The survey results in Table 2.8 show that the contents and criteria for evaluating the work of summarizing the implementation of the policy on building new rural areas in Ha Quang district, Cao Bang province are assessed relatively well. In particular, the content that is best assessed is "The policy summary activity is carried out in accordance with the instructions and plans" with a score of 3.48/5 points. This shows that the Ha Quang District Party Committee is very interested in this work, closely directing to have objective and grounded assessments to adjust or develop new policies. In addition, the content "The policy summary activity has drawn out the results and limitations of the process of implementing the policy on building new rural areas" is assessed by respondents at 2.91/5 points and they think that the drawing out of limitations and shortcomings is still subjective and inconsistent.

2.3.1. Planning and project development for new rural areas
Criterion 1: Planning
The District People's Committee has directed the People's Committees of communes to review the current status of new rural planning based on the province's new rural criteria and instructions from specialized departments and branches, promptly detect shortcomings and adjust the new rural planning in accordance with actual conditions; at the same time, direct the communes to develop management regulations and implement approved planning. As a result, from 2011 to 2015, planning work was completed for 18/18 communes. However, in 2015, the planning of the construction location of the People's Committee headquarters of Truong Ha commune was partially adjusted, and in 2019, the planning of the construction location of the People's Committee headquarters of Thuong Thon commune was partially adjusted to ensure compliance with actual conditions in the locality. Building essential infrastructure: Identifying this as a key factor, a driving force for socio-economic development in communes, the development of essential infrastructure continues to receive investment attention. Localities have taken advantage of support funds from the program.
Proactively integrate and mobilize diverse resources to invest in building socio-economic infrastructure.
2.3.2. On socio-economic infrastructure development
Criterion 2: Transportation
With investment capital according to project programs and promoting internal resources from 2016 to present, 100% of communes have hardened roads for cars to the hamlet center, 100% of hamlets have hardened roads for cars to the hamlet center, hamlet and inter-hamlet roads are hardened over 70%. Specifically, from 2016 to 2019, 67 routes were implemented, with a total length of 100.05km, of which: Newly opened: 65 routes, length 87.35km; renovated and repaired: 13 routes, length: 22.7km. The plan for 2020 is to implement 35 routes, length 30.79km. Intra-field roads are invested in to create favorable conditions for mechanizing rural agriculture, traveling to develop production, and developing agricultural production areas in a sustainable direction. From 2016 to 2019, 86.16 km were completed, of which: 19.67 km were newly opened, 66.49 km were concreted. The plan for 2020 is to complete 14.41 km.
Criterion 3: Irrigation
Irrigation works and canal systems serving production continue to be invested in upgrading and renovating. From 2016 to now, 44 irrigation works have been invested in, with a total length of 42.363 km, with an investment of over 50 billion VND. To ensure the proportion of agricultural land area that is actively irrigated and drained, meeting people's needs, from the beginning of the year, the district has directed the survey of irrigation works to continue investing, upgrading, renovating and repairing irrigation works serving production. As a result, in the year, the investment in upgrading, renovating, repairing and renewing 24 irrigation works is being urgently implemented, some works have been handed over and put into use. Up to now, 19/19 communes have met the irrigation criteria, reaching 100%.
Criterion 4: Electricity
The power system is regularly invested in construction, renovation and upgrading to ensure service for daily life and production. Up to now, the whole district has 7,898/8,033 households with electricity for lighting and daily life, reaching 98.3%, equivalent to 208/213 hamlets using electricity regularly and safely from various sources. To ensure sustainable achievement of electricity criteria, the electricity sector continues to maintain, repair and invest in transformer stations and power lines. During the year, 24 household electricity projects were implemented in communes in the district. The power system in the district has basically met the needs of people in daily life as well as in production. Currently, 19/19 communes have met the electricity criteria, reaching 100%.
Criterion 5: School
With funding from programs, projects, businesses and other support sources, the program of consolidating schools, classrooms and building schools to national standards has been promoted. From 2016 to present, 38 schools have been invested in building, repairing and upgrading, including: 10 new schools, of which Vietnam Tobacco Corporation supported 01 school, with a total cost of 9,142,256,000 VND; 28 schools have been repaired and upgraded. Up to now, 11 schools have met national standards.
