourist areas and spots will be a sign of sustainable tourism development from the perspective of ensuring sustainability of resources and environment as well as from the perspective of ensuring economic development, contributing positively to the overall socio-economic development of the region.
The management and limitation of pressure on the environment and resources through waste management and minimization measures, the level of control of development activities including conservation activities and the maintenance of diversity in which the maintenance of endemic ecosystems is threatened. The control of development activities serving the goal of sustainable development is also carried out through the implementation of environmental impact assessment procedures at tourist areas and destinations, or an equivalent form of official environmental control activities at tourist areas and destinations. This is one of the important signs of the sustainable development process and is determined through considering whether or not there are, or whether or not the above management and control measures are implemented.
Sustainable tourism development must ensure that the intensity of tourism activities at tourist sites is determined so as not to exceed environmental standards, energy consumption and capacity. Limiting the number of visitors in a development cycle is an important and necessary issue, which will help maintain and protect biodiversity, ensuring adequate energy supply to serve both community life and tourist needs.
- The level of satisfaction of the local community with tourism activities : Tourism development activities will be sustainable if supported by the local community. Therefore, the level of satisfaction of the community with tourism activities will reflect the sustainable state of tourism activities in development.
To achieve community satisfaction, the role of the community must be promoted as well as bring benefits to the community, specifically:
+ Promote the role of the community in building and implementing tourism development planning.
+ Promote the role of the community in supervising the implementation of investment projects and tourism development in the area.
+ Increase the scale and level of community participation in tourism activities
+ Improve the community's living standards thanks to tourism activities
+ The general social welfare of the community is improved.
To identify this sign, it is necessary to conduct a community interview survey. The survey results will be the basis for adjusting activities to develop more sustainable tourism activities from a social perspective.
While attracting international tourists is mainly aimed at increasing foreign currency revenue for the economy, attracting domestic tourists also has the meaning of creating conditions for redistributing income among the labor force in society, contributing to creating more jobs for society, actively supporting the Government's relief programs such as hunger eradication and poverty reduction programs, raising awareness for the community... Thus, it has made an important contribution to the successful implementation of the set goals of sustainable development from both economic and social perspectives.
1.3 Evaluation criteria of some levels in the organization of provincial tourism territory from the perspective of sustainable development
1.3.1 Criteria for evaluating tourist destinations
* Identify tourist attractions in the assessment area:
Determining typical tourist attractions in the research area for comprehensive assessment must first be based on the content of component analysis to find areas containing resources that can serve tourism exploitation. In those areas, based on the characteristics of the tourist attractions and the content applied to the research area to determine tourist attractions containing resources.[13]
* Determining evaluation factors: Recent applied studies in tourism geography in Vietnam [2], [3], [4], [9], [16]... mostly use 7 factors in the evaluation content including: attractiveness, tourism exploitation time, tourist capacity, sustainability, tourist location, infrastructure and technical facilities of the tourism industry, economic efficiency. Inheriting these studies, to suit the research object and scope of the topic, tourism resources are evaluated according to the following factors:
- Attractiveness: includes the richness of tourism resources and types of tourism that can be implemented at the tourist destination.
- Time of tourism activities: includes the time of year with suitable climate conditions for human health (determined through the correlation between temperature and humidity of the air affecting human health) and the time to implement good tourism activities (determined through the number of dry weather days favorable for organizing tourism activities and the number of days that can access and exploit the values of resources to satisfy the needs of visitors).
- Tourist capacity: is the maximum number of visitors that can be welcomed to a tourist destination at the same time without harming the natural and social environment and the interests of visitors.
- Sustainability: is the ability to stabilize and not degenerate natural, economic and social components under pressure from tourism, natural disasters or other objects.
- Location and accessibility of tourist attractions: is the relative position between the resource point and the source of visitors and the traffic system allowing access to the tourist attraction (calculating standard access time for tourist cars).
- In addition, from the perspective of sustainable development, the topic adds another evaluation criterion for tourist destinations, which is the criterion for managing tourism activities.
