Regularly Organize Consultation and Dialogue Between Stakeholders, Especially Between Employees and Enterprises

Labor law, but inspection also has the effect of preventing violations. To do a good job of inspection, it is first of all necessary to have a team of inspectors with good moral qualities, professional qualifications and solid legal knowledge. Improving the capacity of labor inspectors is becoming more and more necessary when the labor force and the number of enterprises in the city are increasing, while the number of labor inspectors is always limited. Therefore, it is necessary to build this team so that they have enough capacity to carry out their responsibilities.

It is necessary to build solidarity and cohesion between the Labor Federation at all levels, the Department of Labor - Invalids and Social Affairs, and competent labor management agencies of Da Nang city with workers. On the other hand, it is necessary to seek the support of authorities at all levels, especially employers, to build cultural institutions, creating conditions for workers to improve their cultural and spiritual life (such as having reading rooms, newspapers, regularly organizing cultural - artistic activities, sports, etc.). For businesses, especially small and medium enterprises, foreign-invested enterprises, in concentrated industrial zones, it is recommended to build a "Labor protection corner" (where books, newspapers, televisions, sports equipment or sports playgrounds are equipped, etc.) for workers to entertain during breaks, after meals, etc.

It is necessary to increase cultural, artistic and sports activities, creating playgrounds for workers after hard working days. In addition, large enterprises need to organize picnics and outdoor activities for workers. In particular, in recent times, on the occasion of anniversaries, the trade union has coordinated with enterprises to organize meetings, give gifts, organize games, cultural, artistic and sports activities or organize competitions, through which workers have the opportunity to promote their initiatives, abilities and talents, improve their spiritual life, and at the same time better understand labor safety laws.

Through that, issues of salary, bonus, holidays, support for travel expenses to go home for Tet, visiting and giving gifts, medical treatment... are supported by the responsible employer, or coordinated with the trade union organization to implement. On the part of the employees, with that concern, they will feel more secure in working and contributing to the development goals of the enterprise. However, to do this, the City Labor Federation at all levels needs to take a proactive step in developing and consolidating grassroots trade union organizations and building and improving the qualifications and skills of the staff doing trade union work at enterprises. Only then will strikes rarely occur, and if they do, they will be simple, not stressful and quickly resolved.

It is necessary to build or support more and more housing costs for workers (for example, support by building dormitories, boarding houses for workers to live in or support from 100,000 VND - 150,000 VND/month/worker to rent a boarding house); build a "union shelter" program, propose to trade unions at all levels to build houses for workers with housing difficulties; advise on the implementation of the project to build apartment buildings for low-income people (the subjects are poor workers).

3.2.5. Regularly organize consultation and dialogue between stakeholders, especially between employees and businesses.

State labor management agencies in Da Nang need to actively participate with relevant agencies, implement a regular dialogue mechanism to develop and remove obstacles for businesses to operate effectively. Businesses with their representatives and employees in the business need to be aware of learning about each other, changing their views and attitudes towards the other side. Businesses need to create conditions for employees to establish representative organizations, create opportunities and time to meet and discuss with employees or their representatives, listen to their opinions, wishes, and suggestions, etc.

Regularly Organize Consultation and Dialogue Between Stakeholders, Especially Between Employees and Enterprises

In addition, through its activities, the Da Nang City Labor Federation must increasingly become closer and more trusted by workers. And that has helped the Labor Federation better understand the thoughts and aspirations of workers, on that basis, it has a basis for negotiation, requiring employers to pay attention, respond, help workers feel secure in their work, improve productivity for the unit and income of individual workers.

