Thus, in the years 2010 - 2015, the Ha Tinh Provincial Party Committee focused on leading the building of the Party organization in enterprises of all economic sectors, achieving important results, improving quality, strengthening politics, ideology and organization, contributing directly to the overall development of enterprises as well as the whole province. However, besides the achievements, the work of building the Party organization in enterprises in Ha Tinh province in the years 2010 - 2015 has not met the requirements and tasks set. The leadership of the Party organization in enterprises has not been on par with the requirements and tasks in the new period. Therefore, improving the leadership quality and fighting strength of the Party organization in enterprises of all economic sectors in Ha Tinh province is still an urgent task for the Ha Tinh Provincial Party Committee in the years 2015 - 2020.
3.1.3. Requirements for socio-economic development of Ha Tinh province in the new situation
The 18th Congress of Ha Tinh Provincial Party Committee (October 2015) set out general socio-economic development goals for the 2015-2020 term:
Promote economic restructuring associated with growth model innovation; expand integration; strongly develop industry and services, associated with high-tech, large-scale agriculture towards industrialization and modernization; improve people's material and spiritual life; maintain political stability; develop Ha Tinh faster and more sustainably towards modern industry [59, p.50].

The two island communes in Quan Lan have different capacities to receive tourists. Minh Chau Commune is home to many standard hotels and resorts, attracting high-income domestic and international tourists. Meanwhile, Quan Lan Commune has many motels mainly built and operated by local people, so the scale and quality are not high, and will be suitable for ordinary tourists such as students.
c. Time of exploitation of Quan Lan Island Commune:
Quan Lan tourism is seasonal due to weather and climate conditions and festivals only take place on certain days of the year, specifically in spring. In Quan Lan commune, the period from April to June and from September to November is considered the best time to visit Quan Lan because the cultural tourism activities are mainly associated with festivals taking place during this time.
Minh Chau island commune:
Tourism exploitation time is all year round, because this is a place with a number of tourist attractions with diverse ecosystems such as Bai Tu Long National Park Research Center, Tram forest, Turtle Laying Beach, so besides coming to the beach for tourism and vacation in the summer, Minh Chau will attract research groups to come for tourism combined with research at other times of the year.
d. Sustainability
The sustainability of ecotourism sites in Quan Lan and Minh Chau communes depends on the sensitivity of the ecosystems to climate changes.

f. Infrastructure
Despite receiving investment attention, the issue of infrastructure and technical facilities for tourism on Quan Lan Island is still an issue that needs to be resolved because it has a direct impact on the implementation of ecotourism activities. The minimum conditions for serving tourists such as accommodation, electricity, water, communication, especially medical services, and security work need to be given top priority. Ecotourism spots in Minh Chau commune are assessed to have better infrastructure and technical facilities for tourism because there are quite complete and synchronous conditions for serving tourists, meeting many needs of domestic and foreign tourists.
3.2.1.4. Determine assessment levels and assessment scales
Corresponding to the levels of each criterion, the index is the score of those levels in the order of 4, 3, 2, 1 decreasing according to the standard of each level: very attractive (4), attractive (3), average (2), less attractive (1).
3.2.1.5. Determining the coefficients of the criteria
For the assessment of DLST in the two communes of Quan Lan and Minh Chau islands, the students added evaluation coefficients to show the importance of the criteria and indicators as follows:
Coefficient 3 with criteria: Attractiveness, Exploitation time. These are the 2 most important criteria for attracting tourists to tourism in general and eco-tourism in particular, so they have the highest coefficient.
Coefficient 2 with criteria: Capacity, Infrastructure, Location and accessibility . Because the assessment area is an island commune of Van Don district, the above criteria are selected by the author with appropriate coefficients at the average level.
Coefficient 1 with criteria: Sustainability. Quan Lan has natural and human-made ecotourism sites, with high biodiversity and little impact from local human factors. Most of the ecotourism sites are still wild, so they are highly sustainable.
3.2.1.6. Results of DLST assessment on Quan Lan island

For Minh Chau commune:
+ Natural tourism attractiveness is determined to be very attractive (4 points) and the most important coefficient (coefficient 3), so the score of the Attractiveness criterion is 4 x 3 = 12.
+ Capacity is determined as average (2 points) and the coefficient is quite important (coefficient 2), then the score of Capacity criterion is 2 x 2 = 4.
+ Exploitation time is long (4 points), the most important coefficient (coefficient 3) so the score of the Exploitation time criterion is 4 x 3 = 12.
