In addition, some authors have conducted research on the steps to develop a life skills education plan in high schools in the current period, showing that in the context of educational innovation, the urgent issue is to develop measures to improve the effectiveness of life skills education management for students to meet current educational goals. One of those measures is to develop an effective and scientific plan to manage life skills education activities for students. Therefore, in this article, the author presents the steps to develop a life skills education plan in high schools in the current period. Thereby, in order to make the management of this activity easier, achieving the goal of improving the quality of comprehensive education for students according to the orientation of the Party and the State; Researching the differences between management models in education, the biggest difficulty in bringing a management model into schools is in the management environment conditions of that school. There are many management models in education, each management model has its own advantages and disadvantages, each school/unit/educational institution can choose a suitable model or combine models to apply to its unit. Castamainen TV (1996) developed a preventive and rehabilitation training program for workers with heavy physical labor. The program included relaxation and rehabilitation exercises, interval training, swimming, and sports tourism [106].
Through the study of chapter 1, the following observations can be made:
Studying the context of physical education and school sports in the world shows that the trend of reforming school sports in many countries since 2000, people clearly see the social function of school sports. The effectiveness of improving physical qualities, health and happiness is completely possible thanks to sports in a relatively short time. Nowadays, society has higher requirements for school sports.
The content of the program and the process of organizing physical education show that: The training program or curriculum not only reflects the training content but is a document or blueprint that represents the overall components of the training process, conditions, methods, and processes for organizing and evaluating training activities to achieve training goals. The content of the educational program reflects educational goals; stipulates standards of knowledge, skills, scope and structure of educational content, methods and forms of organizing educational activities, and ways to evaluate educational outcomes for subjects in each class, each level of education or training level. Physical education at the university level must become a
In terms of vocational training, the product is not only purely physical, but also a component of vocational capacity for students. That requires the school system to create all opportunities and conditions to innovate physical education as a component of the vocational training program, with clear vocational functions and career orientation.

Thanh Hoa University of Culture, Sports and Tourism has the task of training in many majors, many fields and different levels. It is a public school specializing in the field of Culture, Sports and Tourism. Therefore, when choosing the content of the majors, it is necessary to choose the content that is suitable for the characteristics of the students, so that when studying the subject of Physical Education, it still develops the general physical strength of the students. The field of Tourism has majors such as Tourism Culture, Hotel Management, Tourism and Travel Services Management... the above majors choose subjects that develop comprehensively, with the purpose of improving the professional capacity of students.
CHAPTER 2
SUBJECTS, METHODS AND RESEARCH ORGANIZATION
2.1. Research subjects

Content of Physical Education subject for students of Thanh Hoa University of Culture, Sports and Tourism.
Object
Students of course K2 and K3 are not majoring in physical education and sports. The total number of students participating in the experimental program is 150 students (including 72 male and 78 female); 20 experts, scientists, and educational managers were consulted.
2.2. Research method
To address the proposed objectives, the research process used the following research methods [23], [27], [57].
2.2.1. Method of document analysis and synthesis
This is the method used to systematize knowledge related to the research field. During the research process, the topic has collected, synthesized and analyzed the following documents:
Documents of the Party and State, legal documents of the industry on school physical education.
Books, magazines, scientific documents on physical education in schools at all levels.
Research results of authors and domestic and foreign scientists related to physical education in schools at all levels.
The main sources of data are collected from the library of Bac Ninh University of Physical Education and Sports, the library of the Institute of Physical Education and Sports Science, and the library of Thanh Hoa University of Culture, Sports and Tourism. Relevant professional documents are taken from
different sources of documents. This is a continuation of supplementing scientific arguments and thoroughly understanding issues related to measures to improve the effectiveness of physical education.
2.2.2. Pedagogical observation method
Using the pedagogical observation method in the research process to collect information from research subjects on the following aspects:
Collect information on the current status of organizing educational activities at Thanh Hoa University of Culture, Sports and Tourism, including school sports activities; the capacity of teachers to organize educational activities in the school (including physical education and school sports activities).
Using this method, the research subjects were followed longitudinally during the period from the 2014-2015 school year to the 2015-2016 school year:
Research the teaching process of the selected Civic Education subject content continuously, throughout the two experimental semesters, semester I and semester II, school year 2015 - 2016. Evaluate learning outcomes for each semester.
Monitoring the results of pedagogical experiments at Thanh Hoa University of Culture, Sports and Tourism of students participating in the experiment.
The research subjects are 150 students of K2 and K3 courses of Thanh Hoa University of Culture, Sports and Tourism; in addition to the above subjects, we also monitor classes that are not experimental subjects of the topic but are still studying according to the experimental program.
2.2.3. Sociological investigation methods.
The sociological research method was used in the process of investigation and preliminary survey of the current status of physical education at Thanh Hoa University of Culture, Sports and Tourism. At the same time, the sociological research method was used to select and develop the content of physical education for students. The research results of the sociological method are the scientific basis.
study, is the practical basis for proposing the selection and application of the content of the subject of Physical Education when solving the second task of the thesis. The subjects of investigation, survey and interview of the thesis are identified as experts, lecturers of Physical Education, managers, leaders and students directly studying Physical Education at the school. The number of survey subjects includes: 150 students of K1, K2, K3 at the school. 20 leaders, managers, pedagogues and lecturers of Physical Education. This subject will be investigated and surveyed on the current status of Physical Education work, opinions on selecting the content of the subject of Physical Education, and evaluating the selected content of the subject of Physical Education.
2.2.4. Interview method
During the research process, direct interview methods and questionnaire interview methods were used with subjects related to the topic.
2.2.4.1. Direct interview.
The interview content includes issues related to school physical education program activities:
Is the current GDTC program content appropriate? If not, where should it be revised?
Forms of organization of teaching physical education subject (physical education) in universities.
Organizing extracurricular sports activities in school. Students' extracurricular sports training needs.
Activeness and coordination between students, physical education teachers and other educational forces in organizing school sports activities.
The direct interview subjects are: Leaders and leading experts, Professors and Doctors of Vietnam, experts from the Department of Student Affairs; experts in charge of school physical education from the Department of Secondary Education, Ministry of Education and Training; managers, deans and vice deans of colleges and universities nationwide.
2.2.4.2. Interview by questionnaire.
Interview subjects using questionnaires: Experts with experience in building physical education training programs, leading professors and doctors in Vietnam, managers and leaders of physical education departments and faculties at universities, physical education lecturers at universities and colleges, especially cultural and artistic schools nationwide; physical education lecturers at Thanh Hoa University of Culture, Sports and Tourism.
Interview content includes: Issues related to the Civic Education program at universities and colleges, about learning awareness, students' interests, and students' abilities.
Through interviews with managers, experts, professionals, students directly studying Civic Education, and experienced people in the field of school Civic Education, the project aims to fully exploit the necessary knowledge and practical experiences to help the research process achieve high results.
The interview content is presented in appendices 10, 11, 12, 13.
2.2.5. Expert method
The subjects for consultation are: Twenty experts in the field of physical education, lecturers from universities and colleges.
Contents of requesting expert opinions: assessment of the current status of physical education in Thanh Hoa University of Culture, Sports and Tourism; practical needs for students and skills in using physical education as a means of organizing educational activities; needs for innovation in training activities of physical education subjects in Thanh Hoa University of Culture, Sports and Tourism; orientation for program innovation; goals and content of the innovation program.
2.2.6. Pedagogical testing methods
Use selection criteria to test and evaluate the physical fitness level of the research subjects, and at the same time solve the tasks of the topic.
