Therefore, state management of the press must increasingly meet higher, more difficult, and more complicated requirements.

The above-mentioned shortcomings and limitations have many causes, including the poor state management of the press. Therefore, improving the effectiveness of state management of the press and promoting the role of the press in the innovation process is an objective requirement and has important significance. Therefore, the author chose the issue of "State management of the press in Gia Lai province" as the topic of his master's thesis, majoring in Public Management.

2. Research situation related to the thesis topic

In recent years, in our country, there have been a number of scientific research projects approaching the issue of State management of the press from different perspectives. However, the number is still small, not yet generalized, especially the State management of the press at the local level. The student has studied a number of scientific research projects related to the content of his topic as follows:

The work "Theoretical basis of journalism" deals with different viewpoints on journalism, closely following the viewpoints of Marxism-Leninism, Ho Chi Minh's thought and the viewpoints of the Communist Party and the State of Vietnam on journalism. The work " Electronic Newspaper - Basic Issues " by Nguyen Thi Truong Giang - Academy of Journalism and Propaganda, published by Political Publishing House.

- Administration, Hanoi published in 2011, provides some information on the development of the Internet in Vietnam, the activities of electronic newspapers. However, when it comes to the management of electronic newspapers, the author only lists some directives of the Party and the Government related to the management activities.

is only mentioned in terms of legal management without in-depth analysis of the actual effectiveness of these documents as well as other aspects of State management activities in the press sector.

- The scientific work "State management of the press in Vietnam today" (2016) by Nguyen Thi Mai Anh (National Academy of Public Administration) studied the scientific basis of journalism and state management of the press; analyzed the current state of state management of the press since the country implemented the renovation process; proposed to add new points to a number of concepts related to journalism and state management of the press; proposed solutions to improve state management of the press in our country in the context of integration, in the context of the rapid development of multimedia information and communication technology like today.

- The scientific work "State management of electronic press in Vietnam today" (2019) by Nguyen Minh Thang (Academy of Social Sciences) has researched the field of State management of electronic press; proposed a number of solutions to improve State management of electronic press such as orientation to improve capacity and efficiency including two main groups of viewpoints; solutions to improve State management capacity of electronic press in our country.

Identifying the issues facing local press due to the two-sided impacts of multimedia communication trends, initially identifying the current development trends of local press and each type of press. The thesis analyzes the current situation, identifies development trends of the press and proposes solutions to improve the effectiveness of State management of the press in Binh Duong province.

The research works have affirmed the important role of State management of the press; at the same time, they have proposed the current situation as well as solutions to improve the effectiveness of State management of the press at the central and local levels. In general, the research works have reflected different aspects, providing many documents on theoretical basis, knowledge and experience related to State management of the press at different stages and localities. However, up to now, there has been no research work on State management of the press in Gia Lai province. Therefore, the author chose this topic as his master's thesis.

3. Purpose and tasks of thesis research

Researching theory and practice on State management of the press, thereby proposing solutions to improve the effectiveness of State management of the press in Gia Lai province in the coming time.

3.2. Research tasks

- Research and clarify the theoretical and practical basis of state management of the press, and apply it to state management of the press in Gia Lai province.

- Analyze and evaluate the current situation of press and state management of press; clarify the achievements, limitations, and causes of limitations in state management of press in Gia Lai province.

- Analyze directions and propose solutions to improve state management of press in Gia Lai province in the coming time.

To research and clarify the issues, the thesis uses a combination of different research methods as follows:

- Document research method: Research related documents to have scientific arguments for evaluating press activities, as a basis for assessing the current situation and proposing some solutions to improve the effectiveness of State management of press in Gia Lai province.

- Analysis and evaluation method: The topic analyzes and evaluates the current status of state management of the press in Gia Lai province to point out the strengths and weaknesses in state management of the press.

- Statistical and comparative methods: Used by the author to process data collected in the work of State management of the press to compare and contrast the results.

Results from practice to clarify the achievements as well as the shortcomings, limitations and causes in the work of State management of the press.

1.1. Press and state management of the press

1.1.1. Concept of journalism

The press is a mass media that conveys information about issues occurring in social life quickly, accurately and honestly to the general public.

Up to now, the concept of journalism has many different definitions.

According to ancient Greek philosophy: " Journalism comes from the word "information" which means information, announcement, news and is understood as creating a form to help people understand the existing world around them by taking objective reality to reflect continuously and throughout the close relationship between journalists - works - public" [8, p.6].

According to author Nguyen Mai Anh in his doctoral thesis “State management of the press in Vietnam today”, the concept of the press: “The press is a mass media that conveys information about issues occurring in social life quickly, accurately and honestly to the general public. Some types of press have fast, immediate multi-dimensional interaction with the reading public; is a political - social activity, a propaganda tool of the Party, the State and political - social organizations; is a forum for the people” [21, p.48]

According to the monograph: "The role of print media in performing the function of social supervision and criticism in Vietnam today" by Dr. Nguyen Quang Vinh published by the People's Police Publishing House in 2020, " Press is a form of mass media (including print newspapers, radio, television, and online newspapers) licensed by competent authorities, periodically, widely distributed, and transferred.

According to Article 3 of the 2016 Press Law : “Press is an information product about events and issues in social life expressed in writing, images, and sounds, created, periodically published, distributed, and transmitted to the public through various forms of print, audio, visual, and electronic newspapers” [35, p.1]

1.1.2. Types of journalism

Article 3 of the 2016 Press Law stipulates that press includes four types:

Print journalism is a type of journalism that uses writing, pictures, and photos, made by printing media to distribute to readers, including printed newspapers and printed magazines.

Spoken press is a type of journalism that uses voice and sound, transmitted and broadcast on technical infrastructures applying different technologies.

Visual journalism is a type of journalism that mainly uses images, combining voice, sound, and writing, transmitted and broadcast on technical infrastructures applying different technologies.

Electronic newspapers are a type of journalism that uses text, images, and sounds, transmitted over the network environment, including electronic newspapers and electronic magazines.

In addition, there are other types of journalism such as: newsletters, magazines, internal journals, etc. Each type of journalism has certain advantages and disadvantages. They coexist, develop and complement each other to create a diverse and rich journalism system.

1.1.3. Concept of state management

State management, in a broad sense, is a form of operation of state agencies that includes all activities from issuing legal documents, legal documents to directly directing the activities of managed subjects and the issue of inspection and examination of necessary State management subjects.
