INTRODUCTION
1. Reason for choosing the topic
In the process of nation building, the industrialization and modernization process in our country is carried out on the basis of ensuring a harmonious combination between economic growth and social progress towards sustainable development, in which the human factor is the center. Human resources, especially highly qualified human resources, play a role as the basis and foundation that determines the success of industrialization and modernization.
Effective management and use of scientific staff (CBKH) is the top priority task of universities. Because the scientific and technological human resources in universities are an important and essential part of the human resources in the school. This team is considered the "scientific and technological human resources" of the university, the force that plays a decisive role in the quality and effectiveness of training, scientific research (NCKH) and other activities of the school.
In order to build a science and technology mechanism and policy, we must see the context of domestic and international science and technology development, as well as the development trend of the modern world and the country's integration capacity. And in the current trend of world economic competition, competition in the field of science and technology is becoming stronger than ever, especially high technology. Therefore, considering people as the central factor of development will be a premise closely related to considering science and technology as the key factor of industrialization and modernization of the country. With the current conditions of our country, first of all, it is necessary to have appropriate mechanisms and policies to create a favorable environment for the development of science and technology in order to promote creativity and improve the efficiency of science and technology human resources.
But which solution can create the most positive effect, meeting the requirements of developing human resources in science and technology of the University of Industry?
That is the reason why I chose the topic "Policy for developing science and technology human resources to build Hanoi University of Industry" to do my Master's thesis.
- Theoretical meaning:
The research problem helps us realize that developing human resources for science and technology is an objective and necessary task. The Board of Directors needs to have appropriate policies to create motivation for development. Managers, scientists from society and schools need to be proactive and flexible in choosing human resources for the future.
- Practical significance:
From the results of theoretical research on the current status of the university's science and technology human resource development policy, the topic proposes solutions to overcome weaknesses in the development of science and technology human resources to contribute to the development of the University of Industry in particular and the socio-economic development of our country.
The successful topic will first of all contribute to creating positive effects in the development of human resources for science and technology of the University, helping to save costs by training human resources according to the right goals and implementing the set plan.
2. Overview of research situation
Vietnam is one of the developing countries, gradually carrying out industrialization and modernization of the country. We have fallen far behind developed countries in the world and countries in the region, especially in the field of science and technology. However, we have the advantage of summarizing valuable experiences of the countries that have gone before, and can grasp the knowledge and achievements of the world to shorten the time of industrialization and modernization of the country. However, the current concern is that we are very limited in the quality of human resources. This is a huge challenge for us when in just 20 years, humanity will enter the world economy.

Also during this period, according to the socio-economic development strategy set forth by the 8th National Party Congress, our country will basically become an industrialized country by 2020. To meet the needs of national development, our Party has affirmed that we must take shortcuts and get ahead, otherwise we will fall further behind. Therefore, a strategy to invest in human resource development in a correct and appropriate manner is necessary.
The 9th Party Congress (2001) also stated clearly: The strategy of building human resources and developing human resources for the cause of promoting industrialization and modernization of the country are closely related. Human resources are the decisive factor in the use of other resources such as natural resources, capital, achievements in science and technology, etc. Therefore, in the field of education and training, it is necessary to continue to innovate programs, content, teaching methods and training methods for high-quality labor force, especially in key economic, technical and high-tech sectors. Link the formation of industrial parks and high-tech parks with the system of vocational training schools, expand diverse and flexible forms of vocational training.
There have been many topics and research works discussing the issue of developing human resources in science and technology, specifically:
Nguyen Giao Long (2006), Innovation in human resource management of science and technology - Case study of Vietnam Academy of Science and Technology. The topic has analyzed and surveyed the current status of human resource management at Vietnam Academy of Science and Technology, the positive factors, achievements in the development process and the remaining limitations.
Nguyen Thi Hoang (2006), Solutions for developing human resources in science and technology in Dong Nai province . The topic has concretized a number of solutions for developing human resources in Dong Nai province. From these solutions, replicate and make a model for developing human resources in science and technology for some neighboring areas.
- Chu Chi Thang, (2002), International cooperation in training human resources for post-graduate Science & Technology - Case study of the National Center for Natural Sciences and Technology. The topic has gone into analyzing the factors achieved in the process of cooperation with training affiliated schools, clarifying weaknesses, analyzing the cooperation process and orienting the development of the center in the next stages...
The above topics have raised the general situation and provided general solutions to develop science and technology human resources in the context of integration, but have not specifically met the needs in the process of building, forming and developing management human resources of a specific unit, and forming some optimal solutions at present.
3. Research objectives
- Assessing the current status of science and technology human resources at Hanoi University of Industry.
- Based on analysis and assessment of the impact of policies on training, fostering, recruiting and using human resources in science and technology of Hanoi University of Industry.
- Proposing appropriate solutions for developing human resources in science and technology, focusing on identifying key occupations and occupations that need immediate priority, suitable for the requirements of industrialization and modernization, capable of meeting the requirements of socio-economic development of the country in general and the University of Industry in particular.

The survey sample was selected from a number of Faculties, Centers, Personnel Organization Department, Science Management Department, Training Department, and specialized departments of Hanoi University of Industry.
6. Research questions
- Can Hanoi University of Industry survive and develop in conditions where science and technology human resources are weak? (lack of quality and quantity of science and technology human resources).
- If development is really needed in current conditions, what are the appropriate policy solutions to develop the science and technology human resources of Hanoi University of Industry?
7. Research hypothesis
- Industrial University can only exist and develop when it builds policies to develop scientific and technological human resources in both quality and quantity.
