INTRODUCTION
1. Urgency of the topic
Over the past 10 years, since Resolution No. 46/NQ-TW dated February 23, 2005 of the Politburo on the work of protecting, caring for and improving people's health in the new period was issued, the work of protecting and caring for people's health in our country has achieved many important achievements. The health network, especially the grassroots health care, has been increasingly consolidated and developed; many dangerous epidemics have been controlled and pushed back; health services have become more diverse; many new technologies have been researched and applied; the supply of drugs and medical equipment has made more efforts than before....
The above achievements are thanks to the efforts of the majority of medical staff and workers in the health sector; the attention and leadership of Party committees and authorities at all levels; the active and effective participation of departments, branches, the Fatherland Front, unions, social organizations and the general public.
However, the recent past has been a difficult time with many unfortunate incidents , typically children dying after vaccination, the case of disposing of a patient's body at Cat Tuong Beauty Salon, duplicating test results at Hoai Duc Hospital, 3 children dying after vaccination in Huong Hoa District (Quang Tri)... That is the situation of some facilities operating "underground", without a license to practice; some individuals who are heads of private medical facilities who are also officials at public medical facilities have not fulfilled their responsibilities when conducting medical examinations and treatment at clinics and private homes during working hours; and the situation of doctors and nurses at private medical facilities practicing in an inappropriate manner, without a license to practice, not putting the health of patients first, chasing after profits...
The main cause of the above incidents is due to weak state management in the health sector, especially state management of health human resources.
As an organizational officer in the health sector, realizing the importance and profound significance of state management of health human resources, I boldly chose the topic: "State management of health human resources from the practice of Hanoi city".
2. Research status of the topic
The issue of state management of medical human resources has received special attention from our Party and State through Party Congress documents and State legal documents. When referring to the issue of human resources in the medical field, there have been the following studies:
The thesis "Health human resources in the Red River Delta" by Dr. Le Thuy Huong studies, analyzes and evaluates the current status of health human resources in the Red River Delta, the results achieved; limitations, weaknesses and causes; thereby proposing directions and solutions to develop health human resources to meet the needs of health care, protection and improvement for the people.
The topic "Developing human resources in the health sector of Quang Nam" by Master Nguyen Hoang Thanh in 2011 at Da Nang University, the topic systematized theoretical issues on human resources development, analyzed and evaluated the current status of human resources development in the health sector of Quang Nam province up to 2011, and proposed a number of solutions for developing human resources in the health sector in the coming time.
Topic: "The current situation of human resources and medical human resource management at provincial hospitals in Long An province in 2012", the topic has clarified the specific nature of medical human resources, the role of medical management human resources and the current situation of this team at hospitals in Long An province, the lack of quantity and weak quality due to medical human resources being transferred from professional practitioners to management work. The topic has given some discussions on the current situation of hospital structure.
as well as Long An's medical human resource management activities in 2012, advantages, difficulties and solutions for the medical problems of this locality.
The topic: "Research on health human resource management in the period of industrialization and modernization of the country" by the research group of the Institute of Strategy and Health Policy analyzed: The nature of health labor, concepts, tools and approaches to human resource research and human resource management, perspectives on sustainable health development and health human resource management, assessment of the current status of health staff in terms of structure, qualifications, some issues on hospital human resources, some issues on preventive health human resources, some issues on human resources in disadvantaged areas, analysis of some policies for health staff, especially health staff in disadvantaged areas and raised urgent issues for health human resource management, thereby proposing solutions to improve the effectiveness of management and use of health human resources in the process of industrialization and modernization of the country.
The above research results on health human resources have analyzed: the nature of health workers, concepts, tools and approaches to human resource research, perspectives on sustainable health development, assessment of the current status of health staff in terms of structure, qualifications, some issues on hospital human resources, some issues on health human resources in disadvantaged areas, analysis of some policies for health staff...., these are very valuable studies that need to be inherited, however, to research on health human resources management in general and the health sector in Hanoi, there has not been any specific research topic on this issue.
It can be said that this is a new and necessary topic. Through the system and research on the law as well as the current status of medical human resource management from the practice of Hanoi city, the topic offers practical solutions and proposals on medical human resource management in Hanoi city.