To care for the legitimate rights and interests of workers, no one else but the trade union must be close to, understand the aspirations of workers to solve their difficulties. At the same time, it must help them raise awareness to properly exercise their rights and obligations. It is necessary to focus on improving the role and quality of trade union activities in enterprises. Trade unions must truly play the important role of a representative to protect the legitimate rights and interests of workers, coordinate with employers to do a good job of propaganda and dissemination of the Party's guidelines and policies, the State's policies and laws to raise awareness among workers; promote the negotiation and signing of agreements.

collective labor; in my opinion, every 3 months, organized meeting at the enterprise according to regulations.

face, dialogue

Instead of waiting for workers to come to them when a labor dispute occurs, or waiting for petitions to be sent, the Da Nang City Labor Federation should proactively have a plan and program to reach out to workers by organizing direct consultation and dialogue. This is a good way to do it, the content of the consultation and dialogue revolves around the legitimate and legal rights of workers as stipulated in the Labor Code such as labor contracts, severance regimes, implementation of social insurance, health insurance, unemployment insurance, wages, bonuses, overtime pay, settlement of labor disputes, etc. Every year, at least 2 to 3 consultation sessions/year should be organized.

legal advice or legal aid for workers. Through dialogue sessions, workers will understand basic policies and regimes and know how to protect themselves in labor relations at the enterprise.

3.2.6. Continue to synchronously deploy solutions to effectively implement the project to solve employment problems for workers in the city, improve the efficiency of job exchange activities.

Implementing Plan No. 10868/KH-UBND of the City People's Committee on continuing to implement the project of disseminating and popularizing the law to employees and employers in all types of enterprises.

In the period 2013-2016, the Department of Labor, War Invalids and Social Affairs maintained the Youth Day.

Vocational training recruitment and job introduction for workers, replicating vocational training models, solving employment and product consumption for rural workers, focusing on the following contents:

- Strengthening factors to promote economic development and create new jobs

for workers

- Develop capital resources, promote the effective use of loan capital to create jobs.

- Improve the effectiveness of employment services and raise awareness of workers; capacity of employment services; have enough capacity and conditions to advise 15,000 - 17,000 workers/year. Continue to organize and improve the quality of periodic job fairs; move towards organizing job exchanges.

Regularly translate once a week, organize mobile fairs at least 3 times a year;

Job placement at the job market for at least 20 - 25% of total employed workers.

- Promote the role of the Job Introduction Center; connect and coordinate to provide information, forecast labor supply and demand at enterprises, to have solutions for the city's job creation work, organize information

Propaganda to raise awareness of all levels, sectors and the whole society about employment, vocational training and apprenticeship, and the labor market.

3.2.7. Promote vocational training

Currently, Da Nang city has more than 10,000 enterprises of all economic sectors operating. It can be seen that the infrastructure of industrial parks in the city has been invested in and built relatively completely, with an area of more than 1,576 hectares, currently attracting more than 350 domestic and foreign projects in industrial parks [31]. Particularly for enterprises operating in Da Nang, up to now, there are 10,042 enterprises. There are nearly 494,617 employees, an increase of 19,882 people, and an unemployment rate of 4.45% [31].

The current population of Da Nang city is 989,330 people (as of December 2012), of which the labor force accounts for 515,018 people, of which 489,681 are employed [7].

However, many investors in enterprises reflect that the level of workers in Da Nang is still uneven, with many limitations in skills. This is a barrier not only in promoting and attracting investors to Da Nang, so vocational training for workers is a very necessary issue in the current situation.

In the field of labor, employment, and vocational training, the sectors have advised the city to issue many projects and programs to link to solve employment for workers. Especially the city's "3 yes" program, the sectors are assigned to implement the project to solve employment for people of working age. To implement this project, a series of branch projects have been issued such as the decision to issue capital support policies for enterprises receiving workers for vocational training and job creation; the project to promote vocational training and job creation; the project to organize periodic job fairs held annually and have become monthly trading floors, contributing to solving employment.

more than 30 thousand workers annually; the project to organize the operation of the labor market information system is deployed to record information on supply and demand of workers and employers from localities, enterprises, etc.; the project to support career conversion, job creation, and life stabilization for subjects subject to land acquisition, relocation, and clearance. Implement the project to socialize vocational training activities to Da Nang Technical - Economic Training Schools into high-quality vocational schools. Continue to implement the policy of free vocational training at vocational training facilities focusing on subjects such as children of martyrs, children of war invalids, families with policies, those with meritorious services to the revolution, young people who have completed their military service, workers from poor households, ethnic minorities, workers subject to urban renovation, farmers with no more land for production. Every year, the city provides free training for more than 3 thousand workers; Through the labor export program, more than 7,000 workers have been sent to work in countries such as Korea, Taiwan, Japan... The city's economic sectors have participated and created jobs for tens of thousands of workers, contributing to lowering the unemployment rate in the city to 4.75% [17].

