Comparing the satisfaction ratings of international and domestic tourists when visiting the above tourist destinations shows that: Due to different travel purposes, tourists' satisfaction ratings are also different in terms of criteria. In terms of satisfaction ratings, 68.4% of domestic tourists are satisfied with sightseeing content, 64.9% are satisfied with routes and food safety. 70.4% of international tourists are satisfied with the destination's response to tourists' needs. 74.1% are satisfied with suitable routes, and 70.4% are satisfied with accommodation services. In terms of very satisfied ratings, 40% of international tourists are very satisfied with the sightseeing content of the above tourist destinations.

Thus, the results obtained when conducting surveys on both research subjects on the contents related to the effectiveness of exploiting cultural tourism potential show that:

(1) No international visitors surveyed rated their level of dissatisfaction with the contents related to the effectiveness of exploiting cultural tourism potential.

(2) The highest level of assessment of the contents related to the effectiveness of exploiting cultural tourism potential in Hanoi is at the level of satisfaction.

(3) Comparing the number of respondents who rated satisfaction and dissatisfaction with the contents related to the effectiveness of exploiting cultural tourism potential in Hanoi, the number of respondents who rated satisfaction was still higher than the number of respondents who rated dissatisfaction and indifference.

* Analysis, evaluation

From the results obtained in Tables 2.11 and 2.12, the author of the thesis selected 20/100 customers and 20/100 officials and leaders of businesses operating cultural tourism products in Hanoi, and at the same time investigated and researched in practice, referring to reports of the Hanoi Department of Tourism and other agencies, to have a clearer view of the relationship between the assessment results of the National Tourism Survey and the actual situation of exploiting cultural tourism potential in Hanoi.

Specifically, the results obtained are as follows:

(1) Tour guide service style, tourism service capacity

Basically, the issue of tour guide service style and tourism service capacity is the key point that is always put on top in the strategies and plans for developing the capital's tourism industry. Therefore, tourism service capacity is increasingly improved, tour guide service style is gradually following a professional orientation, bringing tourists satisfaction and optimal satisfaction.

However, in addition, according to the assessment of the DTNCs and also the actual situation, it can be seen that currently, the Hanoi tourism industry does not have a close coordination between sectors and levels in organizing tourism exploitation and services at relics. At some relics, there is also the phenomenon of using "non-professional tour guides", competing to introduce the relics to impose unreasonable remuneration, leading to the loss of some good feelings of tourists and affecting the attraction of visitors to the relics.

(2) Quality of cultural works and historical relics

By the end of 2013 and early 2014, Hanoi had over 5,000 historical and cultural relics, the most in the country, of which about 1,050 relics were ranked nationally, accounting for nearly 20% of the country. At the same time, Hanoi is also the locality with many relics recognized by UNESCO such as: Thang Long Imperial Citadel, Temple of Literature - Quoc Tu Giam, a series of special national relics such as Co Loa relic, Thay Pagoda, One Pillar Pagoda, Ngoc Son Temple and Hoan Kiem Lake area, Tay Phuong Pagoda, Soc Temple, relic and scenic area of ​​Huong Son...

Besides, Hanoi is also home to many traditional festivals imbued with national identity, creating diversity in cultural tourism products in the area. These include the Gióng festival, Cổ Loa temple festival, Đông Đa festival, festivals of Thăng Long Tu Trân, Tây Hồ temple festival or Hương pagoda festival - the largest and longest pilgrimage festival in the country,...

Assessing the quality of cultural works and historical relics, through the results of interviews as well as practical investigations on 3 relic clusters, we can see the following main points:

- The awareness of the whole society about the role, meaning and value of cultural heritage in general, historical - cultural relics and scenic spots in Hanoi in particular is increasingly enhanced.

Officials and leaders in tourism management agencies and tourism product businesses all clearly identify that protecting relics, promoting the value of relics to serve the cause of industrialization and modernization of the country, and fighting against violations are important tasks of the entire Party, the entire people in general, and agencies and businesses operating in the industry in particular.

- These historical and cultural relics have been ranked and regularly restored over the past decades, clearly demonstrating the determination and efforts of Hanoi's tourism industry.

It can be seen that, basically, cultural works and historical relics in Hanoi have been protected, cared for and restored to ensure their long-term survival. Typical historical relics of Hanoi have been gradually invested in and restored. Large relics, especially those after being listed as world cultural and natural heritages, have become attractive tourist destinations, attracting a large number of domestic and foreign tourists.

