In recent years, the Provincial Party Committee, People's Council and People's Committee have paid attention to the state management agency for tourism in the province, especially in organizing and operating the state management apparatus for tourism to be most effective.

Regarding the management organization, since April 2008, all work related to the management of tourism business activities in the area has been carried out by the Department of Culture, Sports and Tourism. However, on June 6, 2016, the People's Committee of Thua Thien Hue province separated the state management function of tourism from the Department of Culture, Sports and Tourism to establish the Department of Tourism according to Decision No. 35/2016/QD-UBND. Accordingly, the Department of Tourism is a specialized agency under the Provincial People's Committee; performs the function of advising and assisting the Provincial People's Committee in state management of tourism in the locality according to the provisions of law; public services under the management of the Department and performs a number of tasks and powers as assigned or authorized by the Provincial People's Committee and the Chairman of the Provincial People's Committee.

As of 2017, the Department of Tourism has 02 Department leaders and 05 specialized departments: Department Office (09 people); Department Inspectorate (03 people); Accommodation Management Department (03 people); Travel Management Department (03 people); Tourism Development Research Department (02 people).

The total number of cadres, civil servants, and contract workers according to Decree 68/2000/ND-CP of the Government of the Department is 22 people. In terms of professional qualifications, it can be seen that the cadres working in state management of tourism in the province have mainly been trained, with 05 people having a university degree accounting for 22.72%, of which 03 cadres were sent for training with the talent training policy under Project 165, and mainly cadres with university degrees including 15 people accounting for 68.18%, 02 people with college degrees and untrained accounting for 9.1%, those who have not been trained are those recruited for the positions of handymen and drivers.

In terms of gender, the proportion of female staff working in state management of tourism is 10 staff, accounting for 45.45%, male staff is 12 staff, accounting for 54.55%. It is easy to see that the proportion of male and female staff working at the Department is not much different. Classified by foreign language proficiency, for staff working in management with good foreign language proficiency, good communication skills will be very convenient in learning experience, working with partners, foreign investors, especially in promoting foreign tourism. Looking at the data table, it can be seen that staff working in state management of tourism with English proficiency certificate A, B accounts for 31.38% equivalent to 7 people, there are 12 staff with certificate C or higher, accounting for a large proportion of 54.55%. In terms of age, the staff working in tourism management are mainly those who have worked in the industry for many years, mainly staff aged from 30 to 50 years old with 19 people, accounting for 86.36%, only 6 staff under 30 years old accounting for 18.18%, and the rest are older staff including 3 people, accounting for 13.6%. With these characteristics, there will be many advantages because the civil servants have good awareness, are young, so have high receptiveness and creativity.

What can be done?

- Based on the staffing quota assigned by the Provincial People's Committee, the Department has allocated staffing quotas to the Departments; arranged, assigned and appointed cadres and civil servants according to their professional capacity and work position, as well as ensured job positions to help cadres and civil servants complete their assigned tasks well.

- Training and development work is focused on, creating conditions for cadres and civil servants to participate in training courses of the province as well as the Ministry of Culture, Sports and Tourism to meet professional requirements according to job positions.

Limitations

- The Department of Tourism is a newly established unit in 2016. The staffing arrangement according to the Job Position Project is still inadequate. Currently, there is not enough staff to perform professional tasks as well as direction and management while the Central and the province require not to increase staffing and to streamline staffing.

In general, the organization of the state management apparatus for tourism in Thua Thien Hue has focused on the quality of human resources and has shown positive signs. The Provincial People's Committee has established the State Steering Committee for Tourism in the province, arranged the organization, planned the staff, and developed an inter-sectoral coordination plan to implement tourism activities. In addition, the Provincial People's Committee has proposed tasks and measures to promote the development of tourism in the province through the Tourism Action Program.

2.3.4. Current status of training and fostering human resources in the tourism industry in the province

Thua Thien Hue is a province with diverse and rich resources to develop many types of tourism, but in reality, Thua Thien Hue has not effectively exploited those potentials. In addition, one of the factors contributing to promoting tourism development is the quality of human resources serving tourism. Although Hue currently has many schools training in tourism and tourism professions such as Hue College of Tourism, Faculty of Tourism - Hue University... but the number of quality human resources is still limited. This is also a big challenge for the development of tourism in the province.

