1. CONCLUSION
Through the research results above, the author draws some conclusions as follows:
Since 2013, the private economic sector in Hue city has developed in quantity and quality; its position and role have increased, making an important contribution to the socio-economic development of Hue city. Notably, the private economic sector has contributed to the economic growth rate of Hue city, created jobs, contributed to the state budget revenue, etc. and is gradually demonstrating its role and position. The private economic sector is free to do business and is treated more equally with other economic sectors, especially in accessing production factors and types of markets. It is the private economic sector that has diversified the economy of Hue city, meeting the huge capital needs of both consumers and owners. Moreover, with a large scope of operations in many industries, fields and locations, the private economy has been making the most of the resources of each region. In addition, the awareness of business development in the private economic sector has changed towards valuing the role of this sector in the socio-economic development of Hue city, which will lead to positive changes in social psychology and attitudes towards the formation and development of private economic sector enterprises; this is also a factor that encourages the spirit of entrepreneurship, business and social responsibility of private economic enterprises to increase...
However, there are still many barriers and limitations in creating an investment and business environment; in terms of capital, low technology level, high input costs, low labor productivity as well as limited capacity of business owners, difficulty in accessing capital markets, land markets, and many shortcomings in policies and mechanisms have caused difficulties in production and business activities of private enterprises, making it difficult to compete with products of enterprises in other economic sectors.
To promote the development of Hue city's private economic zone in the coming period, it is necessary to have the participation of the Party Committee and authorities at all levels of Hue city, the coordination and support of departments, branches, sectors and organizations to work with enterprises to remove obstacles and difficulties in production and business in order to create more favorable conditions for the private economic zone to develop and develop in accordance with its inherent potential.
The author of the thesis believes that, with the strong integration trend and the rapid development of the private economic sector as it is today, along with the effective resolution of existing problems, "bottlenecks" and barriers in the coming period, the private economic sector in Hue city will continue to develop faster and stronger, making greater contributions to the socio-economic development of Hue city in particular and Thua Thien Hue province in general, truly being "an important driving force" of the economy.
2. PROPOSAL
2.1. For the Central
- The Central Executive Committee issued Resolution 10-NQ/TW, dated June 3, 2017, therefore, the Government needs to soon issue Decrees and Regulations on promulgating a number of specific mechanisms and policies to encourage and facilitate the development of the private economy.
- Further strengthen the supervisory role of central agencies on innovation
mechanisms and policies to encourage and facilitate private economic development.
2.2. For Thua Thien Hue province
- Develop mechanisms and policies to support small and medium-sized enterprises in terms of production and business premises from state-owned housing and land funds. Add tasks to the provincial Socio-Economic Development Fund, and at the same time, entrust operations to the Provincial Investment and Development Fund and Credit Guarantee for Small and Medium Enterprises.
- Issue specific resolutions, decisions and plans, which must orient business activities in conjunction with the implementation of socio-economic development goals and tasks of Thua Thien Hue province.
