- Restoration, preservation and expansion of natural tourist attractions: Timely restoration of tourist attractions showing signs of erosion, facilities at risk of degradation due to natural and human factors. Proposals to expand the area of ​​tourist attractions, however, need to be carefully considered to ensure maximum naturalness. At the same time, it is necessary to preserve the locations from intentional impacts that turn them into artificial ones.

Besides the currently exploited tourism products such as cultural tourism, shopping tourism, culinary tourism, etc., the Old Quarter can diversify festival tourism products - experience unique cultural features at markets, Lunar New Year to bring more diverse experiences to visitors.

- Encourage and facilitate investors to exploit new tourist areas: Government agencies need to facilitate domestic and foreign investors to build and develop large-scale, modern tourist attractions with diverse types and tourism experience services (typically, Fansipan Legend tourist area has been invested in, attracting an average of 7-8 thousand visitors per day and welcoming over 77,000 visitors during the 2019 Lunar New Year holiday). Thanks to these attractive tourist attractions, they also contribute significantly to promoting the image of SaPa. Tourists who have been to SaPa will want to return if they are really attracted by modern and large-scale tourist attractions.

- Focus on hygiene: Hygiene is also an issue that needs to be improved in tourist areas. There should be more programs to help local people be aware of and comply with environmental hygiene, and dispose of garbage at the right time and place. In addition, authorities also need to tighten food hygiene and safety in tourist areas, avoiding the situation of food of unknown origin, spoiled food being processed and sold, affecting the reputation as well as the general image of food quality in tourist areas.

Tourist areas need a more complete and complete tourist information system, helping tourists to grasp the necessary instructions easily and quickly. The kiosk model as it is being used is almost ineffective because the number of kiosks is too small, in very difficult-to-find locations, not focused on, and the information content is often old and not updated. Instead, tourist information can be transmitted through mobile applications, tablets, etc. This will help tourists access information proactively, quickly and easily; at the same time, it also makes updating information much more convenient.

In addition, tourism information related to tourist attractions, experiences, additional services, etc. also needs to be surveyed, investigated in general and updated regularly on different guidance channels. These can be units ranked according to the recognition standards of the Department of Tourism or foreign travel consulting websites such as Tripadvisor or Lonely Planet.

In addition, it is impossible to ignore the information guidance on publications such as maps, leaflets, brochures, but it is necessary to integrate with convenient forms such as tickets to visit the old town by tram, tickets or information introducing typical attractions in the inner city. For this form, the key is that the information must be selected as well as presented in a scientific and useful way for tourists. It can be information about special souvenirs, recommended standard stores, restaurants, eateries, etc.


CONCLUDE

The research topic has initially systematized the theory and measured the intention to return to SaPa of foreign tourists based on a scale of eight factors based on the synthesis of documents, domestic and foreign empirical research works on assessing tourists' satisfaction with tourism services and the popularity of the destination. From there, measure the satisfaction of foreign tourists with the quality of tourism activities and the unique, natural image at SaPa Tourist Area.

Based on data analysis, the study assessed and highlighted the current status of the quality of tourism activities affecting the satisfaction of foreign tourists who have visited SaPa and the image of SaPa's landscape and culture in their perception. In general, there are still many "sand grains" in the provision of tourism services and related to the image of SaPa, so the level of attraction and appeal for foreign tourists to return has not yet been maximized compared to its potential.

Through 377 surveys of foreign tourists who have been to SaPa conducted at the Hanoi Old Quarter Tourist Area, it shows that the survey sample is representative of the whole and the collected data is highly reliable. The study uses SPSS software, carried out through the following steps: Checking the reliability of the scale, EFA confirmatory factor analysis, correlation analysis between variables, multiple regression analysis to test the research hypotheses. The research results show that there are four factors affecting satisfaction including: Means of transport, Accommodation, Local cuisine, Entertainment events; two factors affecting the image of the destination: Natural landscape, Social culture. And finally, Intention to return to SaPa is affected by two factors: satisfaction and destination image.

Based on the theoretical basis of repeat purchase behavior, tourists and tourists' intention to return, the thesis has proposed basic solutions, focusing on improving and promoting the factors in the model and the existing limitations. For each solution, the author has given specific suggestions, which are feasible and suitable for the actual situation.