+ Sustainability is determined as sustainable (4 points), the important coefficient is the average coefficient (coefficient 1), so the score of the Sustainability criterion is 4 x 1 = 4 points
+ Location and accessibility are determined to be quite favorable (2 points), the coefficient is quite important (coefficient 2), the criterion score is 2 x 2 = 4 points.

Basically, both Minh Chau and Quan Lan localities have quite favorable conditions for developing ecotourism. However, Quan Lan commune has more advantages to develop ecotourism in a humanistic direction, because this is an area with many famous historical relics such as Quan Lan Communal House, Quan Lan Pagoda, Temple worshiping the hero Tran Khanh Du, ... along with local festivals held annually such as the wind praying ceremony (March 15), Quan Lan festival (June 10-19); due to its location near the port and long exploitation time, the beaches in Quan Lan commune (especially Quan Lan beach) are no longer hygienic and clean to ensure the needs of tourists coming to relax and swim; this is also an area with many beautiful landscapes such as Got Beo wind pass, Ong Phong head, Voi Voi cave, but the ability to access these places is still very limited (dirt hill road, lots of gravel and rocks), especially during rainy and windy times; In addition, other natural resources such as mangrove forests and sea worms have not been really exploited for tourism purposes and ecotourism development. On the contrary, Minh Chau commune has more advantages in developing ecotourism in the direction of natural tourism, this is an area with diverse ecosystems such as at Rua De Beach, Bai Tu Long National Park Conservation Center...; Minh Chau beach is highly appreciated for its natural beauty and cleanliness, ranked in the top ten most beautiful beaches in Vietnam; Minh Chau commune is also home to Tram forest with a large area and a purity of up to 90%, suitable for building bridges through the forest (a very effective type of natural ecotourism currently applied by many countries) for tourists to sightsee, as well as for the purpose of studying and researching.

Breakthrough tasks in : Investing in developing urban areas in a civilized and modern direction associated with new rural construction; developing trade and tourism services on the basis of promoting the potential and advantages of the province and linking regions, inter-regions and areas [59, p.51].
Regarding targets : Average economic growth rate reaches over 22%/year; by 2020, GDP per capita reaches over 120 million VND, income

per capita income reaches 80 million VND (rural areas reach 65 million VND). Economic structure: By 2020, the proportion of industry and construction will be over 56%; services over 34%; agriculture, forestry and fishery under 10%. Budget revenue in the area will reach over 46,000 billion VND, of which domestic revenue will be over 24,000 billion VND; export turnover will reach over 5 billion USD. Every year, on average, each commune will have at least 3-5 new enterprises, 3-4 cooperatives, 10 cooperative groups, etc. The rate of cultural families will reach over 85%; the rate of villages and residential groups meeting cultural standards will reach over 65%; the rate of agencies and units meeting cultural standards will reach over 90%. The rate of trained workers will reach over 70%; over 50% of the workforce will participate in social insurance; over 35% of the workforce will participate in unemployment insurance; The poverty rate decreased by 2.5 - 3%/year according to the new standards [59, pp.51-52].
Regarding the main tasks : Promoting socio-economic development, the Ha Tinh Provincial Party Committee determined: 1) Continue to build, review and supplement plans to meet the requirements of sustainable development. Invest in synchronous and gradually modern socio-economic infrastructure; develop urban systems and industrial parks, industrial clusters and small-scale industries. 2) Actively carry out economic restructuring associated with innovation of sustainable growth models. 3) Improve the quality of cultural and social activities; promote socialization and prioritize investment resources for cultural and social development on par with economic development [59, pp.53-66].
In particular, in the master plan for socio-economic development of the province to 2020, with a vision to 2050 approved by the Prime Minister, it is clearly stated: "Building Ha Tinh into a province with a developed economy, a synchronous infrastructure system, gradually modernizing; protecting the environment and adapting to climate change; the material and spiritual life of the people is constantly improved, striving by 2020, the average income per capita is among the top provinces in the country; maintaining political security and social order and safety", this is both an opportunity and a task for businesses in the province [73, p.14].
3.2. Policy of Ha Tinh Provincial Party Committee on strengthening the building of grassroots party organizations in enterprises
3.2.1. Direction
Thoroughly implementing the Central Committee's policy, based on the reality of Ha Tinh province, the 18th Provincial Party Congress (October 2015) determined the general direction: "Improving the leadership capacity and fighting strength of the Party Committee, promoting democracy and solidarity, creating a clear change in the quality of all types of grassroots party organizations" [59, p.50].
