Economic cooperation process between countries in the East-West Corridor 1998 - 2010 - 21

3. During the period of 1998 - 2010, economic cooperation of the EWEC countries has received the attention of the governments of the countries, international donors, especially the Asian Development Bank and the Government of Japan; the attention of localities along the Corridor, the business community and tens of millions of people on the EWEC. Many specific and practical activities have been implemented to realize the good ideas and goals of the EWEC: A number of cooperation mechanisms have been formed, a number of support projects have been implemented, and many events related to the East-West Economic Corridor have been organized to contribute to raising awareness and actions of international donors, governments of the countries, localities and the business community on the corridor about the development opportunities of the East-West Economic Corridor.

Along with the hard infrastructure of the corridor such as: transportation, telecommunications, energy, which continues to be upgraded, soft infrastructure with policies to facilitate procedures for the circulation of people and goods has been improved by governments of various countries. Donors have provided active and effective support. Localities along the corridor have actively improved the business environment to attract investment, promote cooperation, create economic - cultural links... Enterprises have actively sought investment opportunities, contributing to turning potentials into real economic benefits...

4. The economic cooperation process between the countries in the East-West Economic Corridor (1998 - 2010) has achieved remarkable results in the fields of investment, trade, agriculture and industry, transportation, energy, tourism and poverty reduction, rural development. In particular, the EWEC transport cooperation is the field with the strongest development and the results are most clearly demonstrated. The 1,450 km long route completed to form the first East-West route running from the East Sea to the Indian Ocean, creating favorable conditions for localities and countries on the corridor in particular and the region in general, expanding economic cooperation to promote trade, investment and development. Through investment cooperation projects, trade, cultural exchange, technology transfer to reduce poverty, improve people's lives and develop together.

5. The East-West Economic Corridor has become a borderless corridor with many opportunities coming. The prospect of economic cooperation between EWEC countries is increasing and developing in depth because EWEC economic cooperation is increasingly legal, focusing on competitiveness, creating attractiveness for trade, investment and other areas of cooperation to realize the original goals of EWEC.

On the basis of promoting the achieved results and overcoming difficulties and limitations in the cooperation process, together with the support and participation of partners and the raising of awareness and determination of the government, localities, businesses and people of the four EWEC member countries will overcome all difficulties and challenges, take advantage of opportunities to build EWEC into a true economic corridor as its name suggests.

6. With a favorable geographical location, Vietnamese localities are located at the eastern end of the corridor, the trade hub to the East Sea not only of EWEC but also of the entire Greater Mekong Subregion. The East-West Economic Corridor has multifaceted significance, helping the Central provinces of Vietnam develop their economies, eliminate hunger and reduce poverty, while strengthening cooperative relations with Laos, Thailand, Myanmar and enhancing economic linkages in the Mekong Subregion.

Vietnamese localities have many potentials and advantages when participating in EWEC economic cooperation. In practice, participating in the economic cooperation process between countries along the East-West Economic Corridor (1998 - 2010), Vietnamese localities have actively participated in projects and programs and have achieved initial results reflected in local socio-economic indicators.

Vietnam is actively promoting international cooperation to develop the East-West Corridor to create consensus on ideas, create mechanisms and measures to facilitate trade connections, and mobilize external resources for development projects.

7. To enhance the effectiveness of cooperation on the East-West Economic Corridor, Vietnam needs to properly recognize its position in the EWEC economic cooperation. At the same time, it must be active, proactive and closely coordinate with member countries to jointly exploit the potential and advantages of the EWEC to serve the development of the country in particular and the EWEC in general. The Government and localities in the EWEC must focus on

Focus on solutions such as: improving the business environment to develop the economy and expand the market; improving economic links between provinces in the Corridor; improving and enhancing the quality of infrastructure; promoting the development of bilateral and multilateral agreements on transit activities between the four countries to facilitate businesses transporting transit goods through Vietnam's border gates; investing heavily in the tourism industry...

8. In addition to the achieved results, in order for the East-West Economic Corridor to truly become an economic corridor as its name suggests, there are still many difficulties and obstacles that the efforts of the relevant parties in the past have not yet achieved the desired results, such as: Technical service infrastructure, policy mechanisms, administrative procedures, resource allocation, preservation and promotion of traditional values, social and environmental issues, linkages and complementary advantages between localities on the Corridor route... Although these limitations have been recognized by relevant sectors and localities, they have not been improved, causing EWEC to fail to meet the expectations of residents and businesses on this Economic Corridor route.
