Raising awareness of the entire population about the Party's viewpoint system and the State's policies on the socialization of education; affirming the Party's strategic ideology: the socialization of education is not a temporary solution while the country's economy is still facing difficulties and investment in education is limited, but is a long-term strategic policy throughout the process of developing education and training; determining the goal of the socialization of education is to mobilize the whole society to do education, encouraging all classes of people to contribute to building a national education under the management of the State. The main contents of the socialization of education include: education for all, diversifying types of schools and classes, training forms, multilateralizing resources and institutionalizing the State's policies on the socialization of education.

Principals need to consult with local authorities to strictly manage in accordance with financial regulations all sources of revenue from contributions from people and social organizations.
The principal organizes the collection of fees according to the regulations of the Ministry of Education and Training, the Ministry of Finance and the People's Committee of Quang Ninh province such as: construction fees, tuition fees, admission fees...
