To effectively implement the above solutions, the author would like to make some recommendations below:

The Government and local authorities at all levels need to explain, apply and specify the Law, issue regulations in accordance with the law and practical requirements to ensure consistency, create favorable conditions for competent agencies and people in applying the law to the process of state management of tourism. - Promote joint ventures, associations and international cooperation in tourism business activities as well as vocational training and education, improving the quality of human resources in the tourism industry, especially in the context of the ASEAN Mutual Recognition Agreement on Tourism Professionals (MRA) coming into effect.

- Research and deploy tools to control and evaluate the quality of tourism programs and tourism service providers.

- Gather a team of experts, along with highly skilled artisans to coordinate to research, design, and create new product models based on traditional materials, combining ethnic elements with tourists' tastes to create products with national characteristics and meet the needs of tourists. A typical example is the jewelry making profession of artisans on Hang Bac Street. Currently, the fashion accessories industry is developing strongly in the world. If households producing and trading in this item can create products with high aesthetics, uniqueness, and updated trends, the possibility of restoring this craft street is very promising. However, this research activity cannot be carried out individually but requires the coordination of business households with each other and, more importantly, the support from specialized agencies as well as the authorities of Hoan Kiem District and Hanoi City.

Third, for the Party Committee, local government and departments of Hoan Kiem district: It is necessary to actively coordinate with functional forces to better implement urban management, inspection, examination and handling of violations in tourism activities. Some specific recommendations for this work are as follows:

- Implement and widely disseminate policies and regulations on handling violations in tourism activities.

- Establish a specialized tourist order team at gateway streets to support and help tourists when they need it.

- Numbering and issuing cards to control the quantity and manage the activities of street vendors and shoe shiners.

- Propagate and widely disseminate the hotline number of the Tourism Information Center on tourism websites and posters.

- Install cameras on main streets and historical sites

- Resolutely and thoroughly resolve tourists' complaints about social evils such as selling counterfeit goods of unknown origin, street vendors, shoe shiners, rip-offs, theft, pickpocketing, etc.

Along with that, Hoan Kiem district needs to coordinate with specialized agencies to proactively develop strategies and plans to promote and advertise tourism in Hanoi's Old Quarter in each specific period and stage. It is especially important to focus on using modern means and forms of communication such as websites, social networks, and online forums to increase the ability and effectiveness of reaching tourists in many countries and regions in the shortest time.

Fourth, for each state management entity on tourism in the coordination relationship: Clearly define responsibilities, powers, tasks and build a coordination mechanism between competent agencies in state management of tourism in the capital with ministries, departments and branches from the central to grassroots levels such as the cultural, educational, health, transport sectors... to create a combined and synchronous strength of the state administrative management apparatus, avoiding overlapping or shirking of responsibility.

CONCLUDE

Research on the current situation shows that the current state management of tourism in Hanoi's Old Quarter has revealed some obvious limitations such as: Promotion and advertising activities for tourism in the Old Quarter are still lacking in initiative, not commensurate with the potential, inspection, examination and handling of violations in business serving tourists are loose and not thorough, leading to many phenomena of urban public order becoming problems causing trouble for tourists, research activities, design of tourism products and services have not received due attention, so tourism products, especially tourism programs are still poor, stereotyped, lacking highlights... To overcome these limitations, the author has proposed a number of solutions and recommendations for state management agencies from central to local levels.

The basic results achieved by the research topic include:


1) On the basis of systematizing basic theories in state management, state management of tourism; determining appropriate research methods and content to evaluate state management of tourism at district level, including the Hanoi Old Quarter area under the management of Hoan Kiem district.
