Factors Affecting State Management of Health Human Resources

The Ministry of Health guides and organizes the implementation of strategies, plans and national programs for health development and development orientation;

1.3. Factors affecting state management of health human resources

1.3.1. The Party's human-centered policies, including the health of people and citizens;

Never before has the issue of human beings been so highly valued and respected as it is today. Central Resolution No. 46-NQ/TW clearly states: “Health is a precious asset of each person and of the whole society, an important factor in the cause of building and defending the Fatherland, so we strive to ensure that everyone is cared for in health care” [26, p.02]. In the process of economic reform, the gap between rich and poor is inevitable, so protecting the poor in health care from the pressure of the market economy is a top goal of Vietnam's health care. The Communist Party of Vietnam is deeply aware that economic growth must go hand in hand with social justice, not waiting until the economy has fully grown to think about social justice. The Vietnamese government also correctly recognizes that the health care career belongs to all people, to many sectors in which the health sector plays a fundamental technical role.

The International Covenant on Economic, Social and Cultural Rights states in Article 12: “Everyone has the right to the enjoyment of the highest attainable standard of physical and mental health…” which is considered the most comprehensive international legal provision on the right to health care. Health care is a fundamental human right indispensable for the realization of other rights.

Article 38 of the 2013 Constitution of the Socialist Republic of Vietnam clearly states: Everyone has the right to health protection and care, equality in the use of medical services and the obligation to comply with regulations on disease prevention, medical examination and treatment. 1.3.2. Requirements of the socialist rule of law state of Vietnam

For Vietnam in recent years, in order to gradually build a socialist rule-of-law state in the health sector in general and state management of health human resources in particular, our state has carried out many activities such as: Completing and promulgating the Law on Medical Examination and Treatment, as well as sub-law documents, strengthening institutions for inspection, supervision of law implementation; Innovating the state apparatus from the organization to the actual operation of state power agencies, administrative agencies, and judicial agencies. This is a premise, a fundamental condition, and a foundation for building a rule-of-law state; at the same time, it is also consistent with international treaties to which Vietnam is a party.

Building a socialist rule-of-law state is the task and responsibility of the entire political system. Because a rule-of-law state is first and foremost a state that manages society by law and all organizations and individuals must comply with the law.

Thus, in other countries, people mainly use legal and policy tools, but in our country, in the health sector, policy tools are rarely used. On the other hand, in terms of form, policies and strategies are relatively similar, so it is difficult to distinguish the difference between policies and strategies.


1.3.3. Socio-economic development and other activities of social life.

When Vietnam became a member of the World Trade Organization (WTO), all industries were prepared for integration. In the health sector, integration, recognition and permission to practice in the ASEAN community created competitive pressure on domestic medical facilities right at home. In addition, it also required Vietnam to have policies and sanctions to manage the practice of foreign medical facilities and staff in Vietnam, while also facing the risk of brain drain in the health sector to countries in the region. In addition, with the strengthening of intellectual property protection in the pharmaceutical sector, Vietnamese pharmaceutical enterprises will face many difficulties, especially in the production of generic drugs, leading to an increase in drug prices in particular and medical services in general, affecting people's access to drugs and medical services. Opening the public procurement market requires that drug procurement be treated fairly, strictly following international bidding processes without discriminating drugs by origin; this will affect the supply of drugs in hospitals and make it difficult to promote the development of the domestic pharmaceutical industry.

Globalization also increases the risk of disease transmission, especially emerging diseases, requiring our country to constantly raise vigilance and have appropriate investment and response strategies.

In addition, to direct the comprehensive completion of socio-economic goals and other fields, it is necessary to pay special attention to taking care of people's health, realizing the goal of a rich people, a strong country, democracy, fairness, and civilization. To do so, it is necessary to build a force of cadres who are physically strong, professionally skilled, and dedicated to their profession to fulfill their role well in the cause of health development to maintain political and social stability, strengthen national defense and security, and contribute to improving people's health.
