Most localities have only now seen the immediate benefits of attracting large enterprises and foreign enterprises, while not fully seeing the long-term importance of attracting small and medium enterprises, as well as craft village enterprises to create jobs for rural people to create economic benefits as well as ensure social security and stability. In addition, there needs to be a mechanism to attract post-harvest industries, high-quality agricultural processing industries; handicraft production, garments, industries that attract a lot of labor. Pay attention to the orientation of rural industrial development. Restore traditional craft villages, on that basis gradually develop small and medium-sized industries in rural areas in the direction of advanced technology; Forming many industrial parks attached to large-scale towns and townships, serving as satellites for large industrial enterprises.
Ha Nam province needs to have preferential policies for investment in building infrastructure in a synchronous manner: Traffic, electricity supply, water supply and drainage, environmental treatment for each industrial zone. In the case of both allocating land for investment and building infrastructure, there needs to be a roadmap and specific progress to complete each item in a reasonable rolling manner.
Well organize financial services, customs, post and telecommunications, and transportation services at industrial parks to support industrial enterprises investing here to have many advantages in production and business activities. When planning industrial parks in detail, it is necessary to plan housing areas, kindergartens, and entertainment areas to serve workers.

3.2.3. Strengthening the capacity of the apparatus and necessary resources to manage and develop industrial clusters in Ha Nam province
First, improve the capacity of the CCN management apparatus.
Trained human resources are the decisive factor for the success of State management activities. Currently, the human resources doing State management work in our country are still very limited in both knowledge and skills, lacking and weak in both quantity and quality. This is explained by the fact that State management is a macro field, affected by many different subjects, so most of the promotion team still face many limitations and difficulties in flexibly applying State management tools into practical activities. State management work requires staff to not only have expertise but also have vision and personal experience to be able to perceive, evaluate problems and plan development effectively. This shows that the urgent task now is to improve the capacity, qualifications and skills of State management. Especially necessary is the ability to use management software to successfully implement State management activities in the direction of e-government.
Ha Nam province needs to actively organize training courses or participate in seminars, training courses, and field trips inside and outside the province in the management of industrial parks, so that organizations and individuals can learn from each other's experiences. Strengthen knowledge support and advice for officials working in the management of industrial parks by sending officials to study in successful provinces in this field such as Hai Phong city, Bac Ninh province, etc. in the short or long term. On the other hand, it is necessary to have reasonable remuneration policies to encourage people working in policy making and management to achieve high efficiency in their work. In addition to finding and recruiting qualified personnel, it is also necessary to continue training for current officials. Develop a roadmap to transfer existing industrial parks to enterprises for management to provide convenient public services for enterprises.
Second, support training of human resources to supply industrial parks.
The province's labor resources in both quantity and quality currently do not meet the requirements of industrial development in general and industrial parks in particular. University level
and university graduates account for a low proportion compared to the whole country,... In recent years, in addition to the lack of skilled and technical workers, there has been a local shortage of unskilled workers in some industries that attract a lot of workers such as garment, footwear, food processing. To meet the labor demand for industrial parks in the coming time and at the same time reduce the burden on social issues, education,... due to mechanical population growth, it is necessary to implement the following solutions:
There are strong policies to improve the people's education level and labor productivity in agriculture to shift agricultural labor to meet industrial labor needs through agricultural and industrial promotion programs, etc. Reality in many countries around the world shows that economic growth has a close relationship with education and culture.
Labor demand for industrial park development requires both quality and quantity, so it is necessary to have a plan and policy to train a team of managers, technical staff and workers with professional skills. Focus on building appropriate policies to effectively develop human resources in Ha Nam province in the period of 2021 - 2025 to ensure the good implementation of the set goals.
Support training costs to improve qualifications and skills for managers, engineers, and technical workers for businesses, and activities to visit, exchange, and learn experiences domestically and abroad.
Regularly educate workers on industrial style and at the same time take measures to protect the legitimate rights and interests of workers through Party organizations, Trade Unions, and Youth Unions, especially for workers in the non-state sector and foreign investment.
3.3. Some recommendations
Based on the policies of the Party and the State, based on the current situation and to put the above solutions into practice, promote effectiveness in perfecting policies and state management work for industrial clusters from the practice of Ha Nam province, the author recommends to relevant management agencies at all levels and enterprises in industrial clusters some basic contents as follows:
- Relevant Ministries and branches:
+ Review and amend legal documents on industrial park management and development. Direct and guide localities to develop provincial planning according to the planning law, including planning for industrial park development. Amend legal regulations in the direction of assigning the Department of Industry and Trade of provinces and cities - the local industrial park management agency - to be the focal point for presiding over, receiving, and appraising projects to submit for approval of investment policies in industrial parks.