In the district, there are a total of 80 schools, including 30 kindergartens, 14 primary schools, 13 secondary schools (including 02 district boarding schools for ethnic minorities), 18 primary and secondary schools, 04 high schools, 01 Vocational Education - Continuing Education Center; School facilities are invested in every year, basically meeting the needs of teaching and learning. During the year, 14 school-related works continued to be upgraded, renovated and repaired. Up to now, the number of schools and classes basically meets the learning needs of children in hamlets and communes. However, the number of schools with facilities meeting national standards is still very small. Up to now, only 03/19 communes have met the standards for school criteria, accounting for 15.8%.
Criterion 6: Cultural facilities
Communes have focused on investing in building and upgrading commune and hamlet cultural houses. From 2016 to now, 05 new commune cultural houses have been built; 167 hamlet cultural houses have been newly built, repaired and upgraded. Up to now, 172/213 hamlets in the district have cultural houses. There are 14 communes and towns with FM radio stations, 108/213 hamlets have loudspeaker systems to hamlets, 03 communes have entertainment and recreation areas for children and the elderly. However, the rate of communes meeting the criteria for cultural facilities is still low, up to now, 4/19 communes have met the criteria for cultural facilities, accounting for 21.05%.
Criterion 7: Rural commercial infrastructure
During the year, the district did not have funds to invest, upgrade, and repair commune markets. Up to now, the district has 17/19 communes meeting the criteria for rural infrastructure, including communes without markets but with mini supermarkets, retail stores, and general stores meeting the prescribed standards, accounting for 89.5%. Rural commercial infrastructure has received investment attention to increasingly serve the needs of trading and buying and selling goods of rural people. From 2016 to now, 02 commune markets have been upgraded, including Thuong Thon and Phu Ngoc markets.
Criterion 8: Information and communication
There are 19/19 communes with postal and telecommunications service points, however, some hamlets and communes do not have loudspeaker systems, or they are damaged, the district does not have funds to build and repair commune cultural post offices. Up to now, 11/19 communes have met the criteria on information and communication, accounting for 57.9%.
Criterion 9: Residential houses
Directing the effective implementation of housing construction support, eliminating temporary and dilapidated houses for the poor; From 2016 to 2019, implementing Decision 33/QD-TTg and Decision 22/QD-TTg on housing support for 821 houses, of which 681 houses were supported according to Decision 22/QD-TTg (429 new houses were built, 252 houses were repaired, cost 22,200,000,000 VND), supporting
According to Decision 33/QD-TTg, 140 houses were built, with a budget of 3,500,000,000 VND. Responding to the campaign of All people unite to build new rural areas, the civilized urban district mobilized cadres, civil servants, public employees, businesses, and philanthropists to support the "new rural construction" fund. From 2016 to 2019, 143,679,458 VND was mobilized, and the management and use of the fund were ensured for the right purpose. Up to now, 5/18 communes have met the criteria for residential housing. Rural residential housing has been gradually renovated and upgraded, however, there are still few houses that meet the prescribed standards. Up to now, 5/19 communes have met the new rural standards for residential housing, accounting for 26.3%.
2.3.3. On production development, job creation, and income increase for people
Criterion 10: Income
Right from the beginning of the term of the District People's Committee, the District Steering Committee has directed the communes to develop production, increase income, focusing on the formula of 3 plants + 2 animals (tobacco, corn, peanuts, cows and black pigs). The results achieved are as follows:
- Tobacco production: Area 572.3/690 ha reached 82.9% of the plan, equal to 83.5% compared to 2016, productivity reached 26.4/26 quintals/ha, reaching 101.5% of the plan, equal to 125.7% compared to 2016, output reached 1,510.4/1,794 tons, reaching 84.2% of the plan, equal to 103.9% compared to 2016.
- New corn seed production program: The implemented area was 887.3/750 ha, reaching 118.3% of the plan, equal to 76.9% compared to 2016; the yield was 33.9/41.7 quintals/ha, reaching 81.3% of the plan, equal to 113.3% compared to 2016; the output was 3,010/3,077 tons, reaching 97.8% of the plan, equal to 87.3% compared to 2016, the income value was 22 million VND/ha/crop.