Affirming the leadership role of the Provincial Party Committee in the rapid and sustainable development of enterprises; The Second Resolution of the Party Committee of the Enterprise Bloc, term 2015 - 2020, determined: "Innovation, promoting democracy, solidarity, improving the leadership capacity of Party committees, building a truly clean and strong Party Committee. Focus on consulting on building enterprise development strategies, establishing Party bases in enterprises" [73, p.15].
Implementing the Resolution of the 18th Provincial Party Committee, based on reality and aiming to strengthen the work of building the Party and people's organizations in enterprises in Ha Tinh; on April 27, 2018, Ha Tinh Provincial Party Committee issued Resolution No. 07-NQ/TU, On strengthening the work of building the Party and people's organizations in enterprises in Ha Tinh until 2025 and the following years , determining the following directions:
Strengthen the work of Party building in politics, ideology and organization, ensuring unity of will and action. Improve the leadership capacity, fighting strength of the Party organization, the quality of the contingent of cadres and Party members; focus on consolidating, perfecting and improving the quality of activities of existing Party organizations, at the same time promoting the establishment of new Party organizations in qualified enterprises, ensuring quality, not chasing quantity. In the immediate future, it is necessary to focus on doing well the work of Party building in the Provincial Economic Zone, in enterprises with important positions and characteristics; enterprises operating stably and with many employees [185, p.2].
3.2.2. Objectives
Regarding the general goal: The 18th Congress of Ha Tinh Provincial Party Committee determined the general goal that needs to be focused on in 2015.
- 2020 is: Maintaining political stability; developing Ha Tinh faster and more sustainably in the direction of modern industry. Every year, there are over 70% of Party members; on average, each year, admitting over 3,500 party members [59, p.53].
Specific objectives: Implementing the 18th Provincial Party Resolution issued above; based on the practice of building a strong and ethical business organization in enterprises, the 2nd Resolution of the Party Committee of the Enterprise Bloc specifies the building of a strong and ethical business organization with specific targets:
100% of party members complete their tasks, of which over 85% of party members complete their tasks well; 100% of party members and over 85% of workers and laborers study the Party's resolutions and directives, and the State's policies and laws. Admitted during the term from 1,500 party members or more, of which at least 70% are of Youth Union age; coordinated well with departments, branches, districts, cities, and town committees to establish party cells in various types of enterprises, reaching 60% to 70% of enterprises in the province that meet the conditions to establish party cells [73, p.16].
Continuing to concretize the policy of the Resolution of the 18th Provincial Party Congress on building a grassroots Party organization in enterprises, Resolution No. 07-NQ/TU of the Provincial Party Standing Committee clearly defines the goals:
Firstly , creating a strong change in the awareness of party organizations, mass organizations, party members, union members, workers and employers about the importance of strengthening the work of building the party and mass organizations in enterprises.
Second , innovate, develop and improve the quality of activities of party and mass organizations in enterprises; contribute to promoting sustainable development and improving production and business efficiency of enterprises.
Third , strive by 2025: 100% of enterprises are qualified to establish party and mass organizations according to the provisions of the Party and mass organization Charter.
Fourth , the annual rate of party membership admission is 5-6% of the total number of party members in enterprises, focusing on admitting party members who are private business owners; the rate of party organizations in enterprises achieving the title of strong party organization is 50% or more; the rate of party members completing their tasks well is 85% or more; 100% of party committee members, party cell secretaries, and key cadres of unions in enterprises are trained and fostered in party work skills [185, pp. 2-3].
Thus, compared to the years 2010 - 2015, the goal of building Party organizations in enterprises of the Ha Tinh Provincial Party Committee in the years 2015 - 2020 has been innovated, becoming more specific; especially, it is necessary to create a strong change in the awareness of Party organizations, mass organizations, Party members, union members, association members, and workers about the importance of strengthening Party building work in enterprises; focus on recruiting Party members who are private business owners; 100% of Party committee members, Party cell secretaries, and key cadres of organizations in enterprises are trained and fostered in Party work skills; coordinate well with departments, branches, districts, cities, and town Party committees to establish Party bases in all types of enterprises, reaching 60% to 70% of enterprises in the Province that are qualified to establish Party bases; Strive by 2025: 100% of enterprises are qualified to establish party organizations according to the provisions of the Party Charter.
These new features show a positive shift in the goal of building grassroots organizations in enterprises of the Ha Tinh Provincial Party Committee.