In recent years, many historical relics in Hanoi have been actively promoted in different levels. Cultural tourism packages in Hanoi have therefore attracted more visitors and gradually become a favorite cultural tourism destination of the whole country.

- Besides the achieved results, the quality of historical relics in Hanoi still shows some shortcomings. Specifically:

Due to the war, the conditions for caring for and protecting relics are still limited, so despite great efforts, there are still many relics that have been violated and have not been cleared. Most of these violations have been going on for many years. The quality of relic restoration, especially those items constructed with funds contributed by the people, has not yet met the requirements for ensuring the restoration and preservation of the original values ​​of the relics.

At the same time, many historical relics are degraded, restoration only focuses on famous main relics, almost no relic has been completely restored from architecture to infrastructure, from interior to exterior.

Hanoi’s tourism industry is still confused in handling the relationship between conservation and development, not fully aware of the position and role of relics in the process of national renewal and international integration. The handling of this relationship is not really harmonious.

In particular, the trend of commercializing relics, placing economic development goals and projects higher than relic protection goals still exists in the area. The situation of economic development projects being implemented in relic areas but the projects do not propose any measures to preserve the relics still occurs.

(3) Local people's attitude towards tourists

Hanoi City has determined that the city's tourism development orientation is sustainable tourism development, in which an indispensable factor is sustainable tourism development from a social perspective, expressed in the equitable distribution of income and social welfare. In addition, tourism must make specific contributions to social and community development. Therefore, Hanoi City has tried to invest in developing intangible culture. However, intangible culture, the unique features of the Vietnamese people in general and Hanoi in particular, have not been exploited commensurate with its inherent potential. In particular, there is a factor that relatively affects the effectiveness of exploiting the potential of the capital's tourism industry, which is the attitude of the people towards tourists.

Although, basically, Hanoi people in particular and Vietnamese people in general are still considered hospitable by tourists, the above situations lead to a bad image of the people's attitude towards tourists, especially when they are participating in "cultural" tours and tourist routes.

(4) Entrance fees, product and service prices

Basically, the entrance ticket prices are specifically and detailedly regulated by documents issued by the Hanoi Department of Tourism, and the entrance ticket prices are also at a moderate level, not causing a reaction that the entrance ticket prices are too high. Specifically, through a survey of tourists visiting tourist attractions, 85.7% of visitors are satisfied and very satisfied with the ticket prices.

However, the prices of products and accompanying services of illegal businesses and individuals at cultural tourist sites in Hanoi are too high, leading to negative reactions from tourists, especially domestic tourists.

(5) Infrastructure system for cultural tours and routes

Basically, it can be seen that the infrastructure and tourism facilities in Hanoi, as of September 2015, according to statistics from the Hanoi Department of Tourism, the area has 3,081 accommodation establishments serving tourism, with about 38,000 rooms, accounting for 20% of the country. Of which, there are 14 5-star hotels, 56 4-star and 3-star hotels); there are 1,500 travel businesses operating, of which 600/1,425 international travel businesses nationwide have been licensed by the General Department of Tourism, accounting for 42% of the country. According to the author's statistics through the questionnaire, 81.63% of tourists coming to Hanoi are satisfied and very satisfied with the quality of accommodation establishments.

(6) Effective planning to exploit cultural tourism potential

Up to now, Hanoi is the locality with the largest number of historical and scenic relics in the country. The whole city has about 5,100 relics of all kinds associated with many festivals and folk cultural activities imbued with national traditions. Museums in the area such as the Museum of Ethnology, the Vietnam Military History Museum, the Vietnam History Museum, the Vietnam Fine Arts Museum, the Ho Chi Minh Museum... are museums that attract a large number of visitors. Therefore, exploiting the potential of cultural tourism is always of primary concern to the capital's tourism industry. Cultural, historical, historical, historical and scenic relic and museum tourism is a type of tourism that is focused on investment, upgrading, development and is favored by tourists, especially international tourists, when coming to Hanoi. In particular, the tourism industry identifies the planning stage for exploiting the potential of cultural tourism as an important stage that needs attention.

Hanoi's tourism industry has also proactively developed plans and directions to strive to become the capital's spearhead economic sector by 2010-2020, focusing on plans to exploit the potential of cultural tourism.