- Commercial peanut production program: Area 557.5/680ha, reaching 82.0% of the plan, equal to 104.8% compared to 2016; yield reached 15.2/16.2 quintals/ha, reaching 94.2% of the plan, equal to 133.3% compared to 2016; output reached 848.8/1,099 tons, reaching 77.2% of the plan, equal to 139.6% compared to 2016, income value reached 32 million VND/ha/crop.
- Herd development program: The total herd of cattle present as of October 1, 2019 was 8,164/8,919, reaching 91.5% of the plan, equal to 106.2% compared to 2016. Income value reached over 11.95 billion VND.
- Pig development program: The total pig herd as of October 1, 2019 was 28,862/31,609, reaching 91.3% of the plan, equal to 105.5% compared to 2016, of which the black pig herd was over 7,216, mainly concentrated in 12 highland communes. However, in 2019, African swine fever occurred in the district, killing and destroying 1,687 pigs, with a destroyed weight of 73,599 kg, in 16 communes and towns. Up to now, the epidemic has been declared over, affecting the total pig herd as well as the livestock herd of the whole district. The income value reached 14.5 billion VND.
- Buffalo ginger planting program: To continue implementing the investment program and consuming buffalo ginger products, the District People's Committee has coordinated with Enterprises to continue implementing in the highland communes, with a total area of 82.34 hectares of ginger planted 82.3/76.3 hectares, reaching 107.8%, output 1,399.1/1,297.1 tons, reaching 107.8% of the plan, income value reaching 200 million VND/ha/year.
Criterion 11: Poor households
Poverty reduction and social security work has been given special attention and implementation by all levels and sectors in Ha Quang district. Along with integrating development support from programs and projects that have been and are being implemented in the district such as Resolution 30a, Program 135, new rural areas, Decision 102/QD-TTg has supported poor, near-poor and other households with a total amount of over 100,000 million VND. The support contents are all guaranteed according to the provisions of the Program, suitable to the actual needs of producers, creating conditions for people to have more sources of fertilizers, seeds, materials, science and technology to increase productivity, product quality, increase income value/ha of cultivation/year, contributing to sustainable poverty reduction. Poverty reduction results over the years are as follows: In the period 2016-2020 (Multidimensional poverty standard), the poverty rate in the initial stage was 57.71%, by December 31, 2019 it was 36.22%, down 21.49% compared to 2016.
Criterion 12: Employed workers
Vocational training and education in the district has been promoted. From 2016 to present, the district has organized vocational training and education.
5,216 people and 12 people exported labor. Currently, the district's labor rate with regular jobs is 95.77%, an increase of 5.7% compared to 2016.
Criterion 13: Production organization
Currently, there are 24 cooperatives in the district, the cooperatives mainly operate in the fields of construction materials production, rural environmental sanitation, agricultural production... Currently, the cooperatives are operating effectively, of which 6 cooperatives are producing in the agricultural sector including providing agricultural services and developing livestock. Implementing the value chain linkage model, the district has signed investment contracts for production and consumption of agricultural products with enterprises such as Tobacco Institute One Member Co., Ltd., Ha Quang Agricultural and Forestry Co., Ltd., Duc Chung, Agricultural Development and Environmental Consulting Co., Ltd. (DACE), Toan Cau Import-Export Company in Bac Giang to produce and consume the district's key agricultural products to ensure sustainability.
2.3.4. About culture, society, environment
Criterion 14: Education and training
Firmly maintain the results of universalizing preschool education for 5-year-old children; results of universalizing primary education; results of universalizing secondary education in 19/19 communes; maintain literacy classes in hamlets of communes in the district; work to improve the capacity and professional expertise of the education management team, standardize the teaching staff is always of interest; annually organize training, foster professional expertise, improve the qualifications of the management staff, teachers, 100% of the teaching staff at all levels have met the training standards. Up to now, the district has 11/19 communes meeting the criteria on education and training, accounting for 57.9%.
