In order to further promote the process of standardizing training, improving human resource skills according to quality standards, meeting practical requirements to ensure stable and sustainable development of the entire tourism industry in Hanoi, the urgent requirement is to soon find feasible and useful solutions to best serve the training, professional development and foreign language training for human resources. In its training and development work, the Hanoi Department of Tourism needs to implement the following solutions:
Firstly, on consolidating and building a team of professional, clean and strong state management staff for the tourism economy:
- Continuously improve the professional quality of cadres and civil servants in the state management apparatus.
- Based on the orientation of Hanoi's tourism economic development, statistics and analysis of the demand for the number of state management staff for tourism economy for each period and each level to develop training and fostering plans with many appropriate forms, both short-term and long-term, both domestically and internationally, on tourism professional expertise, knowledge of international law, foreign language ability and modern information technology skills.

3.3. Some recommendations
Firstly, for the competent authorities in policy making, law making and document promulgation: Continue to develop and perfect the system of legal documents and policies on tourism. Tourism is a comprehensive economic sector related to many other sectors, occupations and fields. The National Assembly needs to review the Law on tourism and tourism-related documents to amend, supplement and perfect, especially in the context of Vietnam joining the WTO and the trend of Vietnam increasingly integrating deeply into the world economy as well as the process of regionalization and globalization taking place more and more strongly, when promulgating legal documents, it is necessary to refer to international regulations. The Government and local authorities at all levels need to explain, apply and specify the law, promulgate regulations in accordance with the law and practical requirements of the capital to ensure consistency, creating favorable conditions for competent authorities and people in applying the law to the process of State management of the tourism economy.
