The expansion of tourism activities has led to many new problems, from the risk of decreasing the value of tourism resources to challenges in sustainable tourism development. Along with that, the fluctuations of the world economy, politics and the socio-economic development process of Vietnam have created new opportunities as well as new challenges. The domestic tourist market has grown rapidly, becoming an important market, even gradually becoming a key market for many localities, including Lao Cai. In addition, the development of infrastructure, especially roads, has changed the value and exploitation capacity of tourism resources. The Noi Bai - Lao Cai Expressway opened in 2014, leading to fundamental changes in access to tourist destinations in Lao Cai, dramatically increasing the number of tourists, while fundamentally changing the structure, needs and consumption characteristics of tourists. The increase in the number of tourists also leads to risks of overload, imbalance, destruction of tourism resources, and even degradation of the tourism industry in Lao Cai province. This situation has required changes to the entire tourism system in Lao Cai province. In terms of socio-economic development planning and sectors in Lao Cai province, in July 2014, the Lao Cai Provincial People's Council approved the Master Plan for socio-economic development of Lao Cai province to 2020, with a vision to 2030. This is an important basis for new orientations for sectors in the province, including tourism.

Faced with major changes in economic, social conditions and tourism development, the content of the Lao Cai Province Tourism Development Plan for the period 2005-2010 is no longer appropriate. It is necessary to analyze and re-evaluate the overall current status and conditions for tourism development in Lao Cai Province, thereby determining the vision, goals, and developing solutions for tourism planning and organization suitable to the new conditions. Faced with such urgent requirements, Lao Cai Province has


Develop and promulgate the "Tourism development plan of Lao Cai province for the period 2015-2020, vision to 2030". The Tourism development plan of Lao Cai province for the period 2015-2020, vision to 2030" is implemented on the basis of the following legal bases:

- Law on Tourism No. 44/2005/QH11 dated June 14, 2005 and Decree 92/2007/ND-CP dated June 1, 2007 of the Prime Minister detailing the implementation of a number of articles of the Law on Tourism.

- Decree No. 92/2006/ND-CP dated September 7, 2006 of the Government on the establishment, approval and management of master plans for socio-economic development;

- Decree No. 04/2008/ND-CP dated January 11, 2008 of the Government amending and supplementing a number of articles of Decree No. 92/2006/ND-CP;

- Circular No. 05/2013/TT-BKHĐT dated November 30, 2013 of the Ministry of Planning and Investment guiding the organization, appraisal, approval, adjustment and promulgation of master plans for socio-economic development, industry plans, and key product fields;

- Decision 2473/QD-TTg dated December 30, 2011 of the Prime Minister approving the "Vietnam Tourism Development Strategy to 2020, vision to 2030";

- Decision No. 201/QD-TTg dated January 22, 2013 of the Prime Minister approving the "Master plan for Vietnam Tourism Development to 2020, vision to 2030".

- The Prime Minister approved the construction planning for the midland and mountainous regions of the North until 2030 in Decision No. 980/QD-TTg dated June 21, 2013;

- The master plan for socio-economic development of the Northern Midlands and Mountains region to 2020 was approved by the Prime Minister in Decision No. 1064/QD-TTg dated July 8, 2013;

- The planning for construction of the Vietnam - China border area until 2020 was approved by the Prime Minister in Decision No. 1151/QD-TTg dated


August 30, 2007;

- Resolution No. 92/NQ-CP dated December 8, 2014 of the Government on a number of solutions to promote the development of Vietnam tourism in the new period;

- Decision No. 1580/QD-TTg dated September 6, 2014 of the Prime Minister promulgating the Plan to implement Conclusion No. 26-KL/TW dated August 2, 2012 of the Politburo to continue implementing Resolution No. 37-NQ/TW dated July 1, 2014 of the 9th Politburo to promote socio-economic development and ensure national defense and security in the Northern Midlands and Mountains region by 2020;

- Decision No. 91/2008/QD-BVHTTDL dated December 30, 2008 of the Minister of Culture, Sports and Tourism on approving the Master Plan for tourism development in the Northern Midlands and Mountains region to 2020, with a vision to 2030.

- Decision No. 46/2008/QD-TTg dated March 30, 2008 of the Prime Minister approving the Master Plan for socio-economic development of Lao Cai province to 2020;

- Decision No. 1636/QD-TTg dated September 22, 2015 of the Prime Minister on adjusting the Master Plan for socio-economic development of Lao Cai province to 2020, with a vision to 2030;

- Resolution No. 21/NQ-HDND, dated July 7, 2014 of the People's Council of Lao Cai province on Adjusting the Master Plan for socio-economic development of Lao Cai province to 2020, with a vision to 2030;

- Decision No. 660/QD-UB dated November 3, 2004 of Lao Cai Provincial People's Committee on approving "Planning for tourism development of Lao Cai province for the period 2005-2010 with orientation to 2020";

- Resolution No. 01-NQ/DH, dated September 24, 2015, the 15th Congress of Lao Cai Provincial Party Committee, term 2015-2020.

The above analysis shows that, through each different development stage, Lao Cai province has focused on the work of building a tourism development plan to determine


direction, and at the same time have specific implementation solutions to effectively implement the contents of the Tourism Development Plan approved over the periods.

3.2.3. Promotion, promotion, association, cooperation in tourism development

Lao Cai province has promoted its leading role in organizing cooperation in tourism development in the Northwestern provinces, organizing many seminars and conferences to promote investment, trade and tourism, and participating in many international tourism fairs. In the period of 2017-2019, the cooperation and association activities in tourism development of Lao Cai province were demonstrated through the following programs and events:

- Organize the Seminar "Linking tourism development in the Northwestern provinces", including the Department of Culture, Sports and Tourism of 8 extended Northwestern provinces and more than 70 delegates from tourism businesses participating in the survey team to build the tourism product "Northwestern Arc".

- Implement promotional and advertising contents within the framework of the National Tourism Year 2017 Program according to Plan No. 307/KH-BTC, dated December 19, 2016 of the Organizing Committee of the National Tourism Year 2017 of Lao Cai province. Continue to effectively exploit the equipment of the Satellite Data Station in the information and tourism promotion work of the province and programs in the National Tourism Year 2017.

- Participate and organize booths displaying Lao Cai Tourism at conferences.

In addition, Lao Cai province is cooperating with the Nouvelle Aquitaine Region to develop a design plan to display the Provincial Museum as a regional and international tourist destination; to develop a design plan for the Sa Pa Tourist House to become a "green heart in the heart of Sa Pa" to attract tourists when coming to Sa Pa; to build the Bac Ha Tourist House (Hoang A Tuong Palace) to become a tourist destination with profound cultural, historical and humanistic values. These products, when invested in and built, promise to become high-quality tourism products, with brand positioning value for Lao Cai tourism in the future. The Nouvelle Aquitaine Region helps Lao Cai build new tourism products for Lao Cai province: paragliding tourism products, waterfall tourism products, tree tourism products.

- Cooperate with Luang Prabang city - Laos, Chiang Mai - Thailand to develop specialized tourism products. Maintain tourism development cooperation with ADB, KOICA, JICA in planning, developing tourism infrastructure, building tourist destination models, and training human resources.

- Coordinate, organize the development and implementation of partnership proposals under the Project "Promoting gender equality through improving the economic efficiency of agricultural production and tourism development in Lao Cai and Son La provinces" using non-refundable ODA aid from the Australian Government (GREAT Project).

3.2.4. Construction of infrastructure and technical facilities for tourism
