3.1.3.2. Orientation on social development

To overcome the limitations and shortcomings of tourism development in the past, in the period 2010 - 2020, social development orientations focus on the following contents:

Building infrastructure for tourism

Continue to invest in improving and developing infrastructure systems, first of all transportation (paying attention to both transportation in tourist areas and routes and foreign transportation; including road, air and waterway transportation) capable of directly receiving international visitors. Focus on investing in high-quality tourism and entertainment infrastructure, especially resorts and luxury hotels. Encourage and prioritize investment in forming international tourism-sports complexes or projects associated with sports services on the island.

Large-scale sea, mountains, lakes and entertainment centers, large shopping malls, night entertainment services for tourism.

Tourism human resource development

Building a tourism workforce that is sufficient in quantity and meets quality requirements, balanced in occupational structure and training level to ensure professionalism, competitiveness and regional integration, contributing to improving the quality of tourism services.

Increase the rate of trained labor, focus on developing high-level human resources. Form a strong system of tourism training institutions, strengthen university and postgraduate training and tourism management training. Encourage and promote on-site training and self-training according to business needs.

Raising awareness of sustainable tourism development

Propaganda and education to raise awareness of sectors, levels and the whole society about sustainable tourism development.

3.1.3.3. Orientation on resource and environmental protection

3.1.4. Forecasting some tourism development indicators


Based on the current status of tourism development in Binh Thuan and Vietnam tourism in the past and the orientations for tourism development in Binh Thuan in the coming time, it is possible to forecast some tourism development indicators in Binh Thuan in the period of 2010 - 2020 as follows:

3.1.4.1. Tourists

Based on the current situation of tourist growth in Vietnam and Binh Thuan in the period of 1995 - 2010 and the orientation of tourism development in Binh Thuan province until 2020, the average growth of tourists in Binh Thuan province in the period is forecasted.

2011 - 2020 about 10%/year (in which, international visitors increase 13%/year, domestic visitors increase 9.5%/year). Calculating according to the above forecast, by 2015, Binh Thuan will welcome about 4,000,000 tourists (in which about 460,000 international visitors and

3,540,000 domestic visitors), in 2020 will welcome about 6,450,000 tourists (of which about 850,000 international visitors and 5,600,000 domestic visitors).

3.1.4.2. Accommodation room

The accommodation needs of visitors are closely related to the number of visitors, the number of days of stay of visitors, and the average room occupancy rate. Currently, about 92% of international visitors to Binh Thuan have a need to use accommodation services, this rate for domestic visitors is 78%. In the future, we will invest in building large-scale tourism projects, diversify tourism products, improve service quality, extend the length of stay of visitors, the accommodation needs will increase, about 95% of international visitors, about 85% of domestic visitors use accommodation services.

The current average length of stay for international visitors is 3.3 days, and for domestic visitors is 1.52 days. It is forecasted that by 2015, the average length of stay for international visitors will be 3.5 days, and for domestic visitors will be 1.7 days; by 2020, the average length of stay for international visitors will be 4 days, and for domestic visitors will be 2 days.

The average number of beds in a room in the hotel and motel system is currently about 1.5 - 1.8 for international guests and 2 - 3 for domestic guests. In the coming time, the guest room ratio will not be increased, but the room quality will be improved and high-end services will be developed. The international room ratio will be 1.8 and domestic guests will be 3.

According to the World Tourism Organization, for the hotel business to be profitable, the average room occupancy rate must be over 50%. The current average room occupancy rate (2005-2010) in Binh Thuan is 53.7%/year. It is forecasted that this capacity will reach 60% in 2015 and 65% in 2020.


The number of rooms is calculated according to the formula [44]:

Number of guests x number of days of stay

Number of rooms = --------------------------------------------------------------------

(365 days x (Capacity x (Average number of beds per year) per room)


According to the above formula and forecasts on number of guests, number of days of stay, room occupancy rate, average number of beds, it can be forecasted that the demand for accommodation rooms in 2015 will be about 13,800 and in 2020 about 23,700.

3.1.4.3. Tourism income

Based on the current growth of tourism income in Vietnam and Binh Thuan in the period of 1995 - 2010 and the forecast of average growth of tourism income in Vietnam in the period of 2011 - 2015 at about 16.5%/year, in the period of 2016 - 2020 at about 12.5%/year, it is possible to forecast the average growth of tourism income in Binh Thuan in the period of 2011 - 2015 at about 20%/year and in the period of 2016 - 2020 at about 19%/year. According to the forecast, tourism income in Binh Thuan in 2015 will reach about 6,100 billion VND and in 2020 will reach about 14,500 billion VND.

3.1.4.4. Tourism GDP

Currently, the province's total tourism GDP accounts for about 70% of total tourism service income (after deducting about 30% of intermediary costs), excluding public transport.

Based on forecasted data on tourists and tourism income, it can be predicted that Binh Thuan tourism's GDP contribution to the province's GDP in 2015 will be 4,270 billion VND and in 2020 it will be 10,150 billion VND.