3.2.3. Tasks and solutions
Firstly , continue to innovate and improve the quality of political and ideological education for cadres and party members in enterprises [59, p.70].
Referring to the tasks and solutions in the field of political ideology; raising awareness of cadres and party members, the 18th Congress of Ha Tinh Provincial Party Committee clearly stated: "Innovating the work of propaganda and education on Marxism-Leninism and Ho Chi Minh thought, studying and thoroughly grasping the Party's guidelines and resolutions, the State's policies and laws, and the Congress's resolutions.
Party at all levels” [59, p.70]; by many solutions to regularly raise awareness for cadres and party members in enterprises to meet the requirements of new tasks. During the term, each party cell must build at least 01 typical example, each party committee must build at least 01 typical collective, 01 typical individual in studying and following Uncle Ho. Annually, conduct a preliminary review and commend typical collectives and individuals in studying and following Uncle Ho.
Second , continue to build and consolidate the Party's organizational structure, perfect the apparatus; improve the quality of cadres and party members in enterprises [59, p.71].
Resolution No. 07 of the Provincial Party Committee determines:
Build, consolidate and implement solutions to improve the leadership capacity, fighting strength of the Party Central Committee and the quality of cadres and party members according to Resolution No. 22-NQ/TW, dated February 2, 2008 of the 10th Party Central Committee; Resolution No. 18-NQ/TW, dated October 25, 2017 of the 12th Party Central Committee. Adjust, supplement and perfect the functions, tasks, powers, responsibilities and working relationships of the Party Central Committee in enterprises of all economic sectors towards streamlining the organizational apparatus and focusing on a number of Party building tasks, improving the effectiveness and efficiency of operations in accordance with the characteristics of the situation of the Ha Tinh Provincial Party Committee [185, p.8].
Focus on establishing, building and consolidating Party cells, Party committees and political mass organizations in joint stock companies and private enterprises. Innovate the content, form and method, create a clear change in the quality of activities of various types of Party organizations in enterprises; strengthen the management of Party members, improve the responsibility, capacity and qualifications of Party cells and Party secretaries. Build a team of Party members who are truly pioneers, exemplary, responsible and highly determined in their work, have pure moral qualities, are close to workers and laborers, have a sense of organization and discipline and complete assigned tasks. Pay attention to the work of developing Party members in the direction of rapidly increasing the number and improving the quality; strive to quickly reduce enterprises without Party members and combined Party cells. Have solutions to improve the quality of Party member development work in educational areas.
Review and reorganize the apparatus in the direction of streamlining, quality, improving the effectiveness and efficiency of leadership, direction, management and operation in the spirit of Resolution No. 39-NQ/TW, dated April 17, 2015 of the Politburo. Make a list of enterprises that are eligible to establish party and mass organizations; grasp the number of party members working in enterprises. Organize meetings
Meet, contact, mobilize, and create consensus among business owners on the establishment of party organizations and unions in the enterprise. In enterprises that have 3 or more official party members working at the enterprise but still active elsewhere, the district, city, town Party Committees, and the Provincial Business Bloc Party Committee will assign staff to directly inspect and consider if the conditions are met, then direct the implementation of procedures for establishing a party organization according to regulations.
Continue to innovate the work of cadres, review, amend and promulgate regulations on decentralization of cadre management, cadre standards, regimes and policies for all levels, regulations and rules on recruitment, promotion and appointment of cadres in a transparent and democratic manner. Do a good job of planning and creating cadre resources, paying attention to young cadres, female cadres, cadres working in the Party and mass organizations in enterprises. Develop and implement cadre training programs from the grassroots level to the province, meeting the development of the province. Have mechanisms and policies for training and attracting good cadres and experts in all fields of work. Strengthen the work of management, monitoring and correct evaluation of cadres, carry out well the work of rotating, arranging, assigning, promoting and appointing cadres; tighten discipline and order, promptly correct and strictly handle cadres lacking a sense of responsibility. Improve the quality of cadres and party members working in party and mass organizations, especially leaders: Party secretaries, union presidents, youth union secretaries, and women's union presidents in enterprises.
Third , innovate the content and leadership methods of Party committees and Party organizations in enterprises [59, p.76].
For the TCCSĐ, the party cells directly under the grassroots party committees in different types of enterprises, depending on the location, scale, number of party members, industry, production and business locations, type and aspirations of the enterprise, it is possible to establish appropriate party organizations in the direction of ensuring comprehensive and absolute leadership of local party committees and creating conditions to improve the quality of party cell and party committee activities and ensuring the strengthening of the relationship.
