Criterion No. 19 : Security and social order are maintained.
Each commune that meets 19 criteria is a commune that meets the standards of a new rural commune.
Among the 19 criteria, there are criteria that need to be prioritized first, such as: Planning and planning implementation; Training (including training of cadres and workers with sufficient qualifications and professional expertise to have a team to carry out tasks in the process of building new rural areas); and Completing socio-economic infrastructure (including electricity, roads, schools, stations, markets). These are groups of criteria that need to be prioritized, as a foundation for orienting development, stabilizing technical economic infrastructure and developing the local economy.
The National Criteria for New Rural Construction represents a new point in rural construction in the period of industrialization and modernization of the country. We build rural areas according to prescribed criteria and standards. This is the basis for communes to assess the rural situation of their communes and develop plans to strive for implementation. When all 19 criteria are met, they are considered to have achieved new rural standards. In addition, the Criteria Set is also the basis for annual emulation evaluation of Party committees and authorities at all levels, and at the same time, assessing the responsibility of leaders at all levels in implementing the task of new rural construction.
The Party's policy of building new rural areas has been concretized into a nationwide action program. The "National Target Program on New Rural Area Construction for the 2010-2020 period" was issued by the Government through Resolution 24/2008/NQ-CP (October 28, 2008). The Resolution defines the tasks of the National Target Program on New Rural Area Construction as: "to build and organize the lives of rural residents in a civilized and modern direction, preserving cultural identity and ecological environment associated with the development of urban areas, towns and townships. Build production organization forms suitable to the requirements of modern agriculture, produce goods including agriculture and non-agriculture, implement "one village, one profession" [62, p.2]. Specific goals: by 2015, 20% of communes will meet New Rural standards; by 2020, 50% of communes will meet New Rural standards (according to the National Criteria for New Rural Areas).
New rural construction must be based on the following principles: implementing the National Criteria for New Rural Construction stipulated in Decision 491/QD-TTg (April 16, 2009) of the Prime Minister. New rural construction is based on the principle of promoting the main role of local communities, specific activities are carried out by the people in communes and villages, the State only plays a supporting role, issuing the set criteria and standards. New rural construction is carried out on the basis of inheriting and integrating the National Target Programs, support programs for other targets, and projects being implemented in rural areas. The implementation of the New Rural Construction Program must be linked to the local socio-economic development plan, with planning and mechanisms to ensure the implementation of new rural construction plans approved by competent authorities.

Building on the principle of determining that this is the task of the entire political system and the whole society. Because the program is related to all areas of life, economy, society, culture, education, health, environment... at the same time, implementing 19 criteria is also the political task of all levels, sectors, socio-political organizations, unions... therefore, it is necessary to mobilize the entire political system to implement new rural construction. In which, people play the role of the main subject in building new rural areas, voluntarily participating from the initial stages, proactive in implementing policies. The State only supports, directs, organizes and operates the process of planning and implementing policies, creating a legal corridor.

With this new motto, it helps people identify their roles and responsibilities in developing the rural economy, culture and society, eliminating the mentality of relying on the state as before. Each organization has its own activities to achieve a common goal of building a rich, beautiful and civilized new rural area.
Thus, building new rural areas is the task of the entire political system and society. Party committees and authorities play a role in directing and managing the process of developing plans, projects, and organizational plans. The Fatherland Front and socio-political organizations mobilize all classes of people to promote their role as subjects in building new rural areas.
Implementing the Party's policy, the new rural construction movement has been taking place vigorously in all localities across the country, attracting the participation of the whole community and after two years of piloting, the new rural construction program has had initial successes. The new rural model has been formed in practice in pilot communes of the Central and local governments. Some pilot communes have achieved quite comprehensive results such as Hai Duong (Nam Dinh); Tan Thinh (Bac Giang); Thanh Tan, Binh Dinh (Thai Binh). These models are bright spots attracting the attention of localities to visit and learn and are also the basis for the Central Steering Committee to draw experience to direct the whole country... However, the above successes of the whole country are only the beginning, the process of building new rural areas is still very long ahead, with many difficulties and challenges. Therefore, the most important thing is the need for consensus and determination of the whole community, especially the role of farmers.
New rural construction is identified as the task of the entire political system and society in the current period in our country, therefore it
must have a system of theories to guide the way. The Party's viewpoint on building new rural areas is the creative application of Marxist-Leninist theory to the reality in our country in the current period, aiming to realize the goal of socialist revolution, gradually narrowing the gap between urban and rural areas. Building our country's countryside to become civilized, modern and advanced but still imbued with the cultural identity and traditional beauty of the Vietnamese countryside.
2.2. Phu Tho Provincial Party Committee leads the implementation of new rural construction (2008 - 2014)
2.2.1. Overview of Phu Tho Provincial Party Committee
In March 1940, the Phu Tho Provincial Executive Committee was established, marking the establishment of the Phu Tho Party Committee. Through each stage of development, the Phu Tho Provincial Party Committee has grown stronger and more mature. In the 2010-2015 term, the Phu Tho Party Committee consisted of 55 comrades, including:
- 8 comrades are female
- 14 comrades working in the provincial Party and mass organizations
- 21 comrades in the government bloc, 3 comrades in the internal affairs bloc
- 17 comrades in districts, cities, towns and affiliated Party Committees.
The Provincial Party Standing Committee consists of 15 comrades [30, pp.116-121], including:
- Provincial Party Secretary: Comrade Nguyen Doan Khanh
- Deputy Secretary of the Provincial Party Committee: Comrade Hoang Dan Mac
- Deputy Secretary of the Provincial Party Committee: Comrade Bui Minh Chau