3.1.4.5. Tourism human resources

The tourism industry employed 8,610 people in 2010. Currently, on average, 1.26 workers (direct + indirect) are employed per room. In the period 2010 - 2020, on average, 1 international guest room requires 1.5 direct workers, 1 domestic guest room requires 1 direct worker. And for every 1 direct worker, 2 indirect workers are needed.

3.2. Solutions for tourism development in Binh Thuan province from the perspective of sustainable development


3.2.1. Economic development solutions


3.2.1.1. Strengthening state management of tourism

The content mainly focuses on the following issues:

- Complete the State management apparatus on tourism from the provincial level to the grassroots tourism management boards to enhance the effectiveness of State management on tourism. Strengthen the tourism management system of the Department of Culture, Sports and Tourism to ensure sufficient capacity to meet the requirements of developing tourism into a spearhead economic sector. Strengthen the activities of the Binh Thuan Tourism Association to establish the role of Binh Thuan tourism industry.

- Perfecting the legal environment in tourism management. Creating a favorable environment for all economic sectors to invest in tourism development on the principle that the state must control, not let it float. Building synchronous mechanisms and policies, supplementing missing regulations, especially regulations on encouraging and supporting tourism development in accordance with the characteristics of the province, encouraging the exploitation of resources and the environment for tourism development in a reasonable manner, both developing the economy - society and ensuring environmental sustainability. Managing and exploiting tourism resources in accordance with the provisions of law, specifically the Law on Tourism. This is the legal corridor that creates the premise for building management regulations as well as guiding investment projects, or tourism exploitation and business activities in the area towards sustainable development.

- Urgently implement the master plan for tourism development to 2020, with a vision to 2030; pay attention to removing obstacles regarding overlaps between the tourism development plan and other plans, ensuring harmonious development of the province's advantages. Strengthen management and supervision of tourism activities according to the plan to ensure that such activities do not violate the principles of sustainable tourism development and do not exceed the permitted limits. Management and supervision must have full representation of relevant components such as tourism managers, tourism operators, and community representatives. Looking to 2030, it is necessary to review, develop and approve detailed planning projects for key areas, on that basis, develop priority investment projects for each period. In particular, pay attention to establishing and approving infrastructure investment projects, upgrading and restoring historical and cultural relics for key tourist areas.

- Encourage scientific research on the "carrying capacity" of tourist sites and areas throughout the province. Adjust the number of visitors based on strict principles, ensuring that tourism activities are maintained within the determined "carrying capacity" limits.

- Encourage and support local communities to participate in tourism activities such as contributing opinions, supervising the implementation of planning, participating in project management boards, having representatives in resolving conflicts; giving priority to activities such as performing traditional crafts, tourism support services, etc.

- Modernize the information system for tourism management. Research and apply modern technologies and advanced management methods in preserving relics and managing data information systems.

- Continue to coordinate between sectors and levels to prevent social evils from infiltrating tourism activities. Strengthen the work of ensuring security, order and safety for tourists. Control traffic safety well in tourist areas, points and routes. Arrange and strengthen the management of street vendors, motorbike taxi activities in Ham Tien, Mui Ne, Binh Thanh, Tan Tien tourist areas, sled rental services at Doi Cat Bay... to overcome the situation of soliciting and harassing tourists.

- Manage service prices well, especially on weekends, holidays, Tet... at specialty businesses, souvenir shops, restaurants, motels, etc. Build the image of Binh Thuan to become a safe, friendly destination with civilized behavior.

3.2.1.2. Increase investment in tourism development

The content mainly focuses on the following issues:


Encourage investment projects in underdeveloped , difficult , remote and isolated areas with rich tourism potential such as Nui Ong Nature Reserve , Ta Cu Mountain , Kalon - Song Mao , Phu Quy and Cu Lao Cau Islands to increase their impact and contribute to hunger eradication and poverty reduction . Encourage projects to create new and unique products that can increase length of stay and tourism revenue .

Prioritize investments in creating high - quality products , especially environmentally friendly products , clean and green products , and investments in medical resorts , sports and entertainment areas , conference and seminar areas with fully equipped meeting rooms , supermarkets and commercial centers , and services suitable to the characteristics of coastal and mountainous areas where nature is abundant .has been favored , the cuisine has its own characteristics and nuances of Binh Thuan , avoiding the situation of widespread investment .

Promote investment in the construction of transport infrastructure , electricity supply , water supply and drainage , environmental treatment , telecommunications , coastal rescue stations to serve as the basis for investment projects in the construction of tourism development works and subsequent investment items . In particular , priority is given to investment in infrastructure for national comprehensive tourism areas and specialized tourism areas . Invest in building Phan Thiet station according to the standards of a tourist terminal to coordinate with tourism centers of provinces and cities to organize tours for tourists to Binh Thuan by train .
