Firstly, for the competent authorities in policy making, law making and document promulgation: Continue to develop and perfect the system of legal documents and policies on tourism. Tourism is a comprehensive economic sector related to many other sectors, professions and fields. The National Assembly needs to review the Laws on tourism and those related to tourism to amend, supplement and perfect, especially in the context of Vietnam joining the WTO and the trend of Vietnam increasingly integrating deeply into the world economy as well as the process of regionalization and globalization taking place more and more strongly, sometimes the promulgation of Laws needs to refer to international regulations. The Government and local authorities at all levels need to explain, apply and concretize the Law, promulgate regulations in accordance with the Law and the practical requirements of the Capital to ensure consistency, creating favorable conditions for competent authorities and people in applying the law to the process of state management of tourism.

Second, for the Party committees and local authorities: The City Party Committee and People's Committee continue to issue mechanisms and policies to attract investment in tourism development, especially in the construction and exploitation of tourist destinations and routes as well as the preservation and restoration of cultural values, works, and environmental landscapes to maintain, develop, and rationally exploit tourism resources. Synchronously and effectively use financial tools, taxes, prices, information and communication, incentive policies, investment attraction, and tourism stimulus.

Third, for the central and local industry management agencies: The General Department of Tourism and the Hanoi tourism industry are interested in implementing research and forecasting of the tourist market, thereby providing evidence and arguments to supplement and adjust the tourism development plan in each stage, while proactively dividing the flow, seizing opportunities and timing to best serve customers. Promote joint ventures, associations and international cooperation in business activities.

Fourth, for each state management entity on tourism in the coordination relationship: Clearly define responsibilities, powers, tasks and build a coordination mechanism between competent agencies in state management of tourism in the capital with ministries, departments and branches from the central to grassroots levels such as the cultural, educational, health, transport sectors... to create a combined and synchronous strength of the state administrative management apparatus, avoiding overlapping or shirking of responsibility.

CONCLUDE


From a need, a social phenomenon, tourism has gradually become a comprehensive economic sector with an important position in the national economy. As the tourism industry grows stronger, it also requires increasing the effectiveness and efficiency of state management. After nearly 30 years of innovation, especially in the period of international economic integration and globalization taking place more and more strongly today, with the attention of the Party and the State through the right policies, orientations and strategies, the tourism industry and state management of tourism in the country in general as well as in Hanoi in particular have been consolidated and developed strongly. Through the achieved results as well as the limitations and shortcomings in each aspect and each specific field of state management of tourism in the city, the author would like to draw some conclusions as follows:

Firstly: Tourism development is a socio-economic process, the development of a comprehensive economic sector related to many other industries and fields. The development of tourism on the one hand contributes positively to promoting socio-economic development, on the other hand it can also cause negative impacts, undesirable consequences if not well oriented and managed. Therefore, state management is one of the indispensable objective requirements for the tourism industry as well as for any other economic sector or field of social life. State management of tourism is the factor that ensures the sustainable and healthy development of Hanoi's tourism according to the orientation of the Party and the State.

Second: In recent years, the state management of tourism in Hanoi has had many changes, contributing to the strong development of the tourism industry in both breadth and depth. The orientation and development of tourism development strategies have been seriously implemented, the planning and implementation of planning as well as the management of tourist destinations and routes have been carried out.


Tourism has made many advances, basically ensuring consistency and feasibility, in line with the master plan for the development of the capital as well as the strategic plan for the development of the tourism industry of the whole country until 2030. The management of the market and activities of tourists as well as businesses and establishments participating in tourism business activities has been increasingly improved, with attention paid to the application of information technology, especially customer management software to improve efficiency; thanks to that, competent state agencies have firmly grasped the situation of the movement of tourists in and out of the area as well as the growth situation in the number of tourists, revenue, income and all other aspects of organizations and individuals participating in the tourism market. Human resource management has initially been focused on, first of all in awareness and training, vocational training in a professional direction; thanks to that, the labor force in the tourism industry has increasingly improved in quality in all aspects (cultural level, education, foreign languages, professional skills, etc.). Tourism economy is gradually affirming its position as a key economic sector of the capital, contributing to promoting the development of Hanoi capital to match its potential and position.

Third: In addition to the highly commendable achievements as above, the current state management of tourism in the capital cannot avoid limitations and shortcomings that need to be resolved so that the tourism industry can continue to take off. The effectiveness and efficiency of state management are not high, and state management is sometimes and in some places still lax, leading to violations of planning and laws in tourism business activities. Although the quality of human resources in the tourism industry has been improved, it has not yet met the increasing demands of the market. The propaganda work to raise people's awareness of tourism and tourism business has not received adequate attention and is ineffective. Many tourists and people, whether intentionally or unintentionally, still have behaviors that damage cultural values, works, and tourism resources.


Fourth: To promote the achieved results, overcome the limitations and shortcomings in the current state management of tourism in the capital, the City needs to synchronously implement economic, political, cultural and social solutions, focusing on enhancing the effectiveness and efficiency of state management by law for the tourism industry; using budget, tax and financial tools to encourage investment and tourism development, promoting socialization, mobilizing all social resources according to the viewpoint that tourism development is the cause of the whole people./.
