INTRODUCTION

1. The necessity of developing tourism in Tien Lang district and the reason for choosing the topic.

Since the 6th Congress, Vietnam's tourism industry has been constantly developing and becoming an attractive business sector, bringing high economic efficiency, contributing to the transformation of the country's economic structure and being a lever to promote the development of other economic sectors in the national economy. With the open-door policy: "Vietnam is ready to be friends with all countries in the spirit of cooperation, friendship, and mutual benefit", our country's tourism has many improvements, gradually developing to meet the increasing needs of domestic and international tourists.

In the Law on Tourism, Chapter I “General Provisions”, Article 5, Section 1, affirms: “develop sustainable tourism, according to planning, ensuring harmony between economy, society and environment; develop with focus and key points in the direction of cultural-historical tourism, ecological tourism; preserve, embellish and promote the value of tourism resources”. However, in recent years, the current situation of tourism development in the country has many shortcomings. Exploitation of tourism resources is still haphazard, wasteful, not paying attention to the sustainability of tourism resources, unprofessional propaganda activities have not met the needs of tourists. In a market economy, many tourism businesses are busy chasing immediate profits, trying to exploit to the maximum the scenic spots, historical and cultural relics, resorts... causing these places to quickly deteriorate, the environment to be destroyed, many customs and traditional festivals to gradually fade away, at risk of being lost... many bad habits develop, many social evils are eroding the precious traditional values of the nation.

Hai Phong is a city with an important position in the country's tourism development strategy, one of the country's key tourist destinations. Along with the advantages of natural and social conditions, beautiful natural landscapes, and historical sites,

Cultural history, ethnic festivals, and traditional craft villages have made Hai Phong a city with great potential for tourism development.

When it comes to Hai Phong tourism, it is impossible not to mention Tien Lang, a district in the southwest of the city - a place with rich and attractive tourism resources. Tien Lang has more than 100 historical and cultural relics, of which 16 are ranked at the provincial level and 4 are ranked at the national level. Associated with historical and cultural relics are unique folk festivals: Giai fair festival, wrestling festival in Tien Thanh, the custom of hitting clay cannons in Phuong Lai village and the game of jumping in Phu Xuan village, Cap Tien commune... traditional craft villages: Lat Duong mat weaving village, Quang Phuc commune, Sinh Dan craft village, Tien Cuong commune. And especially the pine forest resort, Vinh Quang beach and Phu Vinh mineral spring resort. When life improves, the need for rest, sightseeing and learning about traditional cultural values is indispensable. For a long time, the idea of developing tourism in Tien Lang district has been of interest and expectation to all levels, sectors and people. However, tourism development activities in Hai Phong in general and Tien Lang district in particular still have many shortcomings, are unprofessional, and propaganda and promotion work is not good, leading to not attracting a large number of tourists. Resources have not been exploited effectively and properly. Especially in Tien Lang district, tourism is still spontaneous, fragmented, and has not met the needs of tourists. Faced with this situation, we must find solutions and recommendations to turn Tien Lang into an attractive tourist area, contributing to shifting the economic structure of the district towards industrialization and modernization, contributing significantly to the socio-economic development of Hai Phong city.

From the above reality, with the desire to contribute a small part of my efforts to the success of tourism development in general and Tien Lang district in particular, I chose the topic: "Potential, current status, solutions for tourism development in Tien Lang district, Hai Phong"

- Tourism is an economic and social phenomenon that arises in certain economic and social conditions, is the sum of all relationships and phenomena in the journey to satisfy the needs of rest, entertainment and culture but is mobile and not temporarily settled. (Chinese scholar)

- Tourism is the interactive combination of four groups of factors in the process of serving tourists, including: tourists, suppliers, local residents and the government where tourists are welcomed. (Michael Coltman)

- Tourism is a business sector that includes activities of organizing tour guides, producing and exchanging goods and services of enterprises, aiming to meet the needs of travel, accommodation, food, sightseeing, entertainment, learning... and other needs of tourists. Those activities must bring practical economic and social benefits to the country doing tourism and to the enterprise. (National Economics University).

- Vietnam Tourism Law (2005) defines: "Tourism is activities related to human trips outside their regular place of residence to meet the needs of sightseeing, entertainment, learning, and relaxation for a certain period of time".