2.2.2. Policy of Phu Tho Provincial Party Committee on new rural construction
Agriculture and rural areas are always the top priority areas of Phu Tho province. Improving the material and spiritual life of farmers is also a consistent goal in the province's socio-economic development strategies. Implementing the Central Resolution on agriculture, rural areas and new rural construction, on November 20, 2009, the Phu Tho Provincial Party Committee issued Resolution No. 28-NQ/TU on "New rural development in Phu Tho province to 2020 ".
The province's viewpoint on new rural construction is to closely follow the policy of the 7th Central Resolution (10th tenure) on agriculture, farmers and rural areas. "Ensure growth with good resolution of social security issues, combine economic development with strengthening the political system, ensuring national security and defense and protecting the ecological environment" [61, pp. 1-2]. New rural construction needs to "mobilize the participation of the entire political system and the whole society" [61, p. 2], arousing the internal strength of the people, so that the people are proactive in rural construction. The Resolution sets out the goal of building new rural areas by 2020: “Developing sustainable rural economy towards industrialization and modernization. Creating a new look in rural areas, gradually improving the material and spiritual life of the people; building a new, advanced cultural life imbued with the cultural identity of the Ancestral Land. Strengthening the connection and alliance between workers, farmers and intellectuals; building and consolidating a strong political system, linking rural development with ensuring social security and order” [61, p.2]. Based on the reality of socio-economic development of the province in general, and rural areas in particular, on the one hand, there have been comprehensive innovations: The economic growth rate has been quite good, the economic structure has shifted towards gradually increasing the proportion of industry and commercial services; Income and life of people have improved both materially and spiritually, the appearance of the countryside has changed a lot, but on the other hand, there are still limitations in construction and development: Economic growth rate has increased but not commensurate with the potential of the province, rural development lacks planning and is fragmented; infrastructure has not been invested properly, services serving production and farmers' lives have received little attention... causing the economic restructuring, the labor structure in rural areas to grow slowly and unsustainably, the gap between rural and urban areas is getting bigger, etc. The policy on new rural construction proposed by the province has met the requirements of agricultural and rural development of the province in the new situation, meeting the aspirations of the people in the province.
Specific goals for new rural construction in the province: By 2010, build 3 communes meeting new rural standards. In the period of 2011 - 2015, build 95 communes meeting new rural standards, build three districts (Lam Thao, Thanh
Thuy and Ha Hoa) meet the standards of new rural districts. By 2020, the whole province will have 210 communes meeting the standards of new rural communes and 100% of districts meeting the standards of new rural districts [61, p.3].
In order to achieve high results in the province's new rural construction goal, the Phu Tho Provincial Party Committee has set out a number of specific tasks and solutions in various fields in the spirit of the National Criteria for New Rural Construction.
Regarding economic development: The province focuses on developing advantageous agricultural products, forming concentrated commodity production areas associated with processing industry. Strengthening the application of biotechnology to create products with high productivity and quality. Developing industry and handicrafts on the basis of promoting the potential and advantages of local raw materials and labor; promoting the development of traditional occupations and craft villages in rural areas. Developing a variety of services to meet the requirements of production and life in rural areas.[61, pp.3-4]
Regarding culture and society: The policy of the Provincial Party Committee is to meet the conditions for teaching and learning at all levels, all fields of study, and diversify training types. Ensure that all people have the opportunity to study and improve their knowledge and professional qualifications. Focus on streamlining post-secondary training, expanding the scale of vocational training with many forms; vocational training for farmers... Consolidate and develop the health system, improve the quality of health staff, especially commune-level cadres... Continue to promote the implementation of the campaign "All people unite to build a cultural life". Direct the implementation of the movement "each village, hamlet, residential area, and commune has a cultural, artistic, and sports club". Mobilize the establishment of libraries, reading rooms, newspapers... in commune, village, and hamlet cultural houses.[61, p.4]
Building new rural socio-economic infrastructure: The provincial Party Committee has thoroughly grasped the need to review and adjust plans for population arrangement and stabilization, associated with new rural spatial planning with specific criteria, suitable to the characteristics of each region. Investing in the construction of irrigation works
in a multi-purpose direction; build a system of dykes and embankments to protect river banks and large and small rivers associated with traffic development. Develop rural traffic and intra-field traffic with the motto "The State and the people work together". Strive for 100% of communes to have good quality main roads; village roads and main intra-field roads are basically hardened. Renovate and develop the power grid system synchronously, ensuring sufficient electricity supply for daily life, production and service activities.[61, pp.4-5]
Building and supplementing mechanisms and policies for new rural development such as land policies, investment attraction policies, investment policies for research and application of new scientific and technological advances in production; policies to ensure resources for rural industrialization and modernization: such as increasing the rate of investment for rural development, adjusting investment structures, focusing on higher investment, ensuring resources for implementing key goals, perfecting investment policies and mechanisms for building new rural models.[61, pp.5-6]
Regarding rural security and order: The province focuses on solving pressing social issues and maintaining social order and safety in rural areas. Building a clean and strong people's police force, improving the quality of activities of the police and militia at the commune level. Improving the effectiveness of coordination between the police and military forces with departments, branches and mass organizations in mobilizing the masses to participate in the movement to protect national security.[61, p.6]
Rural socio-political organization system: The province's policy is to innovate the content and methods of operation, improve the leadership capacity and fighting strength of grassroots party committees and branches to truly be the core of comprehensive leadership in rural areas. Continue to innovate and improve the quality of activities of the Fatherland Front and socio-political organizations in rural areas, and well implement the regulations on democracy at the grassroots level.
