Continuing education, vocational schools, vocational training, hospital management, preventive medicine centers of districts and cities... on the basis of reasonably decentralizing the authority to handle administrative work to departments, branches and sectors at district, city level, then clarifying functions and tasks, eliminating overlaps, intermediaries and reducing unnecessary focal points, contributing to important support for implementing the law on handling administrative procedures under the one-stop mechanism .
In addition to the decentralization of authority to clarify the people, the work, and the responsibilities, in reality there are administrative procedures that cannot be done by one sector or one administrative agency, especially in the field of construction investment related to planning, land, environment, finance, etc. The management task for implementing the law on handling administrative procedures under the one-stop mechanism requires a mechanism of interconnection between departments, branches, and sectors of the district. To effectively implement this interconnection mechanism, it is necessary to first clearly identify each type of work that is chaired by which sector to assign the task to the one-stop department of that sector to be responsible for proposing coordination with the one-stop department of another sector to be responsible for handling, then it is necessary to determine the application form or general administrative paperwork that only requires one type of document that can be confirmed and permitted by the relevant sectors; it is necessary to develop regulations on the content and responsibilities, requirements of the one-stop department when there is a need to organize coordination with each other. On this basis, it aims to create a mechanism to resolve administrative cases in a synchronous and unified manner, contributing to the implementation of administrative procedures under the one-stop mechanism quickly and effectively.
3.2.6. Strengthening service activities in implementing administrative procedures under the one-stop mechanism for organizations and citizens
The operation of the state administrative system must fully perform all three functions: administrative management; public authority function and social service function, taking care of the spiritual and material life of the people. In the process of building a rule-of-law state, the Party and the state have the great responsibility of building a democratic state administration, which means that the administration is gradually perfected according to the requirements of democratization, making the state in the people and close to the people, all activities of state administrative agencies bring benefits to the people, create favorable conditions for the work and life of the people, of economic sectors, protect and promote democratic rights and mastery. Continuing to promote state administrative reform is an objective and urgent requirement for our country in the process of international economic integration. Building a one-stop mechanism is considered a breakthrough in administrative procedure reform for our country's current administration, contributing to the successful implementation of the goals and tasks of administrative reform set forth by the 11th National Party Congress.
The thesis titled “One-stop mechanism from the practice of Hoang Mai district, Hanoi city” has provided theoretical bases for implementing the law on handling administrative procedures under the one-stop mechanism on the basis of clearly analyzing the concepts and legal entities in the process of participating in handling administrative procedures at the place of receiving and returning results under the one-stop mechanism, thereby posing requirements and factors to ensure the implementation of the law on handling administrative procedures under the one-stop mechanism in administrative agencies in Hoang Mai district today.
At the same time, through the analysis of the practical one-stop mechanism in Hoang Mai district, Hanoi city, it has created more opportunities for us to look back at the achievements and limitations of the implementation of the one-stop mechanism in the past time.
