The results of implementing the one-stop mechanism are limited due to the asynchronous stages in the implementation process, especially in the field of granting construction permits to organizations and citizens. Specifically, in recent years, the number of permits granted is very small in most districts and cities. The remaining number of administrative procedures are received and resolved directly at the specialized department. Administrative procedures implemented through the one-stop department: at the district level account for 67.9%, at the commune and ward level account for 23.9% (average for 17 reporting units/ Total number of administrative procedures at the district level is 260); at the commune level, the average is 56/75 (74.6%). There are few areas that are implemented under the interconnection mechanism. The vertical interconnection mechanism between administrative agencies at all levels has not been implemented. According to statistics, at the department and branch level, the following areas are implemented under the interconnection mechanism: Business registration, tax code issuance, seal registration; investment; advertising licensing. At the district level, horizontal interconnection has only been implemented between the district People's Committee with the Tax Department and the State Treasury (now a bank) in the field of granting land use right certificates. Vertical interconnection at the district and commune levels has not been implemented.

Administrative procedures implemented through the one-stop mechanism and the inter-connected one-stop mechanism are still cumbersome; The review, amendment, supplementation and adjustment of administrative procedures to ensure simplification have not yielded high results. The public posting of administrative procedures is not complete and is still small compared to the actual number of administrative procedures applied under the one-stop mechanism and the inter-connected one-stop mechanism; some procedures are slow to be publicly replaced when there are changes in legal regulations.

Regarding the staff and civil servants in performing administrative procedures under the one-stop mechanism :

A number of cadres and civil servants working in the one-stop shop in the ward have not been carefully selected in terms of qualities and capacity such as: not trained in skills, working methods, basic and profound knowledge of administrative reform, so when performing their duties, there are still many limitations; some cadres and civil servants are not really good in terms of expertise and profession, knowledgeable, dedicated and responsible for the assigned work. The sense of responsibility of some cadres and civil servants is not good, education for cadres and civil servants has not been carried out and specialized cadres have not been arranged in the one-stop shop. In some places, the person in charge is the chief of the agency's office whose main task is to work in the state administrative agency, not in the one-stop shop, so they cannot have time to focus on handling professional tasks as required. Some cadres and civil servants have not been well prepared in terms of sense of responsibility to participate in the one-stop shop, so they work with a bad attitude and still show signs of causing difficulties and troubles to the people.

The arrangement of civil servants working at the Reception and Results Department has revealed a number of shortcomings and inadequacies and has been applied differently in a number of agencies and units. Many agencies and units have not issued decisions to arrange specialized civil servants to work at the One-Stop Department, thereby not separating the function of receiving and returning results of civil servants at the One-Stop Department from the function of appraising records of civil servants of specialized departments, making the implementation of the One-Stop mechanism not true to reality and still heavily formalistic. The payment of allowances to civil servants working at the One-Stop Department has not been timely and complete in accordance with regulations in many agencies and units; some places have not even implemented it. Many commune-level units have not paid allowances to one-stop civil servants.

About facilities and equipment.

Due to the limited space of some agencies, the arrangement of offices does not meet the requirements: The location is not convenient for organizations and citizens when transacting. The area of ​​the office is not enough according to regulations. According to statistics, the area of ​​the office of the one-stop department in 03/14 units (accounting for 0.21%) of the ward is under 40m2.

The wards have arranged working rooms as required, but after many years of implementation, there has been no investment or addition, the facilities have degraded, the equipment is old and outdated, not meeting the requirements of the one-stop department and receiving and handling work for people, organizations and businesses.

In addition to the positive opinions mentioned above, some opinions are still concerned about the limitations and shortcomings in the process of implementing administrative procedures under the one-stop mechanism in wards, departments and branches under the People's Committee of Hoang Mai district. At the same time, it is hoped that the District People's Committee should pay attention to directing the promotion of administrative reform and improving the effectiveness of implementation in the one-stop department to meet the common task, creating favorable conditions for enterprises, citizens and organizations in production and business, transactions with the goal of meeting the new requirements of the district in the new revolutionary period.

Through the assessment of the one-stop mechanism from the practice of Hoang Mai district, Hanoi city according to the provisions of law as well as implementation in practice, it shows a fundamental change in the perception of the need to reform administrative procedures in building a clean administration, promoting economic and social development. Besides, the current one-stop mechanism also reveals many limitations that need to be overcome: the establishment of the current one-stop mechanism still follows a mechanical way of thinking: gathering all departments that perform procedures mechanically in a certain location and space, without calculating how to cut unnecessary procedures to avoid inconvenience to people. Besides, a series of problems have not been resolved such as equipment, facilities, limited capacity of civil servants, overlapping of the legal document system... are the reasons that lead to the one-stop mechanism becoming ineffective and formal. Thereby, it is the basis for proposing solutions to perfect the one-stop mechanism in Hoang Mai district, Hanoi in the coming time, which are clarified in chapter 3.

