INTRODUCTION
1. Urgency of the topic
In recent years, our Party and Government have always paid attention to tourism development, and have had breakthrough policies to motivate localities to develop tourism. Since then, the quality of tourism in each locality in particular and Vietnam tourism in general has developed strongly, and the image of tourism has been increasingly enhanced. Many tourist destinations have been voted by prestigious organizations as favorite destinations of many international tourists.
Community-based tourism (CBT) in Quang Nam began to take shape in 2009 and has developed strongly since 2013, mainly concentrated in districts, towns and cities: Hoi An (Thanh Ha Pottery Village, Tra Que Vegetable Village, Bay Mau Coconut Forest, Kim Bong Wood, Cu Lao Cham), Tam Ky (Tam Thanh Mural Village), Dien Ban (Triem Tay Ecological Community Tourism Village), Duy Xuyen (Tra Nhieu Community Tourism Village, My Son), Dong Giang (Bho Hoong and Dhroong Tourism Villages), Nam Giang (Cotu Community-based Tourism Village, Zara Craft Village). In recent times, CBT in Hoi An city has been gradually developing in accordance with the orientation and planning of Quang Nam province, with initial results: the tourist market is increasingly expanding, the number of visitors is constantly increasing; Tourism products are gradually diversified, providing more options for tourists to visit and relax in the province, contributing to extending the length of stay of visitors, expanding the tourism space; service quality is increasingly improved. Many community tourism spots in the city have received ASEAN community tourism awards.
However, there are still limitations and shortcomings in the development of community-based tourism in Hoi An, including policies, mechanisms and strategies for building unique tourism products. In the process of implementation, local authorities at all levels have not yet fully identified the central subject of the policy for developing community-based tourism activities as the local community, so local authorities have not had policies to support people in borrowing capital at low interest rates or encourage people to do community-based tourism... Some community-based tourism sites in the city are operating at a low level; and local people's participation in tourism is still fragmented and spontaneous.
People have not boldly invested in and exploited services for tourists, and have not proactively sought appropriate solutions to develop tourism in the locality. The quality of transport infrastructure connecting some community tourism destinations is still low. Lack of funding for tourism product investment at destinations, so accommodation services, restaurants, etc. are still small in scale, not meeting the conditions and needs of tourists. Experiential activities at destinations are not diverse and rich, so the length of stay of tourists is not long and their spending is still low. The management of tourism planning and investment at some destinations is not good. Tourism promotion and advertising is not effective; there is a lack of cooperation in tourism development between agencies, units, and enterprises; the linkage between tourism, agriculture, and rural areas to form product value chains is still limited, not bringing high efficiency.
That is the urgent reason for choosing the topic "Implementing community tourism development policy in Hoi An City, Quang Nam Province" for the Master's thesis in Public Policy with the desire to propose solutions to improve the effectiveness of community tourism, contributing to the sustainable socio-economic development of the city.
2. Research status related to the topic
Tourism development in general or community tourism development in particular, is currently receiving attention from the Party, Government, ministries, branches and localities. Currently, many authors have researched and written articles in magazines and newspapers about tourism development policies such as:

Proposing solutions for developing community tourism in the localities of Quang Binh, Quang Tri, A Luoi - Thua Thien Hue, Quang Nam, Da Nang City [7]
- Dr. Tran Van Thach, Participation of the community in tourism development in the Central Highlands provinces , Political Theory Publishing House, Hanoi 2017. The book analyzed the current status of community participation in tourism development in the Central Highlands provinces; the author proposed 9 groups of solutions to attract community participation in tourism development in the Central Highlands provinces and recommendations [33]
- Ho Ky Minh (2011), "Sustainable development of tourism in Da Nang city" , a ministerial-level scientific research topic. The topic focuses on the following contents: sustainable tourism development; assessment of the potential and current status of Da Nang tourism development in recent years; competitive analysis of Da Nang tourism in the context of international competition and integration; Analysis and forecast of tourist sources to Da Nang; establishment of viewpoints, goals, and orientations for sustainable tourism development; Building a model for sustainable tourism development in Da Nang city; Proposing groups of solutions for sustainable tourism development in Da Nang city by 2020 in terms of economy, culture-society and resources-environment, along with recommendations for state management agencies [20]
- Research on experience in developing community tourism in some localities in Vietnam, http://www.itdr.org.vn. The article clearly states: Developing community tourism is a strategy identified by tourism planners aiming to build a community of action to participate in a wider range of approaches to the tourism industry. The goal is to empower both economic, social and added value in the experience for local communities and tourists, this process opens up a new niche with destinations with outstanding values in nature, culture and adventure tourism. Some experiences in developing community tourism models in Ta Bhing Commune (Nam Giang District, Quang Nam Province); Na Cung Village (Lai Chau City); Mai Hich Commune, Mai Chau (Hoa Binh Province); 3 communes Nhon Thanh, My Thanh An and Phu Nhuan (Ben Tre City).
