In recent years, all levels and sectors of the district have always focused on implementing solutions to effectively implement the new rural program in the district in order to strive to achieve the initial goal since the program was launched, that by 2020, the whole district will achieve 152 criteria, equal to 100% of criteria/08 communes, 8/8 communes will reach the new rural destination, however, by the end of 2020, the whole district has only achieved 132 criteria/152 criteria, reaching 86.84 criteria; only 02/8 communes have been recognized as meeting new rural standards, reaching 25; no commune has achieved the model new rural area according to Decision No. 691/QD-TTg dated June 5, 2018 of the Prime Minister promulgating the criteria for model new rural communes for the period 2018 - 2020.

- Investment resources have not met the requirements; some localities still rely on state resources. Some ethnic minority traffickers also face many difficulties in mobilizing people's strength.

- Inspection and supervision work has been carried out but not thoroughly and in a formal manner; monitoring and urging the implementation of conclusions after inspection and supervision have not been regular.

Some functional agencies (New Rural Coordination Office; Steering Committee for the implementation of the New Rural Development Program) have not performed well their advisory role to the Party Committee and the District People's Committee. The coordination between levels, sectors, and socio-political organizations is not close and synchronous in the implementation of the program.

- Some cadres and civil servants assigned to implement the program do not match their training and have a low sense of responsibility for their work; they are not really proactive in advising and proposing the implementation of the program.

- State investment resources are still limited, especially capital for building economic and social infrastructure systems. Mobilization of social resources, especially people, is still limited.

- The inspection, examination and supervision of the members of the delegations have not yet ensured their expertise and professionalism, leading to ineffective inspection and examination results without specific recommendations for effective implementation of the program. 3.1.1.1 Party's viewpoint on implementing the new rural construction program

To achieve the goal of turning our country into a modern industrialized country, our Party has established an orientation to develop agriculture and rural economy in association with building new rural areas, in order to improve production capacity as well as the lives of rural people, especially in the context that our country's agriculture is facing many challenges in the process of international integration. The 10th Party Congress has determined the goal of building new rural areas as "Building new rural areas that are increasingly rich, beautiful, democratic, fair, civilized, with a reasonable economic structure, suitable production relations, and increasingly modern economic and social infrastructure" .

The issues of agriculture, farmers and rural areas must be resolved synchronously, in conjunction with the process of promoting industrialization and modernization. Agriculture and rural areas in our country are still areas with rich potential that need to be exploited effectively. Developing agriculture and rural areas and improving the material and spiritual life of farmers must be based on the socialist-oriented market economic mechanism, suitable to the conditions of each region and each field, to liberate and effectively use resources. Solving the issues of agriculture, farmers and rural areas is not only the task of

farmers, in rural areas, but is the task of the entire political system and society.

Building a new countryside means building a modern economic and social infrastructure in the countryside; building an economic structure and reasonable forms of production organization, linking agriculture with rapid development of industry, services, and urban areas according to planning; building a peasant class, consolidating a strong alliance of workers - farmers - intellectuals; constantly improving the material and spiritual life of rural residents, harmonizing regions, creating faster changes in areas with many difficulties; farmers are trained to have production levels equal to those of advanced countries in the region and have enough political courage, playing the role of masters of the new countryside. That viewpoint of the Party is the inheritance and promotion of historical lessons on promoting the strength of the entire people, mobilizing all resources to create a combined strength to build a new countryside.

The 12th National Congress of our Party has pointed out the direction and tasks for agricultural and rural economic development as "Building agriculture towards large-scale commodity production, applying high technology, improving product quality, ensuring food safety and hygiene; increasing added value, boosting exports". From there, creating favorable conditions for Vietnamese agricultural products to be competitive in regional and international markets.