3.1. Perspectives on perfecting the one-stop mechanism from the practice of Hoang Mai district

3.1.1. Perfecting the one-stop mechanism must be synchronized with reforming the state administrative system.

Reforming the state administration is a process that is both urgent and long-term in building a rule-of-law state in our country. It is urgent in that it meets the requirements and demands of the process of world economic integration and is at the same time an urgent requirement of the people and the subjects of power. It is long-term in that it is a process of administrative reform from a centralized, subsidized bureaucratic administration to an administration serving the market economy, serving integration and facing many new challenges. Therefore, we cannot be hasty or subjective, but need to take steps that are appropriate to the circumstances and policies of the country. Therefore, the resolution of the 11th Party Congress affirmed that "it is necessary to build a clean, strong, democratic state administration step by step, modernizing it. Continue to promote administrative reform, considering this a regular task of all organizations in the political system" [24]. Regarding the role of the people in exercising the right to supervise, the document also clearly states: "building a democratic society, in which cadres, party members and civil servants must truly be servants of the people. Determining organizational forms and mechanisms for people to exercise democratic rights in the economic, political and social fields" on the other hand, the purity of the state apparatus, of state administrative agencies, of cadres and civil servants is closely linked to the purity of the party and party members, they are linked together into a unified whole. Because politically, administrative agencies operate under the leadership of the Party, in terms of organization and personnel, in our current state administrative apparatus, most of the people holding leadership and management positions from the department level and above are Party members. From the viewpoints of the Party and the State, from the policies of the Hoang Mai District Party Congress mentioned above. The District People's Committee determines that the goal of perfecting the one-stop mechanism must be consistent with the reform of the state administration in general and the implementation of the law on handling administrative procedures under the one-stop mechanism in particular. It is possible to determine the directions to ensure the implementation of administrative procedures under the one-stop mechanism at the Hoang Mai District People's Committee as follows:

Firstly , it is necessary to continue to synchronously implement and improve the quality of the one-stop mechanism at the district's state administrative agencies, focusing on the types of work prescribed by the State and expanding to all areas related to the relationship between organizations and citizens towards state administrative agencies in accordance with the characteristics of the district and the requirements of citizens.

Second, the agencies implementing the one-stop mechanism (including the People's Committee of Hoang Mai district and 14 wards in Hoang Mai district) continue to seriously implement the public posting of all regulations on administrative procedures, records, fees, charges... for each specific type of work, avoiding overlapping resolution between specialized departments and one-stop departments between sectors and sectors and sectors with the standing committee of the district People's Committee.

Third , focus on directing the improvement of the organization of the staff and civil servants for the one-stop department with the motto of ensuring both quantity and quality to operate effectively while giving priority to selecting truly dedicated staff and civil servants.

have qualifications, work experience and prestige to work at the place of receiving and returning results; at the same time, have appropriate compensation mechanisms and policies to attract human resources for this department.

Fourth, continuously strengthen information and propaganda work on the implementation of the one-stop mechanism , on good people, good deeds, good work, and good experiences to commend and organize research and study.

Fifth , mobilize the whole society to support, participate in monitoring and inspecting the one-stop department to increasingly better perform the task of handling administrative procedures of the receiving and returning results department, and at the same time remove inadequacies and overlaps that occur during the implementation process.

Sixth, it is necessary to equip the one-stop department with relatively modern working conditions and means to ensure work support; timely service for organizations and citizens when contacting for work in order to create synchronization in the process of handling work at the one-stop department. 3.1.2. Ensuring transparency, responsibility and control in a one-stop-shop system

Transparency is the implementation of a public and transparent regime in all State management activities, except for issues related to national defense and security that need to be kept secret. It should be emphasized that public is associated with transparency, because there are cases where there is public but not transparent, because the authenticity and correct basis of the issues that have been publicly announced are not clearly explained. In the economic field, the first is public and transparent planning, the most important of which is now public and transparent in land use planning, in land allocation and land use - the country's valuable resources that are being wasted and embezzled and appropriated most seriously. Next is transparency in mobilizing and using the State budget, to overcome ineffective use of the budget, to avoid corruption, waste, inefficiency and becoming a factor causing inflation.

It is very necessary to publicly and transparently announce the process of planning and implementing mechanisms and policies. When discussed and debated openly and democratically, mechanisms and policies will be supplemented and completed, thus becoming closer to reality, meeting the country's development requirements, especially overcoming the situation of "mechanism trading", taking advantage of mechanisms to seek local, regional and factional interests. Law enforcement is smooth, overcoming the situation where the same regulation is understood and interpreted differently by state agencies.

Public and transparent administrative procedures will contribute to overcoming corruption of civil servants and employees of functional agencies, creating favorable conditions for people and production and business activities of enterprises. At the same time, they will also be the basis for people and enterprises to monitor the activities of civil servants, overcoming the problem of civil servants harassing and extorting people and enterprises whenever they have to go to state agencies.

For officials and civil servants, the practical thing to do now is to declare and publicly announce their assets in accordance with regulations. Equally important is transparency and publicity in the recruitment, promotion, reward and discipline of officials and civil servants. In the current situation, doing so will not only contribute to an effective measure to prevent and combat corruption, clean up the ranks of officials and civil servants, but also play a very important role in creating people's trust in the state apparatus.

In short, the implementation of the law on handling administrative procedures under the one-stop mechanism needs to create correct awareness and high political determination of Party committees and government leaders at all levels; the understanding of organizations and citizens, and at the same time, it is necessary to build a team of cadres and civil servants with moral qualities and capacity in handling work, with full means of convenient work and creating support, assistance, inspection and supervision of the whole society so that this work can be implemented better and better. Within the scope of my thesis, I consider the above contents as the basis for developing solutions and proposals, recommendations to improve the implementation of administrative procedures under the one-stop mechanism, hoping to contribute to the good implementation of this model in Hoang Mai district.

3.2. Solutions to perfect the one-stop mechanism from the practice of Hoang Mai district, Hanoi city.

To overcome the causes and limitations mentioned in the thesis and at the same time promote the positive aspects achieved in the past time for the implementation of administrative procedures under the one-stop mechanism in Hoang Mai district, Hanoi city, it is required to have basic and synchronous solutions to implement thoroughly. On the other hand, it is also seen that the implementation of the one-stop mechanism is successful or ineffective.