As of 2017, Thua Thien Hue has about 13,500 workers in the tourism industry, including all employees working in hotels, travel companies, food and beverage service businesses, transportation... Overall, the labor force generally meets the demand in terms of quantity. However, the number of trained tourism workers is limited, not professional in service, especially in establishments located in districts and towns, the number of on-site trained workers is quite large, accounting for nearly 30%. In addition, community tourism requires workers to have skills, at least trained in tourism services.

With the goal of improving the quality of tourism services, in which the human factor plays a particularly important role, recently, human resource training for the tourism industry has received more attention and focus than before. Every year, the tourism industry has coordinated with organizations, associations, and tourism vocational training schools to open professional training courses, improving skills for tourism staff, from managers to service staff in tourism businesses. In 2013 alone, the provincial Department of Tourism coordinated with the Tourism Association, tourism vocational training schools, and the EU Project (the European Union-funded Environmentally and Socially Responsible Tourism Capacity Development Program) to open nearly 10 training courses for staff serving in hotels, tour guides, drivers and service staff on tourist transport vehicles, and tourism communities... with 985 participants.

More notably, in training programs, the tourism industry focuses on training communication skills and cultural behavior in tourism. Periodically, every two years, the Department of Tourism coordinates with Hue Tourism Vocational College to organize training courses for small traders in markets, taxi drivers, and tourist cyclo drivers in the area with 100 people per class. In addition, to improve the quality of labor participating in community tourism activities, the Department of Tourism coordinates with ILO, ADB, JICA projects... to organize training courses to raise awareness of responsible tourism, training on home-stay business for the community at Thanh Toan tile bridge, Phuoc Tich ancient village, Ngu My Hanh hamlet - Quang Dien district. In addition, the Department has created conditions for management staff to participate in training courses.

Training on tourism management skills organized by international organizations in Vietnam and training trips and tourism seminars abroad.

In general, the training and development of human resources for the tourism industry in Thua Thien Hue province in recent years has basically met the quantity and quality requirements to meet the development needs of tourism.

2.3.5. Current status of management of tourism promotion activities,

Thua Thien Hue province

In recent years, Thua Thien Hue Tourism has had strong growth, with an average growth rate of nearly 11%, of which international visitors increased by 5%. To achieve the above results, one of the important impacts is that the Thua Thien Hue Tourism industry has strengthened tourism promotion with many rich and effective forms. Tourism promotion and propaganda activities have been innovated in the direction of professionalism, information about Thua Thien Hue tourism is brought to tourists in many vivid and attractive forms. Promotion is carried out through publications, tourist guides on topics suitable for each market and each customer group; through festivals, fairs, and culinary festivals to convey

unique features, traditional cultural identity of the locality to tourists. Promotional programs are implemented according to the principle of the state promoting destinations, businesses promoting tourism products. Thua Thien Hue has also strengthened cooperation with international organizations, Vietnam Airlines, Jestar Pacific to convey the image of Thua Thien Hue tourism to foreign markets and support the organization of promotional events. Accordingly, Vietnam Airlines participates in a number of promotional activities for Thua Thien Hue tourism, especially supporting preferential ticket prices to invite Famtrip and Presstrip groups from key markets to Hue to visit, survey and sign tourism cooperation agreements...

Every year, to attract investors and tourists to Thua Thien Hue, Hue Tourism Promotion Information Center has organized a working delegation to participate in events: VITM Fair in Hanoi, Ho Chi Minh City Tourism Festival, Da Nang International Tourism Fair - BMTM Danang, Ho Chi Minh City International Tourism Fair (ITE HCMC); combined with 2 localities of Da Nang, Quang Nam in the program of 3 localities - 1 destination of the Central region to participate in foreign fairs such as ITB Asia Singapore Fair, JATA Tourism Expo Japan Fair, TTM Plus International Tourism Fair in Thailand. At these events, the traditional cultural space, royal court and festival of Hue were created as a highlight in the Vietnamese space of the event, the image of the Complex of Hue Monuments was introduced vividly and attractively through the system of clips, posters, standees and decorative layout of the exhibition booth... In addition, in the sideline program of the event, Thua Thien Hue participated in introducing and promoting the Hue Festival held annually in even-numbered years, the Hue Traditional Craft Festival held annually in odd-numbered years and some unique tourism products of Hue to international friends.

Table 2.17 shows that the budget for promotion activities in 2012 was 2,380 billion VND, this budget has increased over the years, reaching 3,765 billion VND in 2017. This proves that the province has paid attention to tourism promotion, especially foreign promotion, in 2012 it was 750 million VND, by 2017 it was increased to 950 million VND.