At the working session with the National Assembly delegation (August 2012), Ms. Nguyen Thi Thanh Hung - Director of the Department of Labor, War Invalids and Social Affairs reported on the implementation of policies and laws on labor, employment, wages and income of workers in the city during the period 2010 - 2012 and raised a number of prominent issues, typical of the city today, which is the situation of immigrant workers accounting for nearly 42% of the total number of workers in Da Nang city, especially in industrial zones. Most of them have low technical qualifications, only about 29% have vocational certificates, so it is necessary to have a retraining policy for immigrant workers. Through the working session, the delegation highly appreciated the implementation of policies and laws on labor, employment, wages and income of workers in the area.

city in the period 2010 - 2012. Especially in vocational training, job creation, social security work, the city has had many breakthrough policies, taking the lead, maintaining a clear increase in GDP growth rate per capita, each year higher than the previous year.

Although vocational training development helps Da Nang solve tens of thousands of jobs each year, each year higher than the previous year, contributing to the shift of a large number of workers in the agricultural sector to industry and services. The specific goal of the Department of War Invalids - Labor and Social Affairs of Da Nang in the coming year is: focus on solving jobs for 3.2-3.4 thousand workers/year; reduce the unemployment rate to below 4.0% [43] . On average, each year, vocational training is provided for 35 thousand workers; by 2015, the rate of trained workers will increase to 65%, of which the rate of trained workers will be 51%. Especially for high-quality workers in enterprises in Da Nang, the need for high-quality workers is increasing, leading to the phenomenon of "supply" not meeting "demand". Currently, some enterprises are expanding production and need to recruit hundreds of technical workers, but it is very difficult to recruit according to the demand or vocational training is not enough for enterprises.

The reason for this situation is that training has not kept up with the development of enterprises. The rate of labor training in long-term, intermediate and vocational college training in the locality annually accounts for more than 15% of the total number of trained laborers; meanwhile, the labor force trained in short-term and technology transfer accounts for a large proportion, leading to the specialized skill level of the majority of laborers not meeting the increasingly high demands of enterprises. Currently, the psychology of some people in working age

Young people like to go to university, which shows that they want to be "teachers", while

Businesses need more “workers”. Therefore, many vocational training facilities do not recruit students according to their quota, leading to imbalanced training in occupations….

There is a policy of financial support for enterprises to receive and train unskilled workers who are poor workers, workers under policies, and young people who have completed their military service, along with job placement for them after their apprenticeship at the enterprise. Organize connections between schools and enterprises to promote vocational training activities at the address, in accordance with the requirements of the enterprise.

Focus on creating jobs for 32,000-34,000 workers/year; reduce unemployment rate to below 4.0%. Provide vocational training for 35,000 workers per year on average; by 2015, increase the rate of trained workers to 65%, of which the rate of trained workers is 51% [43].

3.2.8. Promote employment services

- Strengthen the activities of Employment Service Centers, focusing on collecting labor market information at the centers. Organize the collection of information on unemployed workers, job search needs, job vacancies, information on labor export, vocational training needs, workers who have lost their jobs due to urban relocation... to better resolve the relationship between labor supply and demand in the city. In the period of 2010-2015, it is expected to provide job counseling and introduction for 92,000 workers (18,000 workers/year). Of which, the number of employed workers will reach over 11,500 workers.

- Periodically organize job fairs for workers, employers, job placement centers, schools and training establishments to directly meet, contact, exchange, grasp information, needs for labor, employment, recruitment, thereby meeting the labor recruitment needs of enterprises, helping workers find jobs, vocational orientation, promoting the development of the city's labor market. From now until 2010, organize 3 job fairs; strive through each fair, support for about

3,000 workers found jobs, supporting about 2,000 workers to register for vocational training. In addition to the central budget, the city allocated resources