+ Review, amend and supplement incentive policies for manufacturing enterprises in industrial parks on income tax, land rent, preferential credit loans to attract investment, production of supporting industrial products, processing, manufacturing, incentive mechanisms for enterprises building industrial park infrastructure. Decentralize to localities to issue certificates of origin of goods, exempt construction permits when there is a detailed plan, prepare and approve environmental impact assessment reports in parallel with the preparation and implementation of investment projects to create favorable conditions for enterprises in industrial parks.
+ Issue binding policies on connecting foreign enterprises with enterprises in industrial parks on technology transfer, value chain production, providing information to support enterprises in industrial parks on intellectual property, brand building, trade promotion, domestic and foreign market information, free trade agreements, etc.
- Relevant Departments and Branches:
+ Guide districts and cities to review and adjust industrial park planning in the direction of expanding effective industrial parks with production space needs, narrowing ineffective industrial parks, and those located near residential areas, and supplementing and increasing the area of industrial parks with smaller areas than prescribed.
+ According to authority, issue preferential policies and mechanisms to build industrial park infrastructure, receive industrial park management, and give incentives to small and medium enterprises to do business in industrial parks. Build a unified model for industrial park management in the province.
+ Urge the People's Committees of districts and cities to strengthen the implementation of state management work, select investors to build infrastructure for industrial parks according to Decision
26/2018/QD-UBND (for industrial parks without an investor to build infrastructure), complete legal documents related to industrial parks such as: Documents on environmental protection, documents on detailed planning of industrial parks...
+ Continue to urge, guide, and complete detailed planning after adjusting the planning for industrial parks. Guide investors in building industrial park infrastructure to establish investment projects for building infrastructure for industrial parks, to attract secondary enterprises to invest in production and business.
+ Urgently develop a roadmap for investment in the construction of centralized wastewater treatment facilities for industrial clusters and submit it to competent authorities for approval. Urge and guide the completion of environmental protection documents for industrial clusters and investment projects in industrial clusters, and periodically monitor the environment according to regulations.
+ Develop a training plan for management and labor resources in industrial parks on management knowledge, skills, and industrial style.
+ Regularly review and report to the province on the implementation of environmental protection, land, and production and business activities of investment projects in industrial parks according to regulations.
- People's Committees of districts, towns and cities:
+ Urgently complete the environmental impact assessment dossier of industrial parks, organize detailed planning for newly established and expanded industrial parks.
+ Actively grasp the operational situation of enterprises and production and business households in the industrial park to urge, guide, and promptly detect violations in construction investment, land use and environment for handling and proposing handling according to legal regulations.
+ Urge and guide business households to convert to enterprise models for more effective operations.
+ Direct affiliated professional units to strictly perform the assigned tasks in Decision No. 26/2018/QD-UBND of the Provincial People's Committee on coordinating state management of industrial parks.
+ Review and inspect the implementation of construction planning and master plans for projects in industrial parks; urge specialized departments to focus on settling investment capital for infrastructure construction of industrial parks in the area.
+ Continue to direct units to implement the Inspection Conclusion, propose the Provincial People's Committee, Departments and branches of the province to handle units that do not implement or do not strictly implement the Inspection and Examination Conclusion.
+ Actively coordinate with provincial departments and branches to deploy tasks related to the operation and development of industrial parks.
- Enterprises and production and business households in industrial parks:
Continue to raise awareness of responsibility, carry out procedures and production and business activities in accordance with the law; regularly exchange and propose ideas to competent authorities to remove difficulties in the process of production and business activities, find labor, and product consumption markets. Improve business management capacity, access investment capital to innovate technology to improve productivity and product competitiveness.
CONCLUDE
The policy for industrial clusters in Ha Nam province is an important factor for the development of industrial clusters, contributing to the industrialization and modernization process as well as the overall economic and social development of the province. Therefore, Ha Nam province always considers this an important solution to further accelerate the economic restructuring, especially in rural areas. Reality has proven that the province has taken specific positive steps in perfecting policies for industrial clusters to ensure the effective development of industrial clusters in a sustainable direction. It is necessary to synchronously carry out groups of solutions in many aspects, namely: Perfecting the legal system, planning industrial clusters; Building policies to attract investment capital, building infrastructure systems and policies to support the operation of industrial clusters; Improving the quality of human resource development in state management of industrial clusters in the province.
Within the framework of a master's thesis, with the knowledge accumulated during the study process, the process of researching related documents, inspecting the actual situation at some industrial parks, typical enterprises in the industry and certain understanding of the development policy for industrial clusters in Ha Nam province, the graduate student proposed a number of solutions to perfect the industrial cluster development policy of Ha Nam province.
