- Applying teaching methods in the direction of promoting students' activeness is not only a change in teachers' awareness, in the plans of all levels, the ultimate goal must be turned into reality in teachers' teaching activities. Therefore, it is necessary to organize teaching practice, teaching conferences, seminars, and thematic activities to help teachers approach and apply teaching methods in the direction of promoting students' activeness regularly.
During the years of implementing the general education program innovation, schools have directed subject groups and secondary school clusters to organize many thematic activities at the cluster and city levels, organize teaching conferences and seminars on innovative teaching methods. Teachers have been exposed to active teaching methods. However, to have a successful lesson, many people must participate and contribute, and teachers must prepare very carefully. That is what makes it difficult for teachers to apply it regularly.
To overcome these limitations, the direction of teaching practice, seminars, and conferences on innovative teaching methods needs to focus on very specific issues, each type of lesson, each student group. After observing the teacher's teaching, the participants not only evaluate the successes and limitations of the lesson but also have to generalize the results.

- The main task of the core team is to assist the Department of Education and Training in professional activities: Being a reporter for teacher training classes; developing content and chairing professional group and team meetings at the city level; working as a
Judge of city-level teaching conferences; participate in industry inspection and examination delegations.
- The list of core staff is announced to secondary schools. Teachers of the schools who have difficulties or problems in teaching can contact the core teachers of the department for help.
d. Organize an assessment of the unit's current status of innovation in teaching methods and develop an innovation plan for the next school year.
After each school year, schools direct professional groups to summarize the successes and limitations of teachers who directly teach, along with the results of teacher assessment tests to summarize the general situation of applying teaching methods of the school. On that basis, propose further measures to the Department of Education and Training and on that basis, develop a plan to innovate teaching methods of the school in the new school year. a. Have a plan to increase investment in purchasing teaching equipment; upgrade, renovate or build new subject classrooms to ensure the most effective use of teaching equipment.

At the end of the school year, schools need to inventory and classify the quality of teaching equipment and supplies. New types of books to serve teaching activities: textbooks, teacher's books, increasing reference books, newspapers, specialized magazines. Calling on the community to participate in building the library in many forms, at the same time through the parents' association, affiliated units, other groups and individuals (former students, former teachers, ...) to find financial resources and additional equipment and materials for school teaching equipment, organizing and launching a competition movement to make teaching aids for teachers and students, collecting documents, newspapers, photos suitable for each subject to serve teaching, to contribute to improving the quality of teaching and learning of teachers and students when implementing the innovation program, together with the minimum teaching equipment.
- Schools need to actively invest in facilities to build national standard secondary schools because investing in facilities is one of the most difficult standards among the standards of national standard schools. Therefore, every year, schools need to consult with People's Committees at all levels to organize conferences to evaluate the results of building national standard schools, on that basis, to have a plan to build national standard schools for each unit to strive for.
b. Organize professional training for equipment and tools staff.
- In the current conditions of synchronous and modern equipment, the staff in charge of equipment must be professionally and systematically trained. The staff in charge of equipment must not only be a warehouse keeper to store and preserve equipment but also a laboratory assistant, an expert to guide teachers in using new equipment, and a person who helps the Principal build, monitor and urge the discipline of using teaching equipment by teachers and students. Therefore, the staff in charge of equipment must be professionally trained in the following basic contents:

+ Uses, assembly techniques, and operation of equipment and appliances.

c. Training on the use of equipment and tools for teachers.
- To build a habit of using teaching equipment regularly, schools need to regularly train teachers on the use of teaching equipment, on the safety of equipment when operating, on the experimental results of teaching equipment through many forms: Sending them to training classes organized by the Department of Education and Training, inviting experts to train, instructing the operations and skills of teachers when using modern equipment, experiments, libraries, creating a habit of working in order in schools,... In addition to participating in mass training on the use of teaching equipment, each teacher needs to use self-training instruction materials to improve the ability to use and exploit, and improve the effectiveness of existing equipment.

- Develop regulations on the use of teaching equipment and supplies in schools. These clearly define the responsibilities of the board of directors, professional group leaders, teachers, equipment and supplies staff, and the responsibilities of students.
The use of equipment and utensils requires both ease of use and good management to avoid loss and damage.
- Direct teachers and staff to properly implement the registration, borrowing and returning of teachers' supplies and the working regime of equipment and supplies staff to ensure good service for teachers.
e. Strengthen inspection of teachers' use of teaching equipment and tools.
- School managers regularly inspect the use of teaching equipment and supplies. Combine direct inspections in the classroom and inspections through registration, borrowing, and returning documents; regular inspections combined with surprise inspections.

- School principals specify the functions and tasks in the School Charter to the specific circumstances of the school. These are regulations on work content, regulations on professional discipline, applied to the reality of each school to help managers and teachers fulfill well the requirements of work, management in the field of teaching and learning to effectively perform assigned tasks.

3.2.5.2. Content and implementation
a. School principals direct the development of plans for professional discipline management.
- Right from the beginning of the school year, school principals must direct professional groups and teams to develop plans to manage professional discipline, especially teaching discipline.
- In the plan, it is necessary to develop indicators for implementing discipline in the school's teaching staff. Develop specific competition criteria for each professional group to ensure that teaching activities are stimulated.
b. The principal organizes for managers and teachers to study legal documents of the State, the Ministry of Education and Training; regulations of the Department of Education and Training and the Department of Education and Training.
